About this file
This document contains responses to questions from a Request for Information related to solicitation number 36C24122R0084 to replace boilers in Building 10 for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1. Cleaver Brooks will provide the boiler controls equipment, flow meters, and SCADA system, but will not handle installation. Either the electrician or controls subcontractor designated by the prime contractor may install wiring for the boiler controls. There is no sequence of operations or points list for the boiler control system in the bid documents. An existing JCI control panel is mentioned but communication protocols are unclear. The contractor must provide hardware to enable the new boiler control package to communicate with the existing JCI Metasys System via BACnet IP.

Amendment 0008 Responses to RFI.
Question 120: Cleaver Brooks will be providing the Boiler Controls equipment, flow meters and SCADA system but they are not installing it. The plans and specs do not make it clear who owns this wiring so wanted to see if it was the intent for JCI to cover this wiring or does it fall under the DIV 26 Job Electrician.
VA Response: This project is a single prime contractor project, as such either sub‐contractor identified (Electrician, or Control) may install the wiring for the boiler controls equipment as designated by the prime contractor. Wiring installation subcontractor for the boiler controls equipment is at the discretion of the prime contractor.
Question 121: There is no sequence of operations or points list for the boiler control system in the bid documents. Would the construction team be able to put out something for this to get a better handle on the points and equipment that will be needed to meet the sequence of operations.
VA Response: The boiler controls do not have a point list or sequence of operations, similar to a HVAC system, mainly due to the operational requirements needed to meet the specification requirements identified within the project specification 23 09 11, paragraph 2.1.B thru 2.1.C, which are per the approved boiler manufacturer and their control requirements. The basis of design for the boiler controls is Cleaver Brooks.
Question 122: The plans mention an existing JCI panel in the building but not sure if that is correct and if so what communication type is existing. Should it be assumed that providing a new supervisory panel to accommodate the conventional HVAC controls and the BACnet IP integration to the Boiler SCADA system? If so will the VA provide a data drop for this or identify a location to run network cable for BMS tie in.
VA Response: Per the contract specifications Section 23 09 11, paragraph 2.1.A.11 the contractor is to provide required hardware … to enable the new boiler control package to communicate with the existing JCI Metasys System via BACnet IP.
Question 123: Is there an updated bidders list available?
VA Response: Reference Sign‐In Sheet from Site Visit on 6/13/2022 provided in Amendment 0001.
