About this file

This is an Amendment 0001 to an RFQ for carpet cleaning services at the Seattle VA Regional Office, issued by the Department of Veterans Affairs Veterans Benefits Administration Acquisition Directorate. The amendment addresses vendor questions and clarifies key solicitation requirements.

The project encompasses approximately 59,478 square feet of flooring across Floors 1, 10, 11, 12, and 13 at the Jackson Federal Building, consisting primarily of carpet with approximately 288 square feet of VCT (vinyl composite tile) flooring located on the 12th floor (145 sq. ft.) and 13th floor (143 sq. ft.). The scope requires carpet cleaning and VCT cleaning with scrub/recoat finishing only—not full strip-and-wax service. Hallways, common circulation areas, and restrooms are explicitly excluded from the scope. Quotations are due by Friday, September 18, 2026, at 08:00 AM PDT and must be submitted via email to kimberly.tomasi@va.gov with the subject line "Quotation for RFQ 36C10D26Q0200, Carpet Cleaning Services." This is an unrestricted, open-market solicitation with no small business set-aside; all responsible offerors may compete regardless of socioeconomic status, though all vendors must maintain active SAM.gov registration at both quotation submission and award. Invoicing shall be submitted in arrears upon full completion, inspection, and acceptance of the work. Contractor and subcontractor employees must be U.S. citizens. The applicable Federal Wage Determination is No. 2015-5535, Revision 30 (dated 8/22/2026). Security screening and facility access will be provided by VA personnel.

VENDOR QUESTIONS & ANSWERS (Q&A)

RFQ – 36C10D26Q0200

VETERANS BENEFITS ADMINISTRATION

CARPET CLEANING SERVICES – SEATTLE VA REGIONAL OFFICE

1. QUESTION: Approximately how much of the 59,478 sq. ft. is carpet versus VCT?

ANSWER: VCT approximately 288 sq. ft (12th floor, 145 sq. ft; 13th floor, 143 sq. ft).

2. QUESTION: For the VCT areas, does “cleaning and waxing” mean a scrub/recoat of the existing finish, or is a complete strip-and-wax required?

ANSWER: Scrub/recoat.

3. QUESTION: Could you please confirm the VCT square footage or clarify whether a scrub-and-recoat or full strip-and-refinish process is required?

ANSWER: VCT approximately 288 sq. ft (12th floor, 145 sq. ft; 13th floor, 143 sq. ft)

4. QUESTION: Could you please provide us with the applicable Federal Wage Determination?

ANSWER: Wage Determination No: 2015-5535, Rev No: 30, Date of Last Revision: 8/22/2026. See attached.

5. QUESTION: Any security or badging requirements associated with this requirement?

ANSWER:

Security: Cleaners will need to go through building security screening (magnetometer, x-ray of items).

Badging: In VA space, VA employees will escort cleaning staff.

6. QUESTION: SAM.gov and the solicitation identify this procurement as unrestricted with no set-aside. However, Section E.2 also appears to state that an offeror must be a certified SDVOSB or VOSB. Can you please confirm that a company that is not certified as an SDVOSB or VOSB remains eligible to submit a quotation and receive an award?

ANSWER: This acquisition is UNRESTRICTED.

Section E.2 52.212-1 Addendum – Instructions to Offerors of the Solicitation is revised. The revised Section E.2 52.212-1 Addendum – Instructions to Offerors is attached to this Amendment and is hereby incorporated into Solicitation 36C10D26Q020.

Clause VAAR 852.215‑75, VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION), previously included in Section E.2.3, E.2.4c, and D.3 is hereby deleted in its entirety and shall not apply to this procurement.

A company does not need to be certified as an SDVOSB or VOSB to submit a quotation or be considered for award. All responsible offerors may compete, regardless of socioeconomic status. The offeror must have an active System for Award Management (SAM) registration both at the time it submits its quote and at the time of award (FAR 52.204- 7). Federal Contractors are required, conforming with RFO Part 4.203, to be registered in the SAM database at http://www.sam.gov and must enter all mandatory information prescribed by the system. Interested vendors are required to be registered in SAM at the time of quotation submission for compliance with the annual representations and certifications requirements. Failure to be registered through SAM, at the time of quotation submission, will result in the vendor’s ineligibility for award.

Executive Orders 14173 and 14168 require the following notice: “System updates may lag policy updates. SAM may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.”

7. QUESTION: Is the attached VAAR 852.219-75 certification required from every offeror, or only offerors claiming SDVOSB or VOSB status?

ANSWER: See Question Number 6.

8. QUESTION: Can you please confirm the required quotation submission method and destination? We found your email address for questions, but we did not see a separate email address or portal identified for quotation submission.

ANSWER:

RFQ DUE DATE AND SUBMISSION INSTRUCTIONS:
