About this file
This single source justification document outlines a proposed sole source award for card reader products and services to support construction of a new women's clinic at the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. The Department of Veterans Affairs requires HID MultiCLASS SE card readers for the new clinic, as this is the only compatible card reader series that can integrate with existing physical security and IT systems using both outdated and current ID credentials. Maintaining alternative card reader brands would necessitate duplicative training efforts and increased inventory of replacement parts. The estimated value of the sole source award for the HID MultiCLASS SE readers is $25,000.

South 84th Street, Milwaukee, WI 53214. Requesting Activity: Department of Veterans Affairs, VISN 12, Clement J. Zablocki VA Medical Center, 5000 W. National Avenue, Milwaukee WI 53295.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The product series HID MultiCLASS SE card readers are facility standards. This card reader series works with all current credentials in circulation, and the different security software packages currently in use. It would be extremely cumbersome and expensive to maintain separate access control systems. Estimated Cost $25,000.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The medical center requires all new construction to incorporate the HID MultiCLASS SE card readers.
This is the only compatible card reader series balancing out Physical security requirements, IT requirements, old key card credentials, and new key card credentials. It is also important to note that maintaining bench stock for the parts and components of multiple different access control system would be expensive and time-consuming. Use of other brands would require duplicating efforts in training and increase the stock on hand for replacement parts. These items are competitively priced and are widely available.
4. Description of market research conducted and results or statement why it was not conducted:
We have conducted research into other hardware and have found that it is inferior and not compatible with our standards. The other products on the market would require additional cost to maintain within the facility.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
