Answer: Please see provision FAR 52.228-1, Bid Guarantee, and FAR 52.228-15, Performance and Payment Bonds-Construction, added by amendment 0002.
21. - Will we be expected to submit proposals for every project including ones in Alaska?
Answer: A MATOC holder is not required to submit proposals on every project. See RFP Section C, Task Order Procedures, paragraph D.1.
22. I don’t see anything stating that first tier sub past performance can or cannot be used in the Past Performance / Experience portion of the proposal. Can you please clarify, if first tier sub-contractor past performance will be accepted?
Answer: Past Performance of a subcontractor will be considered if they will be performing critical or major aspects of the entire MATOC effort, not just the seed project. The Past Performance Questionnaire has been revised to allow supporting information to indicate what critical or major aspects of the entire MATOC that the subcontractor will support.
23. RFP, Section M – Evaluation Factors for Award, B. Evaluation Approach, 1. Factor 1 – Past Performance/Experience: Bullet 2: “Offeror shall use the attached form titled “Past Performance/Experience Questionnaire” (PPQ)…” and RFQ_Questions_4.10.25, Amendment 0002 “PPQs are required.”
Due to high turnover rates at many Federal Agencies including the VA, many of the project Points of Contact (POC) are no longer available to fill out PPQs. For example, we completed multiple projects at the Seattle VA on the previous VISN 20 MATOC and the Contracting Officer has Retired, the Contract Specialist was a contractor and has taken a job with another Federal Agency, the Project Engineer has left the VA, the back-up Project Engineer has retired, the Facility Manager has left the VA. By only allowing PPQs instead of CPARS, it is making demonstrating Past Performance not about highlighting the most applicable projects for this MATOC, but what projects still have valid POC that we might be able to get a PPQ from.
We urge you to reconsider your response in Amendment 0002 and allow CPARS in lieu of PPQs.
Answer: PPQs are required. If the primary POC at the Federal Agency has departed, seek out other knowledgeable staff at the agency to assist you in completing the PPQ.
24. I see that amendment 0002 was posted on SAM.gov. I have a question regarding the site visit. The first page of the amendment 0002 says the site visit was on April 3rd however, the original solicitation and amendment 0001 both say May 1st. Can you please confirm what the date is for the site visit?
Answer: See Amendment 0003 for clarification.
25. The RFP references FAR 52.228-1 BID GUARANTEE (SEP 1996) but does not include the full text with the required amount the bid guarantee shall be (ex., 20 percent of the bid price or $3 million, whichever is less). Please provide this information.
Answer: The Bid Guarantee Provision shall be completed as follows: 20% or $3 million, whichever is less.
26. We were invited to get a bid together for the VISN 20 MATOC project. I was inquiring to get more details on plans and upcoming site walk? I believe I am supposed to contact you for all that. Are you also able to get us other bidding opportunities for MATOC projects?
Answer: All the information available for this acquisition is posted on SAM.gov under RFP 36C26024R0087. We are unable to provide information on other opportunities.
27. RFP AMD_002, Page 82 of 94, Section L, VOLUME IV – SOLICITATION, OFFER, AND AWARD DOCUMENTS. … “This Volume shall contain the following: Acknowledgement of Amendments, if any.” Box 13, Letter E. IMPORTANT: of the Standard Form 30 (SF30) is not filled in on any of the amendments.
Answer: Block 13 of the SF 30 only applies to modifications of Contracts, not amendments to solicitations. The SF 1442, page 2, block 19 has space for the offeror to acknowledge amendments.
28. Past and Present Performance Questionnaire calls to "please submit this completed form directly to the VA POC". We just want to clarify that we can also request a copy to include with our Volume I-Factor 1, Past Performance section of our proposal? The reason we ask is because recent VA proposals have required the respondent to send directly to the VA POC and we have not been able to receive the completed form.
Answer: You can request a copy from your POC, however, page limits do apply.
29. We are wondering where the participants are supposed to meet on May 1st for the seed project. Amendment 0003 clarified the date and time of May 1st @10am, however we still are unsure where to meet.
Answer: Meet at Building 4 FMS Shop, 1601 E Fourth Plain Blvd. Vancouver WA, 98661. Vendors can park in Lot 6. Pre-registration for the sight visit is not required. There will be a sign in sheet for all attendees to record attendance.
30. I.3 52.211-12 Liquidated Damages… page 14 of 94. Question: Are there Liquidated Damages for the B20 Seed Project?
Answer: There are no liquidated damages for the seed project.
31. We noticed that there isn't a box checked in VAAR 852.219-75. This has typically been filled out by the VA in the past. Here is an example of a previous solicitation with it filled out. We understand we have to fill out the certification at the end, we just need to know what box should be checked (on page 44 of 94 in the MATOC solicitation).
Answer: See attachment 2 of Amendment 0005.
32. Could the government please supply the pre-bid sign in sheet from the 05/01/2025 Site Visit?
Answer: Site visit sign in sheet can be found at attachment 2 of Amendment 0006
33. Are we permitted to submit PPQ/Past Performances for currently active projects? We have a large multi-scope project spanning 2 years, with a full gut renovation of a building on campus at 80% complete. This building will be complete within the next 60 days, and will be submitted to the VA for early turnover. However, the full contract is approximately 35% complete. Does this project (or the specific building component of this project) qualify for inclusion in the PPQ/Past Performance volume of our proposal?
Answer: Past Performance will be considered if the entire project is at or over 60% complete.
34. . Will you accept past performance submissions that key individuals on the project worked on vs only the company / offeror as the past performance entity? In the case of a company that is young, but a team that is extremely experienced, this would present a more holistic picture of capabilities and experience.
Answer: Section M, paragraph B, Evaluation Approach, Factor 1 – Past Performance/Experience first paragraph is changed as follows (added/changed text is underlined):
Past performance is one indicator of an offeror’s ability to perform the contract successfully. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. Past Performance of predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the entire MATOC effort, not just the seed project, will be considered. Past performance shall be submitted as Volume 1 of the proposal submission. Offeror shall provide past performance by using the following manners:
35. Would you please clarify the number of impacted facilities? SF 1442 notes "covering eight (8) facilities across Washington, Oregon, Idaho, and Alaska" while the Statement of Work cites "20 station locations" across those same 4 states.
Answer: The facilities are located in VISN 20 and does not mean there are 20 facilities.
36. Would you please clarify the anticipated magnitude of construction for the seed project?
Answer: The magnitude of the seed project can be found in block 10 of the SF1442.
37. Does the VA require the 1st page of the ATTACHMENT 2 - PAST AND PRESENT PERFORMANCE QUESTIONNAIRE to be returned with the proposal with the General Information section completed?
Answer: The first page of Attachment 2 is a cover letter with instructions. This cover letter does not need to be returned. All other pages should be completed and returned.
38. For the list of at least 5 recent and relevant projects, what project description or data would the VA like to see included (brief project description, schedule dates, value, contract #)?
Answer: Provide sufficient information to demonstrate that the project meets the requirements of recent and relevant and if the work was performed on an operational healthcare facility requiring the application of extensive infection control measures.
39. Our federal/VA QC Plan can be over 96 pages long. Can we provide a synopsis of our QC Plan to answer the approach to Project Quality Control Plan for the Seed Project?
Answer: Provide sufficient information to demonstrate you ability to meet the requirements in the RFP.
40. For the Factor 2 – Technical section, the title states Quality Control Plan (MATOC), but the description is more like the MATOC’s management approach? Does the VA mean management approach?
Answer: The Factor 2 – is titled Quality Control Plan (MATOC). Offeror must provide information to address the requirements outlined in that paragraph.
41. Will the RFP due date be extended to allow additional estimating time since the job walk was just held on May 01?
Answer: RFP due date will be extended by Amendment 0006.
42. Can we submit the original Bid Bond prior to the bid date and include a scanned version in our electronic proposal submission?
Answer: Bid Bond does not need to be submitted in original copy. Electronic copy is acceptable.
43. Economic Price Adjustment Clause: Will the government include an Economic Price Adjustment Clause in the contract to address price fluctuations in materials?
Answer: No, an EPA clause will not be included.
44. Tax Exemption: Is this project sales tax-exempt? If so, can the government provide a tax exemption certificate for materials purchased?
Answer: Prime contractors and subcontractors are not exempt from or immune to State and local sales or use taxes.
45. Many pre-bid questions remain unanswered. The shortened time between final answers and submitting the bid proposal prohibits accurate estimates from our subcontractors. We request a bid date extension of 10 or more days following issuance of the final RFP amendment to allow incorporation of changes into subcontractor and ultimately prime bidder proposals. Is this acceptable?
Answer: We will not commit to a 10 day extension following the final RFP amendment. However, Amendment 0006 does extend the RFP due date.
46. On the Past Performance Questionnaire do you want us as the Offeror to send the filled-out forms to out contacts and have our POC send them back to us to be placed in the past performance Volume #1? Or do you want us to fill out the necessary info onto each form and include it in the Volume #1 Submittal and the VA will send to our POC's so that we do not see the responses?
Answer: Please follow the instructions on the Past Performance Questionnaire.
47. During the Site Visit on 5/2/2025 we were asked to NOT take any photos, so we did not. Can the VA get us photos of all work areas?
Answer: Photos are not allowed in an active VA facility where patients may be present. Photos of mechanical room have been provided with Amendment 0006.
48. What happens if none of our PPQ contacts send you anything back as from what they have told us is it is not a FAR requirement of them to do so? Or if its late will you contact them as a reminder?
Answer: They are not required by FAR to complete a PPQ and the VA will not contact them to remind them to submit the PPQ. If no PPQs are received, as stated in the solicitation, Factor 1 – Past Performance/Experience, bullet 3: “While evaluating past performance, the Government evaluation team will not be limited to reviewing the past performance information provided in this proposal and reserves the right to review other available past performance information to assess past performance. Please note, technical evaluators and the Contracting Officer can use their personal knowledge of the contractor’s prior VA contracts to assist with past performance evaluations. If an offeror does not have any past performance, a neutral rating will be given for this evaluation factor.”
49. AMD_002, SF1442, box 8, Address Offer to: Network Contracting Office….. Box 13 Additional Solicitation requirements: a. Sealed offers in original and 0 copies to…. There is a conflict. Question: Do we email the offer to wendy.duval@va.gov?
Answer: The SF 1442 is an old form and has not been updated to reflect the electronic submission of offers/proposals. Offerors are to be e-mailed to wendy.duval@va.gov.
50. Will the government consider extending the proposal due date by an additional 3 weeks to allow for additional time to prepare our proposals and coordinate our best pricing after final round of RFI responses have been issued by the government?
Answer: Amendment 0006 does extend the RFP due date.
51. When does the government anticipate releasing the sign-in sheet from the site visit?
Answer: The sign in sheet is included in amendment 0006.
52. Given the limited time remaining to submit a proposal for this solicitation, would the government consider extending the bid due date to allow for more precise and comprehensive proposals?
Answer: Amendment 0006 does extend the RFP due date.
53. Will a CLIN price sheet be provided for seed task order pricing?
Answer: Pricing sheet was provided as Attachment 6 to the RFP.
54. Please provide the site visit attendee list that should have been included in addenda #1
Answer: Site visit attendee list is provided with this amendment, 0006.
55. Please confirm if this project is tax exempt. If so, will the VA provide the documentation to the prime contractor after award?
Answer: Prime contractors and subcontractors are not exempt from or immune to State and local sales or use taxes.
56. Please confirm this project must meet the buy American act requirements.
Answer: The solicitation includes several Buy American Act clauses that apply to this acquisition.
57. Please confirm that a large business not part of an SBA/VA APPROVED Mentor-Protégé team under the VA Mentor-Protégé program cannot provide a Payment & Performance bond for a SDVOSB.
Answer: Please see 13 C.F.R 125.9 for rules governing the SBAs small business mentor-protege program.
58. Please confirm that this project is a competitive Service-Disabled Veteran-Owned Small Business Set-Aside project and that any bonding provided by a contractor must be through a SDVOSB or SBA/VA APPROVED Mentor-Protege partnership under the SBA/VA Mentor-Protégé program in which the partnership has been approved prior to the bid date.
Answer: This is an SDVOSB set aside. Please see 13 C.F.R 125.9 for rules governing the SBAs small business mentor-protege program.
59. Please confirm that a large business not part of an SBA/VA APPROVED Mentor-Protégé team under the VA Mentor-Protégé program cannot provide a bid guarantee for a SDVOSB.
Answer: Please see 13. C.F.R 125.9 for rules governing the SBAs small business mentor-protege program.
60. In amendment #5 in the questions and answers section number 22. Regarding key subcontractor past performance, the answer states that the PPQ was revised to allow for this, however we’re not seeing the revised PPQ form included in amendment #5. Will the government be updating the PPQ to reflect this?
Answer: Revised PPQ is provided with Amendment 0006. Original version of the PPQ will be accepted as well.
61. Is it correct that the contractor does not need to submit a formal schedule with their proposal rather submit a schedule 10 days following task order award?
Answer: Formal schedule is not part of the required proposal submission.
62. Section M - Factor 1Factor 1 has a page limit of 40 pages. This volume requires submission of Past Performance Questionnaires (PPQs) directly from the customer to the Government. Can the Government please confirm whether offerors are also expected to include past performance write-ups within this volume, or can the Gov't please clarify what is required in the Volume I proposal?
Answer: Attachment 5, Past and Present Performance Questionnaire provides instructions for YOUR POC to submit the PPQ directly to the government. The PPQs are not part of the proposal and the 40 page limit of Volume 1, Factor 1.
63. Are contract holders expected to actively respond to every Task Order (TO) solicitation issued under this multiple award contract? If not, is there a recommended or minimum level of participation that is expected?
Answer: No, contract holders are not expected to actively respond to every TO. There is no recommended or minimum level of participation that is expected.
64. What are the performance or responsiveness thresholds, if any, that must be met to retain our status as an awardee? For example, are there consequences for non-response to a certain number of task order requests or for declining to propose on certain scopes?
Answer: There are no consequences for not responding to task order requests or for declining to propose on certain scopes.
65. Will our responsiveness or participation in TOs be factored into CPARS ratings or other performance assessments associated with this MAC?
Answer: Responsiveness or participation in TOs will not be a factor for CPARS ratings for this MATOC.
66. Answer #17 in the RFP questions states that "All work will be done during the normal work week Monday through Friday, except holidays, 7:00 AM to 4:30 PM". However, SOW states that "The project will have work hours of 4:30 p.m. to 5:00 a.m. due to the construction occurring in an active medical space". Please clarify whether the project will have normal working hours from 7:00AM to 4:30pm, or 4:30PM to 5:00AM.
Answer: As stated in the answer to question 17: Section C, A-4 states: Hours of Work and Scheduling: All work will be done during the normal work week Monday through Friday, except holidays, 7:00 AM to 4:30 PM unless otherwise scheduled with the COR, or identified in the TO SOW. RFP Attachment 4, 648-22-100 Vancouver WA consolidate Dental Building B20 - MATOC Seed Project SOW 10.9.24 states the work hours for that specific project.
67. Is it correct that the contractor does not need to submit a formal schedule with their proposal rather submit a schedule 10 days following task order award?
Answer: Formal schedule is not part of the required proposal submission.
68. Attachment 6 Seed Project Price Breakout does not include Division 28. Shall we modify the form to include this?
ANSWER: Division 28 is included in the revision of Attachment 6 dated 5.6.25, which is included with Amendment 0006.
69. Reference the Attachment 6 Excel file (Price Breakout): Rows 1 thorough 3 combine columns A through E (‘Wrap Text’) which extends beyond the price breakout table below these rows. This results in an awkward print layout when converting to PDF to insert in the proposal making the font in the table smaller than it could be if rows 1 through 3 aligned with the rest of the table below. Is it acceptable for offerors to format this Price Breakout in order to make it more print-friendly and more legible when inserted into the proposal?
ANSWER: The “wrapped text” has been fixed and only covers the columns used. We prefer this spreadsheet be submitted as an excel file, not a PDF.
70. As the SF1442 is not to be included under Factor 3 (Seed Project Price Proposal), please confirm we should not enter pricing in Block 17 of the SF1442.
ANSWER: The SF 1442 is a required submission of Volume IV. Complete all applicable fields on the SF 1442.
71. RFP Section L, D. (Proposal Format) on Page 81 of 94 it states that a Table of Contents and/or glossary of abbreviations or acronyms will not be included in the page count of any of the volumes. Please confirm a Cover Page will also not be included in the page count of any of the volumes.
ANSWER: A Cover page is not required, nor will the information be evaluated as part of this source selection. If you chose to include a cover sheet, we recommend including in Volume IV as there is no page limit to that volume.
72. Reference RFP Section M, M.1.B.2 (Factor 2 – Technical) on Page 90 of 94: The first item listed is “Quality Control Plan (MATOC)”. The description of what the Government is looking for here doesn’t seem to have much to do with quality control, rather it centers around the home office processes for managing one or more active construction contracts. If responses to this item should be focused on the home office processes for managing one or more active construction contracts, please clarify what the Government is looking for in terms of a “Quality Control Plan”.
ANSWER: Submit Quality Control Plan (MATOC) as outlined in Factor 2 – Technical.

Solicitation Paragraph I.16 (d)– Supplemental Insurance Requirements in the solicitation states: “The successful bidder must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage.” Most, if not all, general liability policies included asbestos exclusion clauses. If asbestos coverage is wanted, we would need to provide a separate pollution liability policy without the asbestos exclusion. Since the VA has already stated in an amendment that there are not any hazardous materials present in the work area for the seed project, will the VA waive the language requiring the GL insurance policy without any exclusionary clauses for asbestos? Even if there is asbestos containing material found, the prime contractor would need to hire a certified asbestos removal subcontractor who would have the asbestos coverage, and the VA and prime contractor would be named as additional insureds on their policy.
ANSWER: Solicitation Clause I.16 includes VA specific insurance requirements. Insurance requirements required by this clause are a VA requirement and cannot be waived.
