QUESTIONS AND ANSWERS (RFIs)

QUESTIONS AND ANSWERS

RFI 001 Question:

1. RFP evaluation sub-factor 2a states that offerors are to submit a Gantt chart schedule that is broken down into a schedule of values. Since bidding contractors often don’t receive pricing from vendors until just before the proposal due date and time it is difficult to include accurate cost values into a schedule and then print and incorporate into our proposal submission as hard copy accurately. For this reason, it is Impossible that the final bid value will match the proposal schedule values. By including values in the schedule, it also results in pricing information being included in the technical volume of the proposal. Typically, pricing information should be included in only the price volume of the proposal rather than the technical volume since source selection board reviewers should not be influenced by price factors until they have reviewed the technical data independently. Would the government consider eliminating the cost loading requirement and only provide the work activities on the schedule? Bidders can still provide price detail breakouts in their price proposal volume if necessary.

Gantt charts should be submitted without a schedule of values.

2. RFP Factor 3 – Past Performance –requires offerors to submit PPQ’s from clients directly to the Contracting Officer. Since many federal Contracting Officer’s refuse to complete PPQ’s and tell us that they have already completed a CPAR’s, can the CPAR evaluation be submitted in lieu of the PPQ if it is an applicable federal project? We often have a difficult time getting the client to complete PPQ’s over and over again for the same project when a CPAR has already been completed and entered into the federal system since they believe this to be redundant. We also find that the client has often left their position through retirement or transfer and is no longer with the agency.

CPARS are acceptable in lieu of PPQ.

3. If CPARS are acceptable, may they be emailed directly to the Contracting Officer by (ADD DUE DATE OF PPQ’S FROM RFP) or to be included as an addendum that does not count against the page requirement in the final proposal.

CPARS may be emailed directly to the CO.

4. Spec 01 35 26.1.9.B states that monthly inspections are required by a third-party Certified Safety Professional (CSP). Are these monthly inspections required?

Monthly inspections by a third-party Certified Safety Professional are required.

5. If the monthly inspections are required, can they be performed by our Corporate Safety Officer?

Spec 01 35 26 subsection 1.9B states in part “The CSP [Certified Safety Professional] or CSHT [Certified Construction Safety and Health Technician] can be a corporate safety professional or independently contracted.”

RFI 002 Question:

Q1: General Requirements in the specifications states there is an alternate:

ALTERNATE NO.1: BASE BID except delete metal trim detail 2/AE501.Period performance 215 days. However, this alternate is not stated on the RFP. Do we need to provide an alternate to delete metal trim?

Answer: Reference to Alternate #1 has been remove as a part of Addendum #1.

Q2: The scale on the plans is not correct. The plan views denote a scale of 1/8” = 1’ however, it appears to be closer to 1/32” =1’. Please provide corrected plans.

Answer: The scale is as noted when documents are printed on 30x42 paper (Arch E1).

RFI 003 Question:

Q1 and Q2: The top two doors in the Door Schedule on sheet AE601 are No. E- C132E and E-C132G. Is there any work associated with these doors? If there is work associated with doors E-C132E and E-C132G, where are these doors located in the drawings?

Answer: These doors are existing and have no work within this Contract. Doors have been removed as a part of Addendum #1.

Q3 and Q4: General Note C on sheet AD101 says that all rooms are welded sheet flooring UNO. There do not appear to be any notes indicating another type of flooring in any rooms. Are all bidders to assume that the existing flooring in all rooms, including restrooms and shower rooms are welded sheet flooring? If there is another type of flooring to be removed, please provide type and locations.

Answer: Bidders are to assume rooms are welded sheet flooring unless noted otherwise. Restrooms have sheet vinyl floor and integral base.

Q5 and Q6: General Note D on sheet AD101 says to remove all finish flooring, mastic and setting bed to subfloor. Setting bed is typical referring to hard tile floors which are set in a mud bed. Are any of the existing floors to be removed tile with a mud bed? If no mud beds existing, please clarify what “setting bed” is referred to in note D on sheet AD101.

Answer: Reference to the setting bed has been removed as a part of Addendum #1.

Q7 and Q8: With replacement of the sliding aluminum doors, will any drywall patching be required around the inside and outside of each opening? If so, will that require painting inside and outside of each opening from corner of walls to corner of walls?

Answer: The existing opening is to be reused. If damage to adjacent surfaces occurs as a result of construction activity, the Contractor will need to patch and paint to achieve a quality end product.

RFI 004 Question:

Q1: General note D on sheet AE101 calls for all caulk and sealant to be fire/flame rated per fire caulking standards. This project appears to only include replacement of existing sliding doors/frames and floor replacement. What caulking is this note referring to?

Answer: General Note D calls for sealant with a flame spread minimum of 76- 200 (Class Cor better) and Smoke Development Index of 0-450, which is a characteristic of the smoke a material emits when it burns. It does not indicate a fire rating. See the door details for location of sealant at the perimeter of new door frames. Addendum #1 will clarify that the SDI is 0-450, not 0-45.

Q2: General note C on sheet AE101 says all misc painted not otherwise covered are to be painted to match surface in which they occur. What is this note referring to and where are these items located?

Answer: If damage occurs to adjacent construction or ancillary painting is required, it will be the Contractor’s responsibility to repaint the surface to match the existing adjacent space in color and finish. Note modified for clarity as a part of Addendum #1.

Q3: Since existing base and flooring is to be removed in all areas within this project, the walls for which base is removed will likely cause damage to the gypsum wall surface. This will require skimming over these damaged areas and painting all walls on the project. Or is to be assumed that the new base will cover the top of the existing base?

Answer: Care is to be taken to the existing adjacent spaces. Wall prep will be in accordance with the specifications (i.e., Division 9 specs, Part 3). See revised General Note #3 on AE101 for clarification on painting scope.

Q4: Sheet AD102 shows locations for removal/replacement of concrete in existing penetrations, however, there appear to be a few holes shown on sheet AD101 which are not also shown on sheet AD102. Which sheet is correct?

Answer: An additional hole location has been added to AD102 as a part of Addendum #1. See note on detail 5/AE501 for five (5) additional locations to be bid to account for holes found after demolition.

Q5 and Q6: Sheet AD102 shows locations for removal/replacement of concrete in existing penetrations. Are all of these locations accessible from within the top level of the parking garage? Are all of these locations above existing ACT ceiling in the parking garage?

Answer: Ceilings in the garage are Acoustic Ceiling Tile at approximately 8’-0” AFF. Verification of access to the holes were not verified during design. Per note on 5/AE501, Contractor may submit an alternate repair method, which may include repair from above. The intent is that the fill is secure to the existing concrete floor and does not sag in the future.

Q7: It is likely these penetrations were reinforced with metal screws or something else inside the hole which will not allow the core inside the hole to simply be knocked out. This will likely require the penetration to be core drilled to release the concrete plug. Is this an acceptable method of removal?

Answer: Contractor means, and methods will not be scrutinized as long as Contract requirements are being met (e.g., infection control barriers, noise procedures, etc.…).
