About this file
This is a Request for Information (RFI) document containing responses to contractor questions regarding solicitation 36C25926R0028 for the replacement of damaged windows and doors at Rocky Mountain Regional VA Medical Center in Aurora, Colorado. The project involves replacing 27 items total (20 windows and 7 doors) in an operational healthcare facility, with work expected to be completed within 90 calendar days of formal Notice to Proceed. The VA will issue an administrative NTP for material submittal and approval, followed by a formal NTP for on-site installation work. Key clarifications address access logistics, including that boom lifts are permitted inside the building using existing entryways with approved floor protection plans; no escort requirements for badge holders; use of existing Davit/Boom-arm systems that must be contractor-certified before use; and parking available in designated loading dock areas and specific parking decks for active work only.
The RFI addresses technical and operational requirements including Interior Contamination Remediation (ICRA) measures, with plastic sheeting acceptable for Level 2 containment for most exterior work and up to Level 3 for some interior areas; replacement of windows and doors to be like-for-like with existing specifications; coordination with Lenel OnGuard access control systems for exterior doors; and responsibility of the contractor for construction debris removal including glass disposal. Administrative requirements clarified include that proposals must include all 27 items, the project qualifies for tax-exemption with NCO19 providing the certificate, Form 852.219-75 LOS Certificate should be submitted as a construction contract, and compliance documentation should be submitted as a separate attachment along with pricing and LOS compliance breakdown from prime and subcontractors. Additional work-hour notes and ICRA requirements by location have been added to Appendix A, with floor plans and Davit/Boom-arm system specifications provided in appendices.

Text version
RFI’s project 554-26-105 Replace Damaged Windows at RMRVAMC.
1. Will we be able to get a boom lift inside the building to access the windows? Lifts are allowed inside the building, however, existing entryways must be utilized without modification, and a plan for protection of floors/finishes/fixtures must be approved to ensure they are protected/undamaged.
1. Can the project superintendent be the QC Manager and SSHO on this project? Yes
1. What are the work hours for this project? Note/info added to Appendix A/Column D indicating work hours and which windows require after-hours work.
1. When we get badges will we have access to all locations or will we need to be escorted? No Escort is expected to be needed.
1. Can we use the VA’s existing Davit/Boom-arm system to help install the windows? Are all these Davit/Boom-arm systems certified, or will we have to certify these before we use them? Yes the Davit/Boom-arm systems may be used, no they are not certified, yes the contractor will need to certify them before usage.
1. If the Davit/Boom-arm system cannot or unable to pass certification will this be considered unforeseen site condition? Or will we have to figure in worst case to get windows installed? The Government does not expect the system to fail certification.
1. Do we need to provide any door hardware for this project? Existing door hardware may be reused if feasible, otherwise in-kind hardware is to be included – the VA does not have a preference.
1. Will we be able to dispose of glass in the VA’s dumpsters or will we have to haul off site? Construction debris removal, including window panes, is the responsibility of the contractor.
1. It was discussed on the site walk there are three additional windows that need to be included, can the VA provide details so we can price? This amendment “ Appendix A SOW - 554-26-105 Replace Damaged Windows-rev1”, contains the attachment with the 27 items.
1. Is this project tax exempt? Yes, NCO19 to provide certificate.
1. Can the VA provide what is expected for ICRA in each location (add to excel spreadsheet)? As some locations are straight forward and others are more complex. ICRA notes added to Appendix A/Column E. Presuming windows are replaced from the exterior, ICRA will be no more than Level 2 / seal the inside of the window/work area with plastic sheeting. If work is conducted inside, up to Level 3 in some areas may be required.
1. Who do we need to contact to do the road closure for Ped Bridge glass replacement? Note added in Appendix A/Column D: lane closure/coordination must be made with CU Anshutz Facilities/traffic team. COR will facilitate. Signage/traffic planning for lane closure is somewhat similar to City of Aurora requirements.
1. Will we be able to park in the load dock area to be able to stage the glass on the truck? Parking for active work and material staging can be coordinated for the loading dock area and/or the PVS/PVN decks or ED parking lot. Parking in these locations will be for active work/transfer only, general parking must be either in PVN or oversized lot north of PSN.
1. Will Plastic over the windows be acceptable for ICRA or will we need to set up walls and air monitoring for each location? See #11 above.
1. On page one of the 852.219-75 LOS Certificate attachment, Services is checked. Should this be a general construction contract? Please confirm Yes is correct you should return the form selecting construction and signed when you submit your proposal.
1. During the site visit, we were shown three windows, numbers 25, 26, and 27, which were not included in the scope of work attachment. Please confirm if these three windows will be included in the SOW. This amendment “ Appendix A SOW - 554-26-105 Replace Damaged Windows-rev1”, contains the attachment with the 27 items.
1. Regarding the exterior aluminum doors that require replacement. There are access controls involved. Please provide the vendor for the access controls. The access control system is Lenel OnGuard. Any work that needs to be performed on the system shall be coordinated with the COR.
1. For these exterior doors, In a previous RFI answer It stated that hardware could be reused as an option. Please clarify if that is the preference of the VA or should new hardware be provided? See #7 above.
1. The original bid doc was on 9-25-25 which had 24 items on it. The most recent Addendum that came our way had 26 items on it. In addition to 2 more items than the original, there was one more on the parking garage as well which brings the total to 27 items. This amendment “ Appendix A SOW - 554-26-105 Replace Damaged Windows-rev1”, contains the attachment with the 27 items.
1. Are we are going with 24 items for the original bid docs or we going to bid the full 27 units all at once or would bid on the original 24 and do the other 3 items on a separate proposal? See the 27 items in the new amendment, your proposal needs to include the cost of these 27 items.
1. Can you clarify the period of performance – the SF1442, Block 11 states that the work is required to be completed within 90 calendar days of the NTP and Section 20.0 – PERIOD OF PERFORAMNCE (page 13 of 85) states that “The period of performance for the actual work-execution of this contract is ninety (90) calendar days.” Based on introductory remarks made during the site visit we left with the understanding that: The period of performance is 90 calendar days after Formal NTP are provided, after award we will provide administrative NTP for submittal exchange and approval, after material is approved and ordered and delivered and other items are completed (PIV card issue, etc) VA will provide formal NTP and from that time is 90 calendar days.
1. VA would issue an NTP for the field verification of each window/door so that material orders could be placed and production of the replacement windows and doors could be completed. GC will have to submit materials’s submittal for approval prior ordering materials during that time VA issues a Administrative NTP .
1. THEN once the replacement windows and doors had been produced and were available of installation, VA would issue a second NTP for the actual on-site installation of these windows and doors. Yes this is correct Formal NTP 90 days will count after verifying material complies with specs and can be actually installed and work can start.
1. Finally, we understood that the second NTP would start the 90-calendar day period of performance. This will be formal NTP and this is correct.
1. Has the VA’s safety board/personnel determined which window/door replacements need to be completed under ICRA requirements and which Level of Precautions need to be applied in each of those instances? Can VA provide this information to contractors so that all bidders are assessing their proposals using the same information. See #11 above.
1. Are there any areas on this project, where work is required that a contractor needs an escort? See #4 above.
1. Will the entire project be open for the contractor to schedule / sequence installation or are there areas that VA requires the work to be done in a specific sequence? Please identify any required sequencing. Sequencing is not required, coordination with the COR is required.
1. Can the VA provide floor plans and elevations for all areas where replacement windows and doors are required? This will help contractors identify the location of the freight elevators, door locations and sizes, locations and extent of all Davit/Boom-arm systems and the actual heights, from the ground and/or floor, of the work areas. Note: a number of work items are in open courtyards and tall corridors. See Appendix C for floor plans and elevations of Buildings F-D, B, and Concourse.
1. Can you provide the capabilities for each of the Davit/Boom-arm systems, size and weight constraints, as installed at the hospital? Added Appendix B.
1. Can the VA provide a copy of the latest certifications for the Davit/Boom-arm systems as installed at the hospital? The Davit/Boom-arm system has not been previously certified.
1. Is the contractor responsible to remove and reinstall signage on any of the windows and doors being replaced on this project? The Government has opted to remove and re-install the solid placard currently mounted on A1-201.
The Government will place new stickers for A4-209:
and the H2 and H3 hall doors:
The Government is not aware of any other window or door signage that is required to be re-installed.
1. Based on Amendment No. 0001 should documents required under the new “Factor 2 – Compliance Requirements” be submitted as a separate attachment to the proposal; see Amendment No. 0001, paragraph 1.5B as it is not noted to be included.
Yes that is correct you can submit all the documents as a second attachment including the compliance factors described in Factor 3 . Also include the breakdown from prime and subcontractor with your price and LOS Compliance.
1. For replacement items (windows) numbers 8. and 10., which indicate that work is to be done “overnight/after hours” does this also include the preparatory work -- erection of scaffolding, etc., or does it only refer to the actual installation of the replacement windows? All installation work for these concourse windows is expected to occur after-hours.
1. For replacement item (window) numbers 1, notes indicate “biomed move equipment?” does that mean the equipment will be moved by VA’s biomed personnel or that the contractor is required to move the equipment? If the contractor is required to move the equipment are there any standards or requirements the contractor must adhere to when moving from the replacement area and/or back to the prior location after the work is completed? If the biomed equipment needs to be moved, biomed will move the equipment. The contractor will coordinate with the COR.
1. For replacement items (doors) numbers 7, and 9, which states “use existing hardware?” does VA have all the existing hardware for these doors? See updated Appendix A, note updated to “use existing hardware if possible”. VA has both doors in storage and has the top and bottom rails for both doors.
1. Are the exterior doors on this project alarmed if so what are the alarm protocols for the hospital? Are contractors required to use VA’s alarm resources for this project? If so please provide contact information for VA’s alarm resources. See #17 above.
1. Are any other windows or doors on this project alarmed? See #36 above.
1. Whether the Government intends offerors to price and propose on the full 27 total items as part of this solicitation. See #20 above.
1. Whether offerors should submit pricing based only on the original 24 items, with the additional three (3) items to be handled separately (either via a future modification or separate procurement) See #20 above.
1. A potential subcontractor had only yesterday advised us that the project files included with this solicitation have a non-standard glass thickness listed for a few of the windows, specifically those at 1 1/4" thickness. They state that this is not typical and are unsure if they should be providing estimates for the glass as ballistic rated glass or triple pane glass due to the thickness, as opposed to providing an estimate for standard glass. They had mentioned that the prices would be substantially different depending on the glass type.
The measurements provided in Appendix A were for reference and were for the window, not individual panes. The solicitation is intended for the contractor to replace like-for-like.
1. I had reviewed the specification in the VA Technical Information Library for glazing and windows and saw that there is a section pertaining to glass if the project were to have a requirement to include ballistic rated glass, however the solicitation does not have exact specifications pertaining to this project and I cannot find anywhere to indicate which glass type for windows is standard for this facility.
The solicitation is intended for the contractor to replace like-for-like.
1. Would you be able to provide any clarification as to the glass type that will be used for the windows indicated within the scope of this project? Is this standard glass or a higher rated glass type?
The solicitation is intended for the contractor to replace like-for-like.
