About this file
This is a Pre-Bid Request for Information (RFI) Responses memorandum from the Department of the Air Force, 72d Air Base Wing (AFMC) at Tinker Air Force Base, Oklahoma, dated 21 August 2026, for Project WWYK250063 - INSTALL REACT VII FACILITY, B9001, POST V19.
The government provided responses to ten pre-bid RFIs to clarify project requirements for contractors preparing proposals. Key clarifications include: (1) no contractor-provided arc flash/coordination study is required, as the one shown on drawing E-602 is for information only; (2) the contractor's telecommunications scope is limited to pathway infrastructure only, including in-wall outlet backboxes, conduits, and pull strings routed to the nearest existing telecommunications cable tray system at Telecommunications Room 1 (TR-1) located approximately 100 feet east of the project site, with the government handling all cable pulling, terminations, patch panels, active electronics, and system testing; (3) abandoned electrical components designated for removal and reinstallation may be demolished and removed back to source as part of demolition scope; (4) Detail 2 on FA-101 applies to all pipe and raceways through fire-rated walls and vertical penetrations through the mezzanine deck; (5) blank boxes on E-101 represent low-power Government-Furnished Equipment powered by adjacent 120V duplex receptacles with no dedicated circuits required; (6) debris containment netting must be high-density polyethylene with ¼" mesh, 3.0-4.5 ounces per square yard, meeting NFPA 701 and ASTM E 84 requirements, with reinforced grommets at 18" on center and capability to accommodate 2" movement; (7) Door 103A requires a 90-minute fire rating and is motor-operated; and (8) Door 105A is an LHR 3070 Type 7 door with a 45-minute fire rating. Project points of contact include Cole Hixon (Project Manager), Mark Williams (Construction Inspector), Joshua Wheeler (CSAG Program Manager), and Billy Deal (Contracting Officer Representative).

1. This office reviewed the referenced RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals.
(1) With the drawings having an arc flash/coordination study on the drawing sheet E-602, will a contractor provided arc flash/coordination study be required on this project?
Government Response: No. The Arc Flash and Coordination Study shown on drawing E- 602 is for information only. A new, contractor-provided study is not required for this project.
(2) If arc flash/coordination study is required. How far upstream is the contractor supposed to go with the arc flash/coordination study based on General note 4 E-602.
Government Response: See response to RFI #1. No new study is required.
(3) The SOW is unclear on the extent of the telecommunication scope. Please provide more information on the telecommunication SOW.
a) Is the contractor to only provide inwall boxes and "stub-ups" for the base com to install the data? Yes. The contractor’s telecommunications physical scope of work is strictly limited to pathway infrastructure. The contractor shall provide and install all in-wall outlet backboxes, conduits, and pull strings.
b) Is the contractor to provide raceways back to the nearest communication rack in 9001. If so where is this rack located? Yes. The contractor shall install continuous raceways/conduits with pull strings routed from the new outlet locations back to the nearest existing telecommunications cable tray system.
The nearest active communications rack is located in Telecommunications Room 1 (TR-1) at Column Post T18, approximately 100 feet east of the project site. Conduit pathways must route back to the cable tray serving this terminal space.
c) Is the contractor to supply a full telecom system including wall mounted rack and fiber back to nearest telecommunication fiber rack within 9001. If so, where is the fiber rack located? No. The contractor is not responsible for supplying active network hardware, racks, fiber backbones, patch panels, or cabling. All cable pulling, terminations, patch panels, active electronics, and system testing will be performed by the Government (Base Communications) after construction completion.
c. Other? N/A
(4) For any electrical component on the east wall, that is to be removed and reinstalled for the fire rated wall, is abandoned after investigation; can these components be demoed and removed back to source as opposed to being reinstalled?
Government Response: Yes. If an electrical component (e.g., conduit, box, device) that is designated to be removed and reinstalled is found to be abandoned in place, the contractor shall remove the component and its associated wiring back to its source panel or junction box as part of the demolition scope.
(5) Is the Detail 2 on FA-101 applicable to all pipe and raceways through a fire rated wall? Is this applicable for ALL wall penetrations within this space, per detail note "1/2" MIN.
ANNULAR SPACE FILLED WITH FIRE RATED MATERIAL FOR FIRE RATED WALL
OR SILICON FOAM FOR NON-FIRE RATED WALL." Would this also be applicable for vertical penetrations through the mezzanine deck?
Government Response: Yes.
(6) What are the blank boxes drawn on E-101?
Government Response: The blank boxes shown on drawing E-101 represent low-power Government-Furnished Equipment (GFE). Their electrical power requirements are fully supported by, and shall be powered from, the adjacent 120V utility duplex receptacles already shown on the drawings. No dedicated branch circuits, disconnect switches, or specialized electrical hookups are required for this equipment.
