About this file

This single source justification document from the Department of Veterans Affairs outlines a proposed sole source award to 2/90 Sign Systems for interior signage at the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. The justification cites the existing use of 2/90 Sign Systems signage throughout the hospital campus, noting that consistency in signage components and aesthetics is important to easily guide veterans. Continuing with the same system would also be cost effective compared to alternatives. The cost estimate provided for the signage is $5,000. Market research found no other compatible systems in terms of both interchangeable components and appearance. The contracting officer certified the justification as accurate based on the information presented.

Single Source Justification 695‐19-132 Construct Women’s Clinic

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C252-23-AP-0134

1. Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, NCO 12, 115

South 84th Street, Milwaukee, WI 53214. Requesting Activity: Department of Veterans Affairs, VISN 12, Clement J. Zablocki VA Medical Center, 5000 W. National Avenue, Milwaukee WI 53295.

Purchase Request (2237) number: 695-23-2-6944-0001, NCO12 695‐19-132 Construct Women’s Clinic

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This manufacturer, 2/90 Sign Systems, provides a product that allows the Hospital full integration and interchangeability and ensures that signage is consistent throughout the campus to make it easier for Veterans to find their way. Continuing with this product will also be cost effective. Cost estimate: $5,000.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The 2/90 Sign Systems is comprised of 3 basic components, an aluminum rail, inserts and aluminum end caps. These basic components are unique to this system. Existing room signage in the hospital is 2/90 signage and thus compatible. The ease of use and ease of changing room names make this system ideal and the only one that meets our requirements. New and replacement signage should match the existing system so that signage is seamless. It is important that the materials and pieces of new signs are compatible both in material and ascetics since they will often be installed near existing signs.

4. Description of market research conducted and results or statement why it was not conducted:

An analysis of other sign systems was conducted, and no other system was found that is compatible both in components and aesthetics is currently available.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
