Correct Reuseable Medical Equipment Storage Questions and Answers
Q1: Plan sheet MP001 is missing. Please provide.
A1: See sheet MP001 in forthcoming Bid Amendment #1.
Q2: Spec section 23 22 13 – Steam and condensate heating piping – There isn’t a differentiation in “plant steam” and “clean steam” for the pipe and fittings. Please provide additional specs if systems are different.
A2: Clean steam on this project is not for sterile processes and can use the same pipe material requirements as plant steam.
Q3: Spec section 23 22 13 – Steam and condensate heating piping – There is only one type/style of valves, traps, strainers, etc. listed in the specs. This project has high-pressure steam, medium-pressure steam, and low-pressure steam. Also plant steam and clean steam. Are there different selections for valves, traps, strainers, etc. for different pressures and different steam types? Please provide.
A3: The steam pressures range from 15-60 PSI on the project. The specs provide requirements for isolation valves for steam over 15 PSI and for those 15 PSI or less. The specs list more than one of a valve. They list ball valves, globe valves, and angle valves. Strainer requirements are also provided for various steam pressures. Float & thermostatic and inverted bucket steam trap requirements are provided without dictating the pressure in the specification. The steam trap pressures are scheduled on the drawings. These specified steam components are from the master VA spec. If a contractor would like to provide something different, they can submit a substitution request for review.
Q4: There are no gate valves listed in spec section 23 22 13 – Steam and condensate heating piping. Gate valves are typically used for steam/steam condensate at the VA in Columbia. Are gate valves acceptable?
A4: Yes, gate valves are acceptable. See revised spec section 23 22 13 in forthcoming Bid Amendment #1.
Q5: The steam trap schedule on MP501 lists all the traps as 15 psi. The traps in the specifications are heavy duty type traps for higher pressures. Please advise if another steam trap selection is acceptable.
A5: The specs don’t call out the operating pressure of the traps. The specs do not appear to be misaligned with the design. Traps shall be selected based on the system pressure. Some of the steam components in the specs are not required in the project and are included in case the installing contractor’s preferred layout requires such components. An example of this is the pressure-driven condensate pump trap. The design calls for float & thermostatic and inverted bucket traps.
Q6: Sheet MP401 – Clean Steam Generator detail shows the safety relief valve being piped to outside air vent manifolds. This piping is not noted or shown on the plan views. Please provide pipe routing for safety relief valve piping.
A6: Vent piping has been added to the floor plans. See forthcoming Bid Amendment #1.
Q7: Will the work at the ER entrance removing and replacing AHU materials be on regular or overtime?
A7: The VA will allow a crane to be set up for one week per AHU being replaced. Deliveries outside the AHU delivery windows will need to be performed on weekends or nights for small deliveries.
Q8: On MP207 Humidifiers H-2 & H-3 show clean steam condensate back to the plant MPC and a return tank. The VA usually does not return clean steam. Please advise.
A8: The clean steam condensate shown is from the main clean steam drip trap upstream of the humidifier control valve. This is pressurized clean steam condensate and should be sent to the sanitary drains via a drain cooler. Details of the drain cooler arrangement will be provided in follow-up Amendment.
Q9: On MP204 clean steam condensate from ACA-AHU-4 ties back into existing plant steam condensate piping. Is this correct?
A9: Yes. The clean steam condensate shown is from the main clean steam drip trap upstream of the humidifier control valve. This is pressurized clean steam condensate and should be sent to the sanitary drains via a drain cooler. Details of the drain cooler arrangement will be provided in follow-up Amendment.
Q10: There is no steam condensate shown from H-1 or ST-7 on MP210. Please provide a location for the condensate(s) to go to drain.
A10: Agreed. Steam condensate will be added in the forthcoming Bid Amendment #1.
Q11: Plansheet MP211 for ST-6, there is no steam condensate shown. Please provide a location for the condensate to go to drain.
A11: Agreed. See revisions in forthcoming Bid Amendment #1.
Q12: There is only one detail on MP401 for the steam humidifier piping. However, we have duct humidifiers, existing AHU humidifiers, and new AHU humidifiers. Is the detail the same for all the types of humidifier connections?
A12: They are different. Additional detail will be provided in forthcoming Bid Amendment #1.
Q13: For the existing AHU’s having clean steam connected to them, are the traps, control valves, strainers, other specialty piping items assumed to be existing/available?
A13: No. Those components will need to be provided by the contractor. This will be clarified in forthcoming Bid Amendment #1.
Q14: For the VAV Boxes/heating water/ductwork/insulation/controls/wiring added throughout the hospital on this project, are we to assume installation on straight time or overtime? The work will not be able to be completed in one shift, so OT would require installation and removal of ICRA requirements each day.
A14: All work in occupied spaces shall be completed during unoccupied hours. This may include nights, weekends, and holidays. Restore spaces to original conditions before hospital staff and/or patients arrive. How this is accomplished is for each contractor to decide.
Q15: Does the steam condensate piping need to slope ¼” per foot?
A15: No. Steam condensate piping shall slope at least 1”/40’. Slope percentage will be removed from drawings in forthcoming Bid Amendment #1. See applicable specification section for required pipe slope.
Q16: Is the velocity at the AHU-14 duct-mounted humidifier grid low enough to fully absorb the moisture in the airstream?
A16: The MFR said the velocity as designed was highly likely that the steam would absorb in the airstream. For the MFR to guarantee full absorption, the velocity must be below 1,800 FPM. See revisions in forthcoming Bid Amendment #1.
Q17: Drawing SS104, steam generator and heat exchanger are on new housekeeping pads but the detail called out for both is 2/SS601, is this supposed to be 3/SS601?
A17: Yes.
Q18: Do the AHUs require Seismic certification?
A18: Yes.
Q19: AHU schedule calls for “2n VFD Redundancy”. Is this to be 1 VFD to power the fan array with (1) back-up VFD?
A19: Correct. The intent is that one VFD can fail and then the backup VFD will enable and control the fan array. This means each AHU will have 4 VFDs (2 for the supply fan array and 2 for the return fan array).
Q20: The Nortek/Temtrol AHU design includes Condair Humidifiers inside the AHUs. But the Steam Generator for AHU-1,2,3,4 doesn’t provide capacity for all 4 humidifiers. (Not sure if this will be a concern.) Please advise.
A20: This is not a concern. The reason is because ACA-AHU-1, -2 and -3 have N+1 redundancy. Therefore, only two of the AHUs will be operating at a given time. That said, the AHU humidifier selections have been updated which impacts the ACA-USG-1 selection. See updated drawings in forthcoming Bid Amendment #1.
Q21: After review of the drawings and specifications we do not see any quantities of expected asbestos removal. How should we proceed with bidding an unforeseen condition? Quantities of asbestos or locations of asbestos would be preferred in bidding the project.
A21: The VA and AE inspections of the project areas did not reveal any asbestos containing material (ACM). The VA does not expect ACM in project area but has included the Asbestos Abatement specifications in the event that the GC discovers ACM that represents a hazard to workers. Any required abatement will be added by modification to the contract.
Q22: Would it be acceptable to use the Starc containment systems on this project to meet our requirements for ICRA? See attachments.
A22: Starc containment systems are acceptable as an element of infection control plan. The areas that are being worked in will need to be sealed from adjacent spaces with negative air to prevent the release of contamination. If the containment system is to be used for an enclosure to remain in place more than one shift it will also need to have a 1 hour rating.
Q23: Will it be permitted to change out the VAV’s during normal working hours? It will take multiple days to complete a change out and the temp walls will need to remain in place until the area is complete, or will it be required to change these out after hours and weekends? If this work is to be competed after hours will each night will require, installation of temp walls, remove the ceiling, do a partial changeout, replace the ceiling and remove temp walls?
A23: All work in occupied spaces shall be completed during unoccupied hours. This may include nights, weekends, and holidays. Restore spaces to original conditions before hospital staff and/or patients arrive. How this is accomplished is for each contractor to decide.
Q24: Will there be any demolition in the basement?
A24: There is demolition in the basement mechanical room where the majority of the work is being performed. New piping is being installed outside the mechanical room, but there is no demolition of piping outside the mechanical room in the basement.
Q25: When will the existing heating water system be taken offline? Will there be temporary heating?
A25: See phasing notes on the contract drawings. The new heating water system shall be installed prior to the demolition of the existing heating water system. System cutover shall occur during unoccupied times. Provide valving such that the existing equipment can quickly be used without draining the piping in the event that there are functional issues with the new heating water system on startup. The existing system may be removed after the new system is commissioned and confirmed to be operational.
Q26: When will the air terminal unit work be done?
A26: See phasing notes on the contract drawings. The new heating water system must be operational prior to the air terminal unit work being done.
