Response: The binder cover, cover letter, table of contents, and pages dividers will not count against the page limit stated in the solicitation.

5. RFI question(s): Please confirm that the Representations and Certifications don’t need to be submitted as part of our price proposal as long as the Contractor’s DUNS # is submitted and paragraph 52.204-8(b)(2)(i) is checked.
Response: the entire solicitation should be returned as part of the official offer submission. Any
Representations/Certifications, acknowledgement required must be completed as part of the solicitation in order to be considered a “responsive “ offer.

5. RFI question(s): Please confirm that the proposal can be submitted via email in lieu of compact disk and if the contractor can submit the original hard copy of bid bonds before the proposal due date/time in block 13 and to the contract specialist at the address in block 8.
Response: the proposal may be submitted via email, but must be separated from the technical and
Price. Hard copy originals/ Bid bonds must be in the Contracting Officer’s possession prior to the solicitation closing date and time. However, all Bidders/Offerors shall be responsible to ensure the receipt of their proposal is timely, as the government will not be held responsible for delayed emails, server outages, etc. that may occur on various platforms from time to time.
