About this file
This document contains responses to questions from potential offerors on a solicitation for a construction project to replace the fire alarm system at the Memphis VA Medical Center. The scope of work involves providing all labor, materials, equipment, and supervision to install a new Notifier fire alarm system to replace the existing 3300 system, including all control panels, initiating devices, notification devices, and other components for a fully code-compliant system. Responses clarify that aluminum flexible conduit will not be allowed, fire fighter phones are not required, the contractor must include all associated costs for elevator and HVAC work in their bid, and the contractor must remove existing conduit and wiring back to the source and cut and patch walls as required.

Roxie, Please see our list of questions regarding the above referenced project.
1. In Division 28, Paragraph 2.2 (Equipment Items), Subparagraph B (Wires and Conductors), Item 2 states "all wires and cables shall be carried in an enclosed conduit system using EMT to include equivalent in flexible metal." My question is: Will aluminum flex be considered equivalent? Response: No, EMT (Electrical Metallic Tubing) shall be used throughout, flexible conduit shall be permitted when making final connection to vibrating equipment (6’-0” in length maximum).
The VA Fire Protection Design Manual has a section on Fire Fighter Phones. The specification does not reference phones, nor do they show on the drawings. Will Fire Fighter Phones be required? Response: Bi-directional amplifier systems are currently used to boost two-way radio signal coverage for Public Safety first responders, in lieu of fire fighter phones and therefore fire fighter phones are not required.
1. From: Wayne Meyer [mailto:Wayne.Meyer@paradigmusa.com]
2. Will the VA provide and pay for elevator technicians for this project? If not, who is the preferred elevator contractor so we can get their pricing information? Response: The contractor shall include in bid number all associated cost of installation per drawings and specifications, the elevator contractor is yet to be determined.
3. Is there an existing smoke control panel in the facility? If so, is it interfaced with the existing fire alarm panels? Response: No.
4. Will the VA provide and pay for HVAC control technicians for this project? If not, who is the preferred HVAC controls contactor so we can get their pricing information?
Response: Monitor and control modules are required at various existing devices, refer to drawings for quantity and locations, HVAC contractor yet to be determined.
5. After the new system is tested and approved, the existing system will be removed. Does this include all existing conduit and wiring? Can we remove the wiring to the nearest junction box? Response: Conduit and wire shall be removed back to source.

6. Once the existing wall mounted devices are removed, can we use cover plates at those locations, or will the VA require patching and painting of those areas? Also, if those areas use fabric/laminate adhesives, wood, or brick, are cover plates acceptable in those areas?
Response: The contractor shall cut and patch wall or ceiling openings as required in specification 095100 (Painting).
7. The specifications do not reference a fire alarm computer, however, on drawing 1.FA101F, room CE113A is listed as the fire alarm computer room. Is a new fire alarm computer required? If so, is it text only or will graphics be required? Response: The computer room is an existing room; the fire alarm equipment happens to be there.
