About this file

This justification document supports a sole source award for a closed-circuit television (CCTV) system replacement project at a Department of Veterans Affairs medical center in Providence, Rhode Island. The project objectives are to fully replace the boilers and associated equipment in Building 10. A sole source award to Shanix Technology, Inc. is justified because they are the incumbent provider of the campus-wide CCTV system under a maintenance contract, and their system is standardized across all buildings. Using another vendor's cameras would not be compatible with the existing system drawings and specifications. Market research was deemed unnecessary since the intent is to maintain continuity with the current CCTV provider. The overall construction project will be competitively awarded as a set-aside for Service-Disabled Veteran-Owned Small Businesses, with the CCTV system considered a subsequent component.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C241‐22‐AP‐1250, Shanix Technology, Inc.

1. Contracting Activity: Department of Veterans Affairs, VISN 01, Station 650, Facilities Management

Service (138) VA Medical Center, 830 Chalkstone Avenue, Providence, RI 02908. The proposed procurement, Request for Proposal (RFP) 36C24122R0084 is to Replace Boilers in Building 10, Project 650‐19‐100.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The justification is to support the construction project to Replace Boilers in Building 10 at the VA Medical Center, Providence, RI that will be awarded as a firm‐fixed price contract. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, furnish labor and materials and perform work as required by drawings and specifications.

The objective of the project is to fully replace the boilers and associated equipment within Building

10. This justification is for Other Than Full and Open Competition for the procurement of certain construction materials. The use of a particular brand name for the items listed below of the construction materials requested is to accommodate standardization of these items throughout the facility for the following:

Shanix Technology, Inc.

Estimated value ‐ $164,250.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Shanix Technology, Inc. is under a current campus‐wide maintenance contract for the Closed‐Circuit Television (CCTV) System at the Providence VA Medical Center. The campus CCTV system maintenance contract requires the current camera company, Shanix Technology, Inc., on the maintenance contract to consume warranty service and repairs and future camera installations. In order to meet the requirements of the maintenance contract and to connect to the current system, the contractor must coordinate the new installation with the current camera maintenance company, Shanix Technology, system in use throughout the entire facility. It is not in the best interest of the VA to replace and change the current camera company or a different camera system that will not correlate to the existing system, drawings, and specifications that were developed for this specific project. To deviate from Shanix Technology poses a risk for additional costs and exposes the campus to a new system that will involve time for training and risks for potential failure for security and life and death situations. The current CCTV system has been working successfully without issues daily at this facility and is prominently regulated to set appropriate standards for security/life/safety measures/protocols.

4. Description of market research conducted and results or statement why it was not conducted:

The use of Shanix Technology, Inc. is a requirement for this project in accordance with paragraph 2.

above. The intent of the project is for replacing the boilers in Building 10 and to work with the existing CCTV system in place and being utilized throughout the entire Providence VA Medical Center. The VA requires Shanix Technology, Inc. to be used which is under the current maintenance contract and whose CCTV system is standardized in all buildings throughout the campus as well as Building 10. Having the Shanix Technology CCTV system maintains continuity and less risk for a CCTV system failure at this facility. The project is very critical, and the CCTV system is required to be working at all times, should the system be impaired, the Providence, VA Medical Center can mobilize on a day’s notice and contact Shanix Technology to address unforeseen issues during construction who has the capability to work on this particular system. The Shanix Technology CCTV system supports security/life/safety measures/protocols and keeps other internal facility systems safe with continuous real‐time monitoring for patients, visitors, and staff 24 hours a day.

In accordance with the Competition in Contracting Act (CICA), the system listed above is identified as brand name; however, the overall procurement will be competed as a Service‐Disabled Veteran‐ Owned Small‐Business (SDVOSB) Set‐Aside. This justification for Other Than Full and Open Competition for brand name only will be posted to Contracting Opportunities with the solicitation.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The items for which brand name approval is being requested are subsequent components to the overall construction project. This procurement will be competed and based on competition; the Contracting Officer will make a determination of fair and reasonable pricing prior to award.
