D. Interplant Solids Pipeline system

The Interplant Solids Pipeline system is used to transport solids between the JIWRF and

SSWRF plants to maximize efficient use of solids for anaerobic digestion and the production of heat-dried Biosolids. The Interplant Solids Pipeline system consists of four pipes (two 12-inch diameter pipes and two 14-inch diameter pipes), each approximately

12 miles long and intermediate structures that have valves, drainage facilities, and air release equipment. There is also a cathodic protection system that is not the responsibility of the Company.

E. JIWRF and SSWRF SCADA systems

The JIWRF and SSWRF SCADA systems are very similar to each other, but they operate independently. Nearly all process equipment has local control panels for local operator control. Instruments are located throughout the Water Reclamation Facilities (WRFs) to monitor operating parameters including equipment status, position, flow, level, pressure, and temperature. Approximately 250 Programmable Logic Controllers (“PLCs”) are distributed throughout the WRFs for monitoring and control of equipment. Most PLCs are connected to a plant network ring for communication. The Human Machine Interface

(“HMI”) system has multiple pairs of redundant servers, with clients (operator interface points) in area control rooms and in process areas, which are distributed throughout the

WRFs. Operator Interface Terminals (“OITs”) exist throughout the facilities at select locations for local interactions with processes or equipment. The historian system consists of a redundant pair of collector servers and a single storage server. Historian data is replicated to a server located at MMSD headquarters. See Exhibit B – Scope of

Services and Exhibit Q - Information Technology Requirements and Network

Responsibilities for additional details of the SCADA systems.

F. Collection and Conveyance System

The Collection and Conveyance System consists of the Metropolitan Interceptor Sewer

(“MIS”) System, the ISS (including the Northwest Side Remote Storage (NWSRS)

Tunnel) and the Conveyance SCADA system. An isometric diagram depicting the typical interconnection of the local sewers, the MIS and the ISS is shown in Figure A-4 located at the end of this Exhibit A.

a) MIS System.

The MIS System is the main sewage conveyance system that transports wastewater from the sanitary and combined sewer systems of the District’s 29 municipalities to the Water Reclamation Facilities. The MIS System includes:

• Intercepting structures

• Intercepting sewers ranging in size from 6-inch to 150-inch and include round, oval, and three types of “keyhole” special section pipe

Page 5 of 104 Exhibit A - Final Draft RFP 2025

• Manholes including local and drop connections integral to the manholes

• Diversion chambers

• Siphons including drop structures and riser structures

• Pressure sewers

• Gates and gate structures

• Pump stations and force mains

• Standby generators

• Switchgear and electrical equipment

• Control buildings, controls and building systems

• Combined sewer outfalls

• Sanitary sewer outfalls

Tables A-1 through A-3 located within this this Exhibit A list the locations of diversion chambers, pump stations and bypass gates respectively. Note that the

MIS System will include the Ryan Creek Interceptor starting in 2031.

Table A-14 located within this Exhibit lists the MIS locations with odor control facilities.

The MIS System is divided into seven drainage basin sub-systems for flow control and flow monitoring. Some sewage flow can be diverted between drainage basin subsystems to JIWRF or SSWRF using flow control structures. Some sewage flow can also be diverted to the ISS. Flow diversion operation can be controlled automatically or by manual control.

The combined sewer outfalls and sanitary sewer outfalls convey combined or sanitary sewage to receiving waters when the volume available for combined and sanitary sewage in the ISS is reached or when the capacity of an MIS is exceeded.

The combined sewer service area encompasses approximately 24 square miles in the central portion in the City of Milwaukee and in the eastern portion of the

Village of Shorewood (see Figure A-1). These municipalities own, operate and maintain their combined sewers. The District owns and is responsible for the combined sewer outfalls. There are 113 combined sewer outfalls as listed in the

WPDES Permit and as listed in Table A-4 located at the end of this Exhibit A.

There are dam boards and gates located in some combined sewer outfall structures that prevent sewage from overflowing to nearby watercourses and prevent surface waters from entering the MIS System.

The separate sanitary sewer service area encompasses the remainder of the 352 square mile service area (see Figure A-1). All municipalities own, operate, and maintain their sanitary sewers. The District owns and is responsible for the 11 sanitary sewer outfalls listed in Table A-5 of this Exhibit A. There are dam boards

Page 6 of 104 Exhibit A - Final Draft RFP 2025 and gates located in some sanitary sewer outfall structures that prevent sewage from overflowing to nearby watercourses and prevent surface waters from entering the MIS System.

b) ISS That Includes the NWSRS Tunnel.

The ISS and NWSRS Tunnel store wastewater that is pumped out by the ISS

Pump Station as treatment capacity is available. The ISS and NWSRS Tunnel include:

• Control buildings

• Junction and diversion chambers

Wastewater is pumped out of the ISS using three ISS pumps located at the ISS

Pump Station at JIWRF. The ISS pumps have a rated capacity of 70 MGD each.

Table A-15 located at the end of this Exhibit lists the ISS site locations, type, facilities, structures and carbon volume at each site.

c) Conveyance SCADA System.

The Conveyance SCADA system monitors and controls the Metropolitan

Interceptor Sewer (MIS) System, Inline Storage System (ISS), pump stations, diversion structures, overflow structures, weather stations, and monitoring sites.

The Conveyance SCADA system utilizes approximately 165 programmable logic controllers (PLCs) distributed across the system to provide local and remote control functions. The system extends further to an additional 83 (approximately) sites that are hardwired or connected via remote I/O radios. A combination of private radios, microwave radios, network devices, and cellular modems provide

SCADA system communication between the PLCs and the central control room located at JIWRF. The Human Machine Interface (HMI) system has a pair of redundant servers, with clients located at JIWRF, and in the ISS pump station.

The Historian system consists of a redundant pair of collector servers and a single storage server. Historian data is replicated to a server located at MMSD headquarters. See Exhibit B – Scope of Services and Exhibit Q - Information
