About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for the Department of Veterans Affairs solicitation 36C26025R0071, specifically for the Z2DA--CON-NRM 648-20-119 Correct Electrical FCA Deficiencies project in Portland. The amendment, numbered 0001 and effective 08-04-2025, serves to answer potential contractors' questions about the electrical upgrade project, which involves constructing a modular building, moving Direct Digital Controls (DDC) out of the 105 electrical room, and providing fire alarm to the new modular building. The amendment clarifies project scope details, including work hours (primarily weekends or after-hours), temporary power provisions, and specifies that certain systems like fire alarm (EST-3) and DDC (Delta Controls) may require manufacturer-approved contractors. The solicitation's original submission date of 8-18-2025 remains unchanged, and multiple Fire Life Safety drawings for various buildings are referenced as supplemental documentation.

Correct Electrical FCA Deficiencies Questions and Answers
1. The specifications list Metal Building Systems and Direct Digital Controls. As this is just an Electrical Upgrade with no Metal Building or HVAC work we don’t see how these apply. Please advise?
Construction projects typically consist of elements from different disciplines.
This construction project is no different. This project consists of the construction of a modular building and moving DDC out of the 105 electrical room and providing fire alarm to that new modular building. Refer to the specifications and drawings for the full scope of work.
2. During shutdowns will temp power be required and/or needed? Who will provide the temporary power if so?
Temporary power may be required for the shutdowns. If it is, VA will provide the temporary power.
3. Is it safe to assume all shutdowns/most will need to be completed on weekends? Or after hours?
We have located the Project Work Hours on Page G-001 but had a little confusion regarding shutdowns.
Yes that is correct.
4. They mentioned on the walk that low voltage contractors need to be approved, do you have a list of approved contractors?
Low voltage contractors are no different than any other contractors. There are no approved lists. There are several systems that will be touched during this project that have specific territorial contractors. Those systems are EST-3 for the fire alarm system and Delta Controls for the DDC system. Contact the manufacturers for approved contractors.
5. Please provide Fire Life Safety prints for all affected buildings and/or floors.
See attached drawings.
6. Please provide Architectural As-Builts showing if any affected walls are rated for sound/air-movement/infectious disease/radiation or any other rating that would require through penetrations to be sealed.
See attached drawings.
7. Please provide prints identifying the risk classification for each affected area/level according to specification section 01 35 26 – Safety Requirements – 1.12 Infection Control.
See attached drawings.
8. Are there any documentation or tracking requirements for installed firestop systems? If yes, please provide a sample of the documentation process.
Refer to specification 07 84 00.
