About this file
This amendment to a solicitation provides responses to contractor questions to clarify requirements for upgrades to the Cath Lab Hybrid Operating Room suite and installation of an air handling unit at the VA Palo Alto Health Care System campus. The project involves construction services with a 365-day period of performance. Eligible contractors must be registered in SAM and have active representations and certifications. If claiming SDVOSB or VOSB status, the contractor must be verified in the VIP Vet Biz system by the solicitation due date and award date. The pre-solicitation includes details on the scope of work, a site visit, submission of requests for information, posting of amendments on SAM, and plans to issue the solicitation after November 4, 2021 as an open-market RFP in accordance with FAR 15 for a contract valued between $5-10 million under NAICS 236220.

Angela M. Oppenheimer
Contracting Officer
The purpose of this amendment 0006 is respond to Requests for Information (RFIs) received through December 10, 2021, as follows:
RFI No. Information Being Requested VA Response to RFI:
001 In the documents for the OR upgrades at
VA Palo Alto Division Health Care
System, I noticed that Steris is scoped in for the surgical lights & booms. It also mentions that this equipment is going to be purchased and provided by VA- not the contractor. Is there someone that you can put me in touch with at VA where I can send my bid for the surgical lights & booms?
The Steris booms are VA-owned.
Ceiling lights in the OR are an integrated component of the
Cleanroom Ceiling System as described in spec section 09 54 33.
This project has been partially constructed, therefore, the framing for the Cleanroom Ceiling System is an existing condition -- CleanSuite
Ceiling System was used as the design criteria. Any future components must be compatible with these existing conditions. Purchase of additional boom(s) are planned to be made by VA under a separate contract at a future date; it is not be part of this requirement.
002-1 Sf 1442 Box 10 States that this project is an
“open market, unrestricted solicitation”.
VAAR 819-501-70 (3) states: (3) “Set-asides for verified SDVOSB and VOSB are mandatory whenever a contracting officer has a reasonable expectation of receiving two or more competitive offers/quotes at a fair and reasonable price that offers best value to the Government. Because only verified SDVOSBs and VOSBs can participate on such set-asides, the contracting officer should start by identifying firms listed as verified in the
VIP database and then determine what acquisition strategy and priorities in
808.004(a), including FSS, is most appropriate.”
What rationale is being utilized by VA for not adhering to VAAR 819.501-70, and soliciting full/open/unrestricted competition on this opportunity? Does
VAAR 819.501-70 apply? If “No”, please describe how and why.
Market research was conducted per
FAR Part 10, those results, along with other supporting information, were provided to the VA Office of Small &
Disadvantaged Business Utilization
(OSDBU). All small business program reviews were completed to ensure
SDVOSB businesses were considered in this procurement strategy based on results of market research. Their review and recommendation determined that the open market strategy for this requirement was the most appropriate.
002-2 Have there been changes or updated class deviations in the VAAR (819.5 or otherwise) - or the way in which VA interprets the acquisition regulation - which affect the VA’s procurement protocols with regards to SDVOSB’s?
Market research was conducted per
FAR Part 10, those results, along with other supporting information, were provided to the VA Office of Small &
Disadvantaged Business Utilization
(OSDBU). All small business program reviews were completed to ensure
SDVOSB businesses were considered in this procurement strategy based on results of market research. Their review and recommendation determined that the open market strategy for this requirement was the most appropriate.
002-3 If VAAR 819.501-70 applies, did VA perform due diligence in determining that there were not (2) likely/eligible SDVOSB bidders?
Market research was conducted per
FAR Part 10, those results, along with other supporting information, were provided to the VA Office of Small &
Disadvantaged Business Utilization
(OSDBU). All small business program reviews were completed to ensure
SDVOSB businesses were considered in this procurement strategy based on results of market research. Their review and recommendation determined that the open market strategy for this requirement was the most appropriate.
002-4 What is the VA’s rationale for not issuing this solicitation under the “Group 2
MACC” for this region (VISN 21)?
Market research was conducted per

003 In regards to the radiation protection, is there a physics report or shielding report available with the lead weights required? If not, please provide additional specifications for the radiation protection requirements.
The shielding report used for this project was provided by Stanford
(copies attached for reference). Copies were given to the AE at the start of re-design.
This is a standard detail, 2-strand multi-mode fiber that is not called for in VA Cath Lab drawings – i.e., not required.
004 Please advise who the existing vendor of the building for Nurse Call and Fire Alarm systems.
Nurse Call: Jeron or equal
Fire Alarm: Notifier by Honeywell
005 There seems to be a discrepancy in the hardware schedule versus what is specified in the hardware groups. I see the hardware group HW-1 is a pair of doors with an auto, but the door schedule shows a single. Also, I don’t see hardware group HW-2C in the specs. Please also advise how many single doors and door pairs need auto operators.
Please see reissued sheet AS601 for correct door hardware sets. Auto operators are needed for double doors
707, 722 and 727 and single door 706.
006-1 Is there a 270000 specification document? 27000 is not a specification number associated with or listed in the VA guidelines.
006-2 Is there a preferred manufacturer specified? It's not clear from your question which item you are referring to.
006-3 Drawing number E0-1, has a symbol legend with a "new ceiling mount data communication outlet" defined without specifying the type of cable(s) or quantity of cable(s), if any?
Provide (2) CAT6 cables to each of the locations shown from patch panels in data closet.
006-4 Drawing EQ301 (detail H-1858) calls out required spec. #4 to be a 2-strand multi-mode fiber 10G plenum with SC connectors on both ends. Is this cable needed for the VA PAD Cath Lab Hybrid or Suite Upgrade Project? If yes, is this cable owner furnished, or contractor provided?
This is a standard detail, 2-strand multi-mode fiber, which is not called for in VA Cath Lab drawings.
007 Please confirm all new control systems components to be provided by and integrated directly to the existing Siemens
Desigo CC (ECC) workstation performed by local Siemens branch personnel as an extension of premise technical support and site standards.
Siemens shall be the control system integrator on this project per the project specifications. All new control systems components (new B-BC controller and field controllers) will be installed by the SECTION 23 09 23 contractor.
Siemens will provide integration to the existing Siemens Desigo ECC.
008a Does the COVID guideline apply to men working on the project? I am looking to be a subcontractor for your project.
Amendment 0005 removes FAR clause
52.223-99 and revises VHA
Supplemental Contract Requirements for Ensuring Adequate COVID-19
Safety Protocols for Federal
Contractors; it applies to contractor employees (and their subcontractors) who work in or travel to VHA locations.
008b Is there a list for the general contractor can refer to for subcontractor?
A sign-in sheet of General Contractors who attended the 11/30/2021 site visit is attached to Amendment 0003.
008c I missed the job site held on 11/30. Is another site visit planned for this project?
Yes, a 2nd site visit is scheduled for
Tuesday, January 11, 2022, at 9 AM.
See amendment 0004 for details.
008d Upon checking / reading the entire specifications, it seems like the standard bid bond form is not provided yet? Please advise of how to secure a copy of the form for our bond request purposes along with the liquidation damage.
A blank bid bond form is located here:
https://www.gsa.gov/forms-library/bid-bond. Not clear what you're asking for concerning liquidation damages.
