About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, Network Contracting Office 9 (90C) for Project 626A4-22-104, Video Surveillance (York). The amendment extends the proposal deadline from August 4, 2026 to August 14, 2026 at 1:00 PM CDT and provides three key revisions: (1) a revised Justification & Analysis removing brand-name specification for Avigilon cameras, now allowing "Avigilon brand name or equal"; (2) additional Requests for Information (RFI) with responses; and (3) the extended deadline noted above. The solicitation is issued to all offerors and bidders and requires acknowledgment of receipt of the amendment prior to the extended deadline by completing Items 8 and 15 and returning copies of the amendment, acknowledging receipt on each copy of the offer submitted, or providing separate written or electronic communication referencing the solicitation and amendment numbers.

The amendment includes 16 RFI questions and answers addressing technical specifications and implementation details. Key requirements include: furnishing and installing new 24-strand multimode fiber backbone cabling from designated TR rooms in multiple buildings to Building 5 IRM Server Room 115; providing a Fiber Optic Core switch (Cisco C9300X-48HX-M basis of design) to centralize the network; using Cat 6A cable for camera cabling installations up to 295 feet; utilizing 3/4-inch minimum conduit for camera homeruns with combined pathways permitted within fill percentage limits; and performing after-hours work limited to conduit runs, wire pulls, cutting, and drywall work, with daytime installation of cameras, NVRs, and other equipment in specified buildings (1A, 1B, 7A, 7B, 8A, 8B, and 116). The government clarified that CAD drawings and BIM modeling are not required, Johnson Controls lump-sum pricing proposals are acceptable, and most fiber routing can utilize service tunnels or ceiling hallways with potential change orders issued if underground pathways are unavailable or blocked.

RFI Questions & Responses:

1. Question:

Section 28 05 00 1.6 Submittals part E 5 states to provide technical drawings in accordance with the VA CAD Standards and the VA BIM Guide. Question 40 The drawings require contractor coordination with COR/OIT prior to rough-in and note that exact routing and field conditions must be coordinated before installation. Question: Please confirm whether approved routing drawings are required before rough-in for all new camera cabling, fiber backbone cabling, conduit, sleeves, and penetrations. Answer: Drawings are not required other than what is in the specifications for red lines and as-builts. The intent of the coordination effort prior to rough-in is to make sure that the routing, conduit, sleeves, and penetrations are coordinated with existing field conditions and OIT needs. Can the VA confirm that CAD drawings and BIM modeling are not a part of this requirement?

Answer: CAD and BIM are not required.

The response to RFI question 95 states in part, 3/4" minimum conduit for camera homeruns and complies with the project specifications SECTION 28 05 28.33 CONDUITS AND BACKBOXES FOR

ELECTRONIC SAFETY AND SECURITY.

Can the VA confirm that the design of the conduits and pathways for cameras that ¾” conduit is fully acceptable and that the design of the pathways allow for combining camera locations into a single conduit pathway, as long as the stated fill percentage are not exceeded?

Answer: Yes

2. Question:

Per responses to Questions 45 and 74, the Contractor is to provide new 24-strand Multimode (MM) Fiber from the designated TR rooms in Buildings 1, 2, 3, 4, 6, 7, 8, 9, 117, 120, and OIT 112 back to the core star topology center at Building 5 IRM Server Room 115.

However, no Outside Plant (OSP) civil utility drawings, site plans, or underground conduit routing details have been provided in the solicitation package. To ensure accurate, competitive bidding across all participating contractors, please clarify the following:

a. Pathway Availability and Routing Maps: Please provide the OSP site utility drawings indicating the designated underground duct banks, maintenance holes (MH), handholes (HH), and building entry/penetration details linking the outlying buildings to Building 5.

b. Duct Bank Capacity: Are there existing, clear, and unblocked 4-inch (or equivalent) conduits with pull-strings available along the entirety of these routes? If any existing conduits are found to be blocked, collapsed, or at maximum capacity during installation, will a separate civil site-work modification be issued, or is the contractor expected to include potential trenching/directional boring in this baseline bid?

c. Distance and Cable Performance Boundaries: Given the physical campus layout of the Alvin C.

York VAMC, some backbone runs may approach or exceed standard distance limits for 10Gbps/40Gbps transmissions over multimode fiber. Will the VA accept OM4 laser-optimized multimode fiber for all runs, and can estimated pathway distances be provided for the furthest outlying facilities (e.g., Building 120 and OIT 112)?

d. Transition and Fire-Rating Requirements: Per VA Master Specifications (e.g., Section 27 13 23 or 28 05 13), unrated OSP waterblocked cable cannot extend past 50 feet inside a building structure without transitioning to a plenum/riser-rated jacket. Does the VA require an Interlocking Armored Indoor/Outdoor (I/O) plenum-rated cable to run continuously from the duct bank into the TRs, or should the contractor budget for OSP splice enclosures near each building entrance?

Answer:

a. We have service tunnels the routing can run through.

b. No there isn’t.

c. Longest run will be approximately 1500LF

d. You can run Armored I/O to TR.

3. Question:

The drawings reference multiple existing or designated TR/IT rooms and telecom spaces, including but not limited to Building 5 Server Room 115 and TR rooms in Buildings 1, 2, 3, 4, 6, 7, 8, 9, 117, 120, and OIT 112. The response to question 45 states that the Contractor shall bid all new MM Fiber. The response to question 74 clarified that the fiber count is 24-strand MM as stated in section 28 05 13 §2.5 .

If each TR is to receive a 24-Strand MM Fiber as stated and in accordance with Keynote 4 on the drawing. Building 5 IRM Server Room 115 would serve as the center of the star topology for the fiber optic network. The basis of design is the Cisco C9300X-48HX-M. Does the VA require the Contractor to Furnish and Install Fiber Optic Core switch to centralize the network??

Answer: Yes

4. Question: Can you clarify the A.3 Price/Cost Schedule. It seems that Item 0001 and Item 0002 BID Item 1 are the same. Also, it continues to deduct items for Bid item 2,3, and 4 followed by a grand total line item. Would that not be the same as Bid item 0001 and 0002.

Answer: The price of that bid item will be the total price

5. Question: The solicitation Documents require all offers to submit and complete based on the following.

- One (1) electronic copy of an original, fully completed and signed and dated Standard Form (SF)1442 Offer page, acknowledgment of all amendments issued by either completing block 19 of the SF1442 or completing blocks 15a, b, and c of the Amendment(s) and providing them with the SF1442 Offer page;

prices on all line items listed on the Price/Cost Schedule; completed Representations and Certifications section (Revolutionary Federal Acquisition Regulation (RFO) Overhaul 52.209-5 and 52.209-7); and fully completed Contractor Experience Modification Rate (EMR) Certification documents.

We would like clarification for the Price/Cost Schedule.

"The solicitation documents include cost breakdown sheets for each Division of work. Certain equipment and system subcontractors (e.g., Johnson Controls) did not standardly provide line-item cost breakdowns.

Per FAR 15.403-3(c), please clarify:

1. Is a populated cost breakdown sheet required from sub-tier commercial vendors/subcontractors at the time of initial bid submission for the proposal to be deemed responsive?

2. If a subcontractor is providing commercial items or standard commercial services, will catalog pricing, historical sales data, or a lump-sum firm-fixed-price quote satisfy the requirement to establish price reasonableness?"

Answer: Lumpsum is acceptable.

6. Question: The solicitation Documents require all offers to submit and complete based on the following.

- One (1) electronic copy of an original, fully completed and signed and dated Standard Form (SF)1442 Offer page, acknowledgment of all amendments issued by either completing block 19 of the SF1442 or completing blocks 15a, b, and c of the Amendment(s) and providing them with the SF1442 Offer page;

prices on all line items listed on the Price/Cost Schedule; completed Representations and Certifications section (Revolutionary Federal Acquisition Regulation (RFO) Overhaul 52.209-5 and 52.209-7); and fully completed Contractor Experience Modification Rate (EMR) Certification documents.

1. Johnson Controls is the Government-mandated sole-source vendor for Division 27 and Division 28. Johnson Controls does not maintain published catalog pricing, sources materials on the open market, and provides firm-fixed-price lump-sum proposals only.

2. Per FAR 15.403-3(c), please confirm:

3. Will the Government accept Johnson Controls’ lump-sum proposal accompanied by historical sales invoices or open-market material quote documentation to satisfy price reasonableness requirements?

4. If detailed division breakdown sheets are strictly required, how does the Government advise prime offerors to proceed if the mandated sole-source vendor refuses to provide cost breakdown templates?"

Answer: Yes, lumpsum will be accepted

7. Question: Tax Exemption: Will the Government furnish a State of Tennessee Sales Tax Exemption Certificate for materials incorporated into this facility, or must state sales tax be included in the Prime Contractor's total proposal price per FAR 52.229-3?

Tax Allocation for (JCI) Sole-Source Lump Sum: If state sales tax must be included in the bid, will the Government provide an estimated material-to-labor ratio or accept an estimated sales tax line item for this sole-source vendor to ensure price compliance?

Subcontractor Pricing Format: Per FAR 15.403-3(c)(2)(ii), requests for pricing data from commercial entities are to be limited, to the maximum extent practicable, to data regularly maintained in normal commercial operations. Since Johnson Controls operates on a lump-sum commercial quote basis for open-market items, please confirm that their lump-sum quote, along with market pricing support, will satisfy the proposal responsiveness requirements for Division 26, 27, and 28.

Answer: No.

8. To meet the required submittal timeline for Government-mandated specialized equipment and system control vendors (e.g., Johnson Controls / Building Automation / Security Systems), sub-tier suppliers require electronic architectural and engineering background files in current AutoCAD (.DWG) format immediately following contract award to prepare shop and submittal drawings.

Question:

Availability Date: Will the Government commit to providing clean, electronic architectural/engineering background files in current AutoCAD (.DWG) format to the awarded Prime Contractor within five (5) business days of contract award?

Alternative Formats: If native AutoCAD (.DWG) files are unavailable within this timeframe or are provided in an alternate format (e.g., PDF or legacy CAD versions), will the Government grant corresponding contract schedule extensions and/or equitable adjustments to cover any required file conversions or drawing delays?

Answer: Yes.

9. Reference: Government RFI Response #99

Question: "Regarding RFI Response #99:

1. Will the VA guarantee dedicated, full-time VA escorts during scheduled work hours to prevent contractor/subcontractor downtime?

2. If contractor or sole-source sub-tier personnel (e.g., Johnson Controls) are delayed or turned away due to the unavailability of a VA escort, will the Government grant corresponding time extensions and compensate for documented standby downtime?"

Answer: Yes, when needed.

Time extensions will be given if government delayed.

10. The bid documents mandate the submission of a full CQC Plan no later than 15 days post-Notice to Proceed (NTP) and require an Interim CQC Plan to be accepted within 5 business days of NTP to allow early work tasks to commence.

Question:

1. To ensure compliance with the strict 5-business-day acceptance window post-NTP, will the Government provide an approved Interim CQC Plan template or outline prior to NTP issuance?

2. Will the Government allow contractors to submit a draft Interim CQC Plan during the pre-construction submittal period (prior to formal NTP) to avoid delays to initial on-site survey and engineering activities upon NTP?

Answer: Yes, can use USACE CQC as a template or other Government agency.

11. In response to previous RFIs, the Government clarified that specific work sections and cut-over activities will require after-hours and weekend work. However, the Government-mandated sole-source vendor, Johnson Controls (JCI), provided a firm-fixed-price proposal strictly predicated on performing all work during normal business hours (8:00 AM – 5:00 PM, Monday through Friday).

Because JCI is a government-mandated sole-source vendor, Prime offerors cannot competitively select alternative subcontractors to perform this scope. Accepting JCI’s normal-hours proposal while requiring after-hours execution exposes the Prime Contractor to unaccounted premium labor rates and potential post-award change order claims.

Questions:

1. Mandated Sole-Source Rate Alignment: Since Johnson Controls is a mandated sole-Source vendor whose standard proposal excludes after-hours work, will the Government direct Johnson Controls to issue a revised pricing proposal incorporating the required after-hours/weekend hours directly to all Prime offerors prior to bid submission?

2. Overtime Allowance / Line Item: If the exact after-hours schedule and hourly duration cannot be defined prior to bid opening, will the Government establish a dedicated Reimbursable Overtime / Premium Hours Allowance Line Item (CLIN) in the bid schedule for mandated sole-source work?

3. Identification of After-Hours Scope: Please specify the exact Specification Sections, phases, or equipment cut-overs that strictly require after-hours or weekend execution so that sole-source sub-tier pricing can be uniformly evaluated across all Prime proposals.

4. Impact on Contract Duration: If after-hours access is restricted by facility operations during construction, will the Government grant corresponding non-compensable time extensions for delays resulting from restricted access to sole-source execution areas?

Answer: Government does not mandate JCI.

Work after hours will be conduit runs and wire pulls. Any cutting or drywall work. Installing cameras, NVRS and other items can be daytime. 1A, 1B, 7A, 7B, 8A, 8B, and 116 will all be daytime work.

12. This procurement is designated as Lowest Price Technically Acceptable (LPTA). Per FAR 15.101- 2(c)(1), LPTA source selection may only be utilized when the Government can comprehensively and clearly describe the minimum requirements so offerors can establish firm, accurate pricing without speculative contingency. Because the contract documents omit Outside Plant (OSP) fiber routes, pathway details, and network topology, contractors cannot calculate an accurate fixed price for a side-by-side LPTA comparison.

The solicitation documents indicate that a new fiber backbone must be installed across the site;

however, the package does not include civil or site engineering drawings showing Outside Plant (OSP) fiber routing, existing or proposed duct banks, handholes/manholes, or building entrance facility (BEF) details.

Question:

1. Will the Government provide site and civil drawings detailing the designated OSP fiber cable routes, manhole/handhole locations, and building entrance points prior to bid close?

2. May contractors assume that existing underground conduit pathways are clean, continuous, structurally sound, and have adequate spare capacity for the new fiber backbone?

3. If existing underground duct banks are unavailable, blocked, or overfilled, will the installation of new underground pathway infrastructure (e.g., directional boring, trenching, or handhole placement) be compensated via an equitable adjustment / Change Order?

Answer: Most buildings are serviced with tunnels that fiber can run through or in the ceiling of the hallways. If warranted a change order can be issued.

13. The response to RFI question 95 states in part, 3/4" minimum conduit for camera homeruns and complies with the project specifications

SECTION 28 05 28.33 Part 3-Execution 3.8 Electronic Safety and Security Conduit 3.8.B states that ¾” is the minimum size for security conduit.

3.8.B list trade sizes and bend radius.

Question: Can the VA confirm that the design of the conduits and pathways for cameras that ¾” conduit is fully acceptable and that the design of the pathways allow for combining camera cat6 drops to camera locations into a single conduit pathway using increasing conduit sizes, as long as the stated fill percentage and bend radius are not exceeded for each conduit trade size listed in 3.8.I?

Answer: Yes as long as fill percentage is not violated.

14. Sub Section L. 3. Cables: addresses the technical requirements for signal wiring for CCTV video signals as follows:

1. CCTV video signal cables shall be solid copper 4 PR UTP for up to 295 feet and have a characteristic impedance of 100 ohms plus or minus 5 ohms.

2. CCTV video camera cables for cameras that are over 295 feet shall be Fiber optic cable, provide transceiver at each camera, and provide 4 PR UTP for power.

3.Cables:

a. Signal wiring for PoE cameras depends on the distance the camera is being installed from either a hub or the server.

b. If the camera is up to 295 ft from a hub or the server, then use a shielded UTP category 6 (CAT-VI) cable a with standard RJ-45 connector at each end. The cable with comply with the Power over Ethernet, IEEE802.3af, Standard.

c. If the camera is over 300 ft from a hub or server then utilize a multimode fiber optic cable with a minimum size of 50 microns.

d. Provide a separate cable for power.

e. CAT-6 Technical Characteristics:

Number of Pairs 4 Total Number of Conductors 8

AWG 24

Stranding Solid Conductor Material BC - Bare Copper Insulation Material PO – Polyolefin Overall Nominal Diameter .230 in.

Question: Avigilon states the minimum cabling type as CAT5e minimum. The stated CAT6 cable exceeds the minimum requirement for Avigilon cameras. Can the Government confirm that CAT6 cable is acceptable for installation from the network closets to each of the camera locations as long as the distance limitation is not exceeded?

Answer: Yes, Cat 6A cable will be used.

15. Per responses to Questions 45 and 74, the Contractor is to provide new 24-strand Multimode

(MM) Fiber from the designated TR rooms in Buildings 1, 2, 3, 4, 6, 7, 8, 9, 117, 120, and OIT 112 back to the core star topology center at Building 5 IRM Server Room 115.However, no Outside Plant (OSP) civil utility drawings, site plans, or underground conduit routing details have been provided.

Question:

1. Some of the OSP fiber runs may approach or exceed standard distance limits for

10Gbps/40Gbps transmissions over multimode fiber. Will the VA accept OM4 laser-optimized multimode fiber for all runs?

2. Can you provide the furthest pathway distance from OIT 112 – Bldg. 120?

3. Does the VA want to OSP Fiber - splice enclosures & transition to ISP fiber for each building

4. Would the VA rather have a continuous home run fiber from each building- duct bank to the

TR’s with Interlocking Armored Indoor/Outdoor (I/O) plenum-rated ?

Answer: Reference response for question #2.

16. The response to question 45 states - Contractor shall bid all new MM Fiber.

The response to question 74 clarified that the fiber count is 24-strand MM as stated in section 28 05 13 §2.5. If each TR is to receive a 24-Strand MM Fiber as stated and in accordance with Keynote 4 on the drawing. Building 5 IRM Server Room 115 would serve as the center of the star topology for the fiber optic network. The basis of design is the Cisco

C9300X-48HX-M.

Question: Does the VA require the Contractor to Furnish and Install the Fiber Optic Core switch to centralize the network?

Answer: Yes.
