About this file

This document is a comprehensive Questions and Answers (Q&A) file for a VA dental office renovation project at the Vancouver VA facility, identified by solicitation number 36C26024R0087. The file contains 190 detailed questions and answers covering various aspects of the construction project, including technical specifications, equipment installation, work hours, infection control requirements, utility access, badging procedures, and project-specific details. Key points include overnight construction work hours, requirements for specialized dental equipment installation (such as dental chairs, patient lifts, and medical gas systems), strict infection control protocols, and specific coordination needs with VA staff for utility shutdowns and site access.

The project involves renovating Building 20's dental office, with significant emphasis on precise technical requirements, such as room pressurization systems, integrated ceiling systems, medical gas connections, and electrical/mechanical infrastructure modifications. Contractors must obtain PIV badges, work during swing shift hours, maintain building occupancy during construction, and coordinate closely with VA representatives for equipment installation, utility access, and infection control measures. The project requires specialized skills in medical facility renovation, including handling sensitive areas like dental treatment rooms, surgery spaces, and maintaining strict patient safety and operational continuity throughout the construction process.

V.A Vancouver BLDG 20 Dental Office – RFP questions

1. On P5.1 note C1 it shows a detail for a clinical sink installation; there is no notation for clinical sink on the plumbing fixture schedule. Is there a new clinical sink to be installed or is to just to install the 16-gage galvanized steel plate for support of the foot pedal?

The clinic sink was removed from earlier scope. Disregard detail.

2. P102 has a notation for D4360 in Lab Room 210 but the Plumbing fixture schedule on P5.1 does not specify equipment type or if it is owner provided, please advise.

D4360 is the ‘Sand blaster with dust exhaust in cabinet below’ shown on sheet A-603 in schedule ‘specialty equipment schedule V/V’. Flag note 9 on sheet P-102 identifies the plumbing for D9050 provided and installed by the contractor.

3. PG103 flag note 9 is shown on top of page but there is no flag note for location of LPGV-2, Please advise.

Flag note 9 applies at each location noted with flag note 8. Design intent is to provide a surface mounted locking ball valve. Run drop piping inside of wall to/from ball valve. For bidding purposes use 24 inches above countertop as height of locking valve. Coordinate with general contractor.

4. PG102 sheet note A is noted to see ADEC technical drawings for location and placement of DA and DV, I do not see ADEC drawings as part of bid documentation. Are the ADEC DWGS available?

This question pertains to PG103. These drawings are to be provided by the ADEC equipment supplier or the Veterans’ Administration in parallel to the construction. ADEC notified VA that the drawings will not be provided until the equipment procurement is underway. Equipment procurement cannot not commence until there is a construction contract award.

5. PG104 note #1 states to manifold the discharge of new compressor with existing. Is there a new DA compressor being installed in tandem with existing. The existing compressor is either not shown or it is noted as AD-1 Please clarify.

Design intent for both dental air compressor and dental vacuum pump is the same in this regard. New equipment is in addition to what is present. Manifold new piping with existing such that either or both new and existing assemblies can serve their respective systems. Dental Vac is shown on PG102—the existing vacuum unit is shown in background. Dental Air is shown on PG104. Tie DA discharge into existing piping upstream of PD-1 (dryer) shown in background.

6. PG102 Flag note #1 states to manifold new equipment and piping to the discharge with existing dental Vacuum piping. There is no notation for the location of DV-1. Is the design intent to install a new DV-1 in the mechanical room and have two Dental Vacuum pumps for the space or replace existing. Please clarify

Please see above. The new unit is 18” x 19.5” x 49.5” high. Locate new Dental Vacuum unit on plan west wall near plan north wall.

7. There is a significant amount of work on the first in demo/installation of waste lines and medical gas piping. Is this work to be performed off hours? Is there ACT on the first floor or hard lid? Will we have access to this area during the job walk?

Hours of work are stated in Attachment 4, Seed Project Statement of Work. The first-floor ceiling is primarily ACT with a few hard lid sections in the corridor common spaces.

8. On Page A-603 Specialty Equipment Schedule: What is JSN D6050 and D6155? It is listed as VA Provided/VA Installed.

D6050 are Light Dental Operating Ceiling Track. See sheet EL 101 and flag note# 3 for locations and description of work.

D6155 is Light Dental Operating Ceiling Column. See sheet EL 101 and flag note# 4 for location and description of work.

9. We don't see that there is spec for Fire Alarm, but page G-101 includes a description of Fire Alarm work in the scope of work section. Can we get clarification on this?

Fire Alarm Specification has been provided. Fire Alarm System is a design-build system. Existing devices to be removed and new device locations are shown on Electrical Drawing ED101 and EP102 for informational and coordination purposes. Existing FACP is shown and described on Drawing E401 with Flag Note 1. Bidder to provide complete system as required by NFPA and Fire Marshal with jurisdiction.

10. Will the VA accept the use of Procore Project Management software or equivalent as the primary submittal platform?

Yes.

11. Will payment applications for materials stored on-site or in a bonded warehouse be approved?

Yes, it depends on the items. We will pay for high value items such as HVAC, equipment, etc.

12. Can the SSHO, QCM and superintendent positions be fulfilled by the same individual, provided qualifications are met? If not, can the superintendent double as the SSHO?

Yes. If one person fills more than one position, they have to carry all qualifications required for those positions.

13. Are contractors required to provide a temporary site office or trailer, or will space be allocated within the existing facility?

No space within the facility will be allocated to serve as the contractors site office.

14. Will the government allow the contractor to tap into the existing utility infrastructure for temporary utilities and allow the contractor to pay for metered usage?

The government will allow the contractor access to temporary utilities according to the specifications. See Div 01 and each common Div for each utility for more information.

15. Will there be designated parking and staging area for contractor personnel?

Yes, the contractor will park and stage in Lot#19 adjacent to Marine Corps Drive. (West side of concrete barriers.) See attachment ‘VANCOUVER SITE for 648-22-100 Dental’

16. Will on-site storage containers or laydown areas be provided, or must the contractor secure off-site storage?

On-site storage and laydown will be provided as stated above. Space is limited so contractor shall plan sequence of work and off-stie storage as needed.

17. Can the government clarify the process for obtaining PIV badges, including estimated processing times?

All workers are required to obtain a PIV badge according to the contract documents. Prime contractor will be provided a VA POC who will sponsor all the construction worker applications and assist with the fingerprinting background check and PIV badge process. Most workers who follow all the steps get their badge in 3 to 6 weeks after the background check comes back.

18. Please confirm the VA will be hiring the commissioning agent?

No, The Prime contractor will be hiring the commissioning agent.

19. We didn’t find any specs for Access Control but see it in the plans as Flag Note #8. Can the VA provide the specs for Access Control DIV 28.

Division 28 was added to the Attachment 6, Seed Project Price Breakdown in Amendment 0006.

23. There is no line for Division #12 - Furnishings on Attachment #6 but we do see it in the specs and on the drawings. Please Provide Updated Pricing Schedule #6 to Include Division #12.

Division 12, Furnishings have been included on Attachment 6 provided with amendment 0010.

24. We see Division #3 - Concrete on attachment #6, but do not find any concrete in the specs or drawings with the exception of references to existing concrete floors and ceilings. What did the VA want us to price in that line item? If Nothing can the VA update attachment #6?

The fire separation between the first and second floors are concrete. Prime contractor is responsible for modifying existing concrete separation for new utilities for this project. Penetrations and saw cuts in the concrete will need to be restored as described in the DIV 3 specifications. This will depend on the prime contractors means and methods.

25. We see Division #4 - Masonry on attachment #6, but do not find any masonry in the specs or drawings. What did the VA want us to price in that line item? If nothing can the VA, please update Attachment #6?

This project is allowing the prime contractor to set up scaffolding, trash shoot and dumpster at the exterior of the building. The exterior façade is masonry brick. Work with Prime contractor to develop means and methods to determine if modifications of the building façade will occur. If modifications are necessary, then provide all labor and materials to perform.

26. Page AD100 there are a few notes that say to remove window and blinds - some blinds will need modification and reinstalled. What modification will be needed, and exactly which blinds will need this modification?

Please see sheet A-120. All new and salvaged/reinstalled window blinds are shown there. Work with Prime contractor to develop means and methods to determine if modifications are even necessary. If modifications are necessary then provide all labor and materials to perform.

27. Page A-120 - Room 211 there is a call out for <A1200> but it is not listed on the Equipment schedule either for V/V or C/C and think it may be the Patient lift from Spec 11 73 00. Can the VA confirm?

Confirmed. It is the patient lift and is C/C as specified. Prime contractor is responsible to provide and install the above ceiling sub-structure/supports the lift rails will mount on.

28. If call out <A1200> is supposed to be the patient lift are we limited to the only brand listed in the spec, or will another brand be acceptable?

The specification calls out the basis of design. Approved equals will be considered.

29. If call out <A1200> is supposed to be the patient lift which Equipment Schedule does it belong to V/V or C/C?

C/C.

30. Does building 20 have its own backflow preventer or are we able to isolate the domestic water from another building.

Building 20 has its own backflow preventer in building 11 Mech room D204. Coordinate domestic water shut down with Prime contractor and VA. Hours of work are stated in Attachment 4, Seed Project Statement of Work.

33. Will badging be required to get on site, or will there be escorts?

Badges and background checks are required for all construction workers. Ref: 01 00 00 1.5.B.

34. Will the domestic water have to be dechlorinated when flushing or will it be allowed to go down the sanitary drain Mixed with Chlorine.

Flush the domestic water piping according to the Div 22 specifications.

35. Is there an area that can be designated for the totes to be stored until they can be hauled

No, unfortunately there is no space inside the building for any items to be stored until they can be hauled. The adjacent toilets, common spaces, dental suite and first floor will be occupied at the end of each construction contractor swing shift.

36. We noted a fenced off area behind building 20, would we be allowed to use that area for totes?

Yes, only totes will be allowed to be staged in this area for a short duration.

37. When will the spec 23 21 23 Hydronic Pumps and spec 23 25 00 for HVAC Water Treatment be released?

There are no hydronic pumps and the water treatment section will be included with the amendment.

38. When we flush the HVAC systems, hot and cold, will the water with cleaner be allowed to go down the septic? Or do we need to capture that water in totes?

Flush the domestic water piping according to the Div 22 specifications. The water will need to be collected in totes and removed off site by the contractor.

39. If we need to capture, is there an area that can be designated for the totes to be stored until they can be hauled out?

Yes

42. To confirm, the seed project working hours are overnights, correct?

Yes. If one person fills more than one position, they have to carry all qualifications required for those positions.

43. Per drawing MH101 "AHU-1: CONTRACTOR TO INSTALL NEW MERV 17 FILTER BANK ON SUPPLY AIR SIDE, DOWNSTREAM OF HEATING/COOLING COILS." However, no detail is provided of this existing air handler nor for the filter rack desired. Please provide additional information and/or an allowance to carry for this scope.

Disregard Sheet Note C on MH101. The only MERV 17 filter is at the laminar flow supply diffusers in Surgery 211.

44. What is the intent for the structural attachment for the integrated ceiling system shown on the mechanical drawings? Is the structural subcontractor installing spanning steel between the beams?

Integrated ceiling components are to be supported from joists. See spec Section 23 05 11, paragraph 3. System shall be hung from existing structure only or Unistrut substructure per para 3, it shall not be hung from existing roof deck.

45. Drawing A-300 in detail D2 states "no architectural work on first floor…..". There appears to be plumbing and electrical being installed/reconfigured in the 1st floor ceiling. Please provide reflected ceiling plan of the 1st floor being affected.

* See attached. 1st floor ceiling plan from B20_record_drawings.pdf

46. Drawing A-300 in detail D2 states "no architectural work on first floor…..". There appears to be plumbing and electrical being installed/reconfigured in the 1st floor ceiling. Will this area be empty? If occupied will we be able to leave the ceiling open during construction activities.

No. Ceilings must be closed shall be restored for fire and life safety in occupied areas during normal operating hours. Follow DIV 1 specifications to maintain fire and life safety to the building throughout the duration of the construction. Building will be occupied by VA Patients, Staff and Visitors throughout the duration of this construction.

47. Drawing A-300 in detail D2 states "no architectural work on first floor…..". There appears to be plumbing and electrical being installed/reconfigured in the 1st floor ceiling. What are the functions of these rooms? What are the ICRA/Containment requirements?

Please read specification section 01 35 26, especially section 1.12 for IRCA requirements. The functions of the rooms on the 1st floor are VA patient reception, VA medical and support staff, and visitors. Prime contractor will be required to adhere to some ICRA class IV and all ICRA class III requirements.

48. What surrounding site area(s) are available for contractor use throughout the project, such as for storage, staging, material delivery, temporary field office, etc.? Can a site plan showing these area(s) be provided?

Yes, the contractor will park and stage in Lot#19 adjacent to Marine Corps Drive. (West side of concrete barriers.) See attachment ‘VANCOUVER SITE for 648-22-100 Dental’

49. Refer to Sheet AD100: Allowing for material movement through the NE corner windows as shown on Sheet AD100, can the contractor block the adjacent sidewalk(s) and handicap parking stall during the construction project, or during construction hours? Please advise.

Ok to block the areas referenced during work hours stated in the Statement of Work (swing shift hours.) These areas shall be unobstructed during normal business hours. This is for fire and life safety. Work with prime contractor for access from the remodel space to the exterior. The sidewalk you propose to block will be your main building access during the construction.

50. Multiple drawing notes call out for contractor to obtain and pay for various "required permits" as required by AHJ. Please confirm this project does not require permitting and that the VA is the AHJ for all aspects of the project.

All prime contractors working for any VA facility must obtain required permits as required by the authority having jurisdiction. The AHJ is the VA in this case and yes permits will be required as called out in the DIV 1 specifications. No these do not cost the contractor additional money. Coordinate with the COR to obtain all permits before work is delayed.

51. Refer to Spec Section 010000, Par. 1.2.D: Please provide the VA security management program, or what is specifically required for contractor access?

The VA security management program is detailed in the DIV 1 specification sections that follow Par. 1.2.D. See Par. 1.5 Construction Security requirements for example. The prime contractor site superintendent shall complete the PIV badging process and receive a PIV badge so the COR can grant them access to unlock the exterior door via card reader.

52. Refer to Drawing A-110: Wall Type A6 is called out in at least one location. There is no Wall Type A6 included in the Wall Types. Please provide detail for such.

A6 is the same as A3 except with 6” studs.

53. Refer to Drawing A-130 and Spec Section 090313: Enlarged Plan, Reference Sheet F5/A-130, calls out "Slope Floor to Drain" at multiple locations. Should contractor assume that slope will be added using a mortar bed per Spec 093013? Confirm existing conditions/ structural floor is adequate and at a lower elevation at these areas and suitable for a mortar bed without additional modifications. An existing sloped structure is not apparent in the drawings.

The existing structure is not sloped. The entire floor does not need to slope to the drain, as long as a 24” x 24” area around the drain is sloped at 1/8” per foot max.

54. Refer to Drawing A-603: Will the government install the V/V (government furnished and government installed) items before substantial completion, after substantial completion, after final completion, or other, please advise?

The Government will install the V/V items after substantial completion at the same time prime contractor is completing their punch list items.

55. Refer to Drawing A-803: Are the shelves in this room stainless steel or p-lam? Both types appear to be called out.

Disregard the note for PLAM shelves. All the shelves in this room should be stainless steel.

56. Refer to Drawing PG102: Flag Note #1 calls out "… Exhaust through roof." What type of roof system exists at this location? Is the roof system under warranty and if so, who is the manufacturer?

The roof is as follows, 2-Layer 2-inch Plyiso 1-Layer ¼-inch Dens Deck Carlisle 60-mil Sure-White EPDM White Membrane 15 – year warranty. (warranty ends this year 2025)

57. Refer to Drawing FP000: Please provide VA Fire Protection Design Guide for review.

Refer to the Technical Informational Library for this information. https://vatilms.va.gov/vatilms/reports/PG-18-10

58. Refer to Drawing A-120 and S101: How are the boom lights called out as item D6050 installed? They are represented as ceiling mounted but they are also noted as "Currently chair mounted and wall mounted booms are anticipated" on S101 (note #3 at 1/Roof Framing Plan). Please advise.

The VA cannot purchase the dental equipment or furniture until after the construction award is complete and underway. Therefore, prime contractor is to coordinate with the VA so they know which items will be procured and provided in the space. The drawings represent the most likely items VA will be successful procuring. Design also has the contractor providing power and sub-structure to the dental chairs and ceiling for track/ boom lights. This way either option will be options depending on what equipment is available for purchase. Coordinate with the VA and the dental furniture equipment installer. Delete note #3 and revise plan note on 1/S101 as follows. Bidders should plan to install the required structure for above the ceiling.

59. Specification section 054000 Cold-Formed Metal Framing appears to be missing. Please provide.

This spec has been provided in the updated spec document.

60. For the seed project, can the onsite SSHO and the onsite superintendent be the same person? Refer to Specification section 013526.1.7.

Yes. If one person fills more than one position, they have to carry all qualifications required for those positions.

61. Refer to F1/ A-600: There is concern of future glass failure caused by thermal stress behind the infill wall locations. Should some type of heat blocking glass, such as ceramic or silicone spandrel type be installed at these and similar infill locations? If so, please advise.

The infill is designed to mitigate heat build-up within the wall. Air can flow out the top, and the face is painted gloss white to reflect heat. In addition, the infilled windows face north and east, with the east facing windows being shaded by building 19, just a few feet away.

62. Refer to F3/ A-300: Is there an approximate location of where the relocated wall mounted television will go? Also, what is required at this new location such as power, data, etc.

The new TV location (shown on A1/A803) will require power and cable. The existing can be moved from the demolished wall to the new location, or new boxes can be provided. Provide duplex receptacle and TV outlet at +88”AFF as located per Architectural. Connect to existing power circuit from existing TV location. Route new cable to Telecom Room 237 to replace existing. Field verify requirements, and match existing.

63. Refer to Finish Plan Note #20 on Sheet A-601: All window stools are called for replacement with new solid surface window stools. Please provide specifications for new stools.

Use the same material as the countertops. Solid Surface (SS1) is specified in division 12 36 00.

64. Drawing Sheet A-110 Wall Types shows that shaded walls are existing. We believe the Toilet Room 214 east and partial south wall is incorrectly shown as existing on both Sheets A-110 and A-120 as they are not indicated as existing on Sheets AD-100 or AD-101. Note also Section D2/A-300 at Grid C.6 shows existing. What are the correct wall types at the east and partial south Toilet Rm. 214 walls?

A portion of the south wall is existing to remain. The new portion of the south wall will need to ALIGN with the existing wall. Stud and gypsum board size for that 18” of wall length or so, will need to be determined in the field by the GC. The east wall of 214 is in the same location as the temporary construction wall enclosure. At the contractor’s option, this wall could be constructed as a permanent wall type A3. If the gypsum board is installed, it would require protecting the finishes during construction. This is noted on sheet AD100.

65. The Toilet Rm. 214 east wall is in conflict with the temporary wall, both are aligned along north/south Grid C.6. We assume this Rm.214 east wall is to be constructed new (“A” drawings indicate existing) requiring room to build it. We’ll need to relocate the north/south temporary wall about 5-ft. east of Grid C.5 narrowing the entryway to the restrooms to about 2.5 ft. Is this acceptable? If not and because it’s physically impossible to construct as drawn, what will the new phasing boundaries or toilet room design be?

See above and note on sheet AD100. “CONSTRUCT TEMPORARY WALL AS SHOWN WITH BLUE DASHED LINES PRIOR TO BEGINNING DEMOLITION - ADD TEMP DOOR FOR CONTRACTORS ENTRANCE - AT CONTRACTORS OPTION, THE PERMANENT WALL (TYPE AS SCHEDULED) CAN BE INSTALLED THIS LOCATION.”

66. 081113-2.6.E.2 specifies Terminated (Hospital) Stops. However, it is not clear whether Terminated Stops are required at all Frames. Please advise.

All frames require Terminated (Hospital) Stops.

67. 081400-2.2.B.6 specifies the Wood Door Veneer to match existing, however, 081400 does not specify what is existing. As 081400-2.2.3 specifies the wood door veneer to be Grade A Rotary Red Oak. Please confirm this is acceptable.

Use Grade A plane sliced Red Oak with a clear finish.

68. 087100-2.8.B.1 specifies the Lever Trim to match existing, however, 087100 does not specify what lever trim is existing. We will be basing our quote on Dormakaba M1000 series locks with LRB with a 626 (brushed chrome) finish. Please confirm this is acceptable.

Proposed is not VA approved. The existing lever handles show up in photograph D on sheet AD100. Please match those.

69. 087100-2.8.A specifies the Locks to have a 7 Pin Removable Core. However, 087100 does not specify a mfr, or Keyway. I am basing my quote on Dormakaba 77 SFIC (Small Format Interchangeable Core) Cylinders in Best compatible Standard Keyway, compatible with Best cores of same keyway. Please confirm this is acceptable.

All locksets on the Portland and Vancouver campuses are yale 8800 series - 7 Pin with removable Core. Portland uses large format and Vancouver uses small format. The proposed is not VA approved because those are used for Hotel/Motel applications.

70. The sliding barn doors have a door size specified. However, the A-600 Door Schedule does not specify whether this is a Door Size, or Clear Opening Size. I have based my quote on the door size being the Net Door Width and Height. Clear Opening Width will be approx 7” Less than specified Door Width. Please confirm.

The information provided in this question does not appear to be correct. Please reference detail B1/A130 for sliding door clear opening dimensions.

71. Door 211 is specified as a 60” width, and Door Type C, an Unequal Leaf Pair. However, Door Type C does not specify the widths for each leaf. We are basing our quote on 48” Active Leaf and 12” Inactive Leaf. Please confirm this is correct.

72. The Armor Plates specified for Door 211, HW 10B, are specified to be 0.125 Thick. However, the heaviest kick plate we can source from our hardware mfrs is 0.062” Therefore I am bidding the armor plates for that door as 0.062”. Please verify this is acceptable.

This is acceptable.

73. The Sliding Barn Door Assemblies are supplied with their own hardware. However, 087100 has hardware for these doors, in HW-7A. I have used HW-7A as the guidelines for the sliding doors hardware options, but it will be supplied and submitted as part of the door assembly. In addition, HW-7A specifies STC 34 after the Automatic Door Bottom. As the doors are NOT noted with STC 34 on the A-600 Door Schedule, we are not bidding the door, frame and hardware assembly as an STC 34 Labeled opening. Please verify this is correct, or advise if you will need an STC 34 Label on the opening.

The hardware group is correct. The door bottoms shall be STC 34 as specified.

74. Door 208 is shown on the Floor Plan as a sliding barn door. However, the A-600 Door Schedule shows the opening to have Frame Type 1. Also, the A-600 Door Schedule specifies this door to have HW-7A, which is for a sliding door. Please verify the Frame Type should be 2, and the opening is a sliding door. Note: This door is also specified to have 20 Min Door Label. As a sliding door, we can label it as a smoke door, but it will not have a fire label. Please advise.

Door 208 is a sliding door and should have frame type 2.
