Previously Answered Questions Issue 1 – Load Flow Study (Section 4.3) Question: Will voltage drop measurements satisfy the Load Flow Study requirement, or is there a specific guideline to follow? The load flow study must determine the voltage, current, power flows, and losses in an electrical power system under steady-state conditions.

Issue 2 – ATO Software Updates (Sections 4.1.1 & 4.3.2) Question: Who is the authorized vendor for obtaining software versions and updates, and what is the pricing structure? Contact XCEL for this information.

Issue 3 – ATO Semi-Annual Testing (Section 4.1.1) Question: Can the semi-annual ATO test be conducted during normal business hours, or must it be scheduled during weekends/off-hours? This is defined in the SOW.

Issue 4 – Maintenance Frequency (Sections 4.1 & 4.2) Question: What is the basis for semi-annual and annual servicing when VHA Directive 1028 and NFPA 70B recommend a 36-month frequency? Annual service is IAW NFPA 70B 2023.

Issue 5 – Generator Load Bank Test (Section 4.3.1) Question: Has a load bank been required during past 4-hour tests? Yes Issue 6 – Transformer Nitrogen Blanket (Sections 4.1.4 & 4.3.6) Question: Do all oil-filled transformers have fill ports to adjust nitrogen blanket pressure? Yes Issue 7 – Ground Resistance Analysis (Section 4.3.17) Question: Are there drawings detailing the ground system configuration, including test ports? Drawings are available, but do not detail the ground system.

William Henderson, LLC, 4041 Greenfern Dr., Lockhart, FL 32810, Phone: (407) 427-0436 Issue 8 – Arc Flash Labeling (Section 4.3.20) Question: Shouldn’t the contractor performing the arc flash study also be responsible for label placement? Yes, the vendor conducting the arc flash study is expected to label all equipment that requires arc flash labeling.

Issue 9 – Onsite Parking Restriction (Section 6.4) Question: Can the current restriction of one (1) vehicle per contractor be revised to allow three (3) vehicles? No.

Could you please provide a single diagram or a detailed list of the devices at building sites (especially the relays) mentioned in the RFQ? Information is attached.

The Tri-annual Services will be performed in May. Can you specify which months the Annual and Semi-Annual services will be performed? Triennial is due every 36 months in May and the vendors can use this information to coordinate annual and semi-annual services. Otherwise, the contractor can choose consistent intervals but should avoid summer months.

For the base year and Year 3, is it possible to combine the Semi-Annual and Tri-Annual services into one trip? This was my thought for the base year and the following Triennial years. One of the annual inspections would also be an opportunity to complete the semi-annual requirements.

One-line and other informational drawings of the Electrical Power Distribution System. Information is attached.

Available Electrical Power System study information relevant to the scope of this effort, such as coordination study data, short-circuit analysis, arc-flash hazard analysis and available protective device setting information Triennial attached is the most comprehensive list available.

Prior Triennial Electrical Survey. Information is attached.

Excel format inventory of Electrical Power Distribution System components to be maintained, inspected, and tested under this Scope of Work. Numbers of transformers, distribution boxes, ATS, ATO, panels, etc. are listed in the SOW and should be reflected in the previous survey / one lines. This list is comprehensive and should only have minor discrepancies. The VA expects the entire system to be inspected, tested and surveyed.

All Reports and Diagrams are attached as pdf in Contracting Opportunities.
