About this file
This document contains responses to questions regarding a solicitation to replace boilers in Building 10 at a Department of Veterans Affairs facility. The solicitation seeks replacement of existing boilers with new units that meet applicable ASME codes and pressure vessel ratings. Responses clarify that concrete decks must be tested for moisture content according to manufacturer requirements prior to new roof installation. Lightweight concrete or rigid insulation can be used for new roof areas in lieu of concrete topping. Dimensions for highlighted steel posts are W6X25 as noted on drawing S601.

Amendment 0004 Responses to RFI’s.
Question 104: What are the existing roof systems comprised of (as upper roofs and low roof are completely different)?
VA Response: See AD104. Upper Roofs ‐ Gravel EPDM Ballasted Membrane roofing. Lower roof – TPO Membrane roofing. See attached S06 Images 0094, 0098, 4010, 4037, 4044, GE‐Roofs.
Question 105: What material type, gauge, and color are required for the copings, as they are not specified anywhere, and drawings call out for “prefinished copings, profile to match existing”?
VA Response: Match existing copings to the greatest extent possible. See attached S06 Images 0094, 0098, 4010, 4037, 4044, GE‐Roofs.
Question 106: Are we to assume all the existing roof decks are structurally sloped concrete?
VA Response: See General Note 1 on AE104: “EXISTING ROOF CONDITIONS CONTAINED WITHIN THE
CONSTRUCTION DOCUMENTS ARE BASED ON THE INFORMATION OBTAINED FROM CONSTRUCTION
DOCUMENTS AND FIELD SURVEY AND SHALL NOT BE CONSTRUED AS "AS BUILT". THE CONTRACTOR
SHALL FIELD SURVEY EXISTING CONDITIONS PRIOR TO ONSET OF CONSTRUCTION”.
Question 107: Are the two new flat roof areas that are receiving structurally sloped steel deck going to receive concrete topping and crickets like shown in the architectural drawings (see F3/A303 on the upper addition and F1/AE304 on the lower addition)?
VA Response: New roof can be rigid insulation in lieu of lightweight concrete. See Attached S06 AMENDED Drawings included in ARCHITECTURAL DRAWINGS BULLETIN 2. See Attached S06 AMENDED Specification Section 03 52 00 LIGHTWEIGHT CONCRETE ROOF INSULATION.
Question 108: Do the existing roof decks receive additional lightweight concrete to create the new slope / crickets as drawn in the roof plan on AE104?
VA Response: New crickets at existing concrete roof deck(s) to be formed with lightweight concrete. Provide recovery board and membrane over new light weight crickets. See Attached S06 AMENDED Drawings included in ARCHITECTURAL DRAWINGS BULLETIN 2. See Attached S06 AMENDED Specification Section 03 52 00 LIGHTWEIGHT CONCRETE ROOF INSULATION.
Question 109: Roof spec calls for “Test concrete decks for moisture according to ASTM D4263 before installing roofing materials”, per page 7, 3.2 E.1. Roof manufacturer says that is not an acceptable means to test for moisture, and that a third‐party concrete contractor/specialist/consultant/engineer will have to review/test/approve the concrete to state that it is ready/suitable to roof over. We would typically provide a roofing very localized “pull test” to see if the roof system materials as specified stay adhered to the deck. This test does not document moisture that is in the deck.
VA Response: Test substrate for moisture content prior to installing new roofing membrane. Test in accordance with ASTM D4263, ASTM F2170 or ASTM D7954, as recommended by roofing manufacturer and installer. Do not install new membrane until moisture content is within the
P a g e 2 | 4 manufacturer’s requirements and recommendations for installation indicated and as required by manufacturer warranty.
Question 110: Section 223111 ‐2.2.C.1 calls for the softener tanks to be AMSE rated. We have been unable to find tanks that are AMSE rated for the size of this system. Can a basis of design be provided or can the ASME requirement be waived?
VA Response: Steel tank to be certified to comply with ASME Boiler and Pressure Vessel ratings but is not required to be ASME rated. Steel to meet the requirements same as the FRP tank. Culligan CSM Series and Cleaver Brooks make acceptable water softeners.
Question 111: The 16’ wide slide gates (alt #1) apparently do not have enough space to slide into the open position (25’ required).
VA Response: The 16’ slide gate adjacent to Building 9 shall be shifted towards building 9 in order to provide the full opening distance, required by the manufacturer, on the opposite side. There are products on the market that can meet the constraints of the space.
The guardrail detail on C502 shows a double faced w beam guardrail with rub rail. That doesn’t seem appropriate. What is intended? Perhaps a single faced standard w beam?
VA Response: The design intent is a single face guardrail beam without rub rail. The detail on C502 shows a general case with information for single‐ and double‐faced guardrails. Detail RI 34.5.3 may also be used. (See Page 3 of this document/Question 111 VA Response continued).

Question 111 VA Response
Question 112: Glass type GL‐3 “1 ¼” Laminated insulated glazing”, Is the 1 a typo? Or is the VA asking for Monolithic ¼” Laminated safety glass?
VA Response: Type GL‐3 1 ¼’ laminated insulated glazing is correct.
Question 113: Please clarify the Sizes and Dimensions of heighted Steel Structures:

VA Response: The size of the highlighted posts is W6X25 as described in General Sheet Note 4. of drawing S‐601. Refer to SF104 for the dimensions of the highlighted posts.
