Site Visit Instructions – Laundry Equipment Preventive Maintenance (PM) and Repair Services
Gulf Coast Veterans Healthcare System, Engineering Service 400 Veterans Avenue
Biloxi, MS 39531
Introduction: A site visit is being conducted for this acquisition. This site visit is for the benefit of all eligible offerors/contractors and is not being included in the solicitation to accommodate any one or more eligible offerors/contractors. The date & time for this site visit was chosen at random and is solely based on site availability and the availability of the facility personnel and/or the contracting administrator who will be conducting the site visit. Please also refer to FAR Provision 52.237-1 Site Visit which is added by amendment to this solicitation.
Conditions: This site visit is for viewing purposes only and is intended to give potential offerors/contractors a “first hand” look of the areas and site locations that are involved with the execution of this acquisition. Solicitation questions will not be answered during the site visit and offerors/contractors are directed to submit solicitation questions in writing per the instructions in the solicitation. The terms and conditions of this solicitation (to include Performance Work Statement requirements) shall remain the same despite an offeror’s/contractor’s inability or unwillingness to attend this site visit when scheduled. An alternate site visit date or an additional site visit opportunity shall also not be provided to contractors, offerors, and/or other interested parties who couldn’t, wouldn’t, or didn’t attend the scheduled site visit when conducted.
Date: Site visit will be conducted on May 9th, 2024.
Location: Biloxi, MS VA Medical Center, Engineering Service, 400 Veterans Avenue, Biloxi, MS 39531
Start Time: The site visit will begin promptly at 10:00 AM Local Time (Central Time), Biloxi, MS.
Special accommodations will not be made for late attendees.
Duration: The expected duration of the site visit is approximately 2 hours.
RSVP For CTR Attendance: No more than two (2) representatives from each company, contractor unit, and/or organization are allowed to attend the site visit due to limited accommodations (and space) in the facility. Advanced notification (RSVP) of a contractor’s desire to attend the site is required no later than May 7th, 2024 by 2:00 PM Central Time. Send affirmative notification/RSVP requests to Robert Fobes, Electronics Mechanic Supervisor, robert.fobes@va.gov, Phone Number 228-523-4337. It is imperative that the government receive advanced notice of site visit attendees to ensure proper accommodations by the government on the date, at the time, and in/at the (meeting) place specified. It is noted that Robert Fobes is not a contracting officer, contracting specialist, or contracting administrator and is therefore not able/not authorized to answer any solicitation questions.
Contractor Meeting Point: On the day of the site visit contractors will meet at the following location at the facility (i.e. the rallying point): Building 31, Front lobby. A facility representative will meet/greet site visit attendees at this location on or before the date and time specified.
mailto:robert.fobes@va.gov
Parking: Parking is the responsibility of site visit attendees who must park only in designated, authorized areas at the facility. On the day of the site visit attendees should allow themselves enough time to find/secure parking so that they arrive on time for the site visit. It is recommended that site visit attendees do appropriate reconnaissance to get a “lay of the land” before the site visit date.
Uniform: No uniform is specified or required. It is recommended that site visit attendees wear comfortable but appropriate clothes and shoes. The site visit will involve a lot of walking to various areas of the facility.
Health Warnings and Important Information: Site visit attendances should be in an appropriate heath status to be physically able to walk for the duration of site visit without the need for rest periods.
Unfortunately, it is not possible for the government to provide special accommodations and/or special equipment for attendees who have (or who could have) mobility or other issues with respect to the physical exertion that should be expected (i.e. walking to/from the various site visit locations for the approximate duration of the site visit). Also, water and food will not be provided by the government for site visit attendees. It is recommended that site visit attendees bring their own water and food if needed.
52.212-1, as amended, Reference Amendment 0001 All other sections in 52.212-1 remain the same, with no changes
INSTRUCTIONS FOR SUBMISSION OF OFFER/QUOTE
(includes close dates and times and other cut off dates for submission)
Offer/Quote Submission Guidance: Offers/quotes shall be submitted via e-mail only to C. Robert Oravetz, Contracting Officer, christopher.oravetz@va.gov. Offers/quotes shall be submitted on or before the close date/time as specified in this solicitation. Offers/quotes are due no later than Friday, May 17th, 2024 by 1500 hours (3:00 p.m.) Eastern Time (ET) Monday, May 20th, 2024 by 1500 hours (3:00 p.m.) Eastern Time (ET). Any offeror/contractor submissions or requests for information received after the closing date and time of this solicitation (for any reason) are late. It is very unlikely that the solicitation close date will be extended so offerors/contractors are encouraged to respond on or before the final response date of Friday, May 17th, 2024 by 1500 hours (3:00 p.m.) Eastern Time (ET) Monday, May 20th, 2024 by 1500 hours (3:00 p.m.) Eastern Time (ET) with their best offer/quote. It is recommended that offers/quotes be sent utilizing e-mail messages with manageable and allowable file sizes to ensure an effective transmission. Separate or multiple e-mails are allowed just as long as the offeror/contractor indicates which/how many e-mails constitute a complete offer/quote (i.e. E-mail message 1 of 2, E-mail message 2 of 2 etc.). Offers/quotes shall not be sent as zip files and shall be rejected if received in this format. (Zip files are automatically blocked by the VA’s email security system thereby preventing such files from being opened, read, and accessed by the contracting administrator). The government will acknowledge receipt of offers/quotes (by e-mail) if received prior to the close date and time of the solicitation. The government’s acknowledgement that an offer/quote has been received shall not constitute acceptability or unacceptability of the offer/quote (because the government is not in a position to review and/or to evaluate offers/quotes during the open window of or immediately following the close date of a solicitation).
Solicitation Questions: Questions about this solicitation will be accepted and are due no later than Wednesday, May 8th, 2024 by 15:00 hours (3:00 p.m.) Eastern Time Monday, May 13th, 2024 by 13:00 hours (1:00 p.m.) Eastern Time. Questions (to include requests for additional information/clarification) shall be submitted using attachment Solicitation Questions Request Form that accompanies this solicitation. Questions shall be submitted via e-mail only to C. Robert Oravetz, Contracting Officer, christopher.oravetz@va.gov. No additional questions or requests for information/clarification shall be accepted after Wednesday, May 8th, 2024 by 15:00 Hours (3:00 p.m.) Eastern Time Monday, May 13th, 2024 by 13:00 hours (1:00 p.m.) Eastern Time. The government’s response to questions and other inquiries about this solicitation will be addressed via amendment(s) to this solicitation whereby such responses will be posted to the Government Point of Entry (GPE) / Contract Opportunities (betasam) website https://sam.gov/content/opportunities.
Solicitation questions shall be submitted in writing only. Solicitation questions shall not be answered telephonically by the contracting officer, the facility, and/or by other contracting administers that are directly or indirectly affiliated with this solicitation. It is the responsibility of offerors/contractors to monitor the Contract Opportunities (betasam) website https://sam.gov/content/opportunities for any and all amendments to this solicitation (which includes the contract award notice that will be posted when a contract award is made for this acquisition). Notifications to individual offerors/contractors about amendments and/or other changes/additions to this solicitation will not be disseminated.
