About this file
This document is Exhibit E - Minimum Staffing Plan from a final draft Request for Proposal (RFP) for 2025, detailing comprehensive staffing requirements for water resource facilities (WRFs). The staffing plan encompasses 237 required positions across multiple departments including Management Staff, WRF Operations Staff, Maintenance Staff for JIWRF and SSWRF facilities, Asset Management Staff, Conveyance Operations and Maintenance Staff, Fleet Maintenance Staff, Seasonal Skimmer Staff, and Workforce Development Staff. Key positions are designated as critical and cannot be vacant, with specific certification requirements for roles such as WRF Operations Managers, who must possess advanced Wisconsin Department of Natural Resources (WDNR) wastewater certifications.
The document outlines strict staffing guidelines, including provisions that no individual can hold multiple roles simultaneously (except temporarily), and that key positions must always be filled or face fee reductions. The staffing plan includes leadership roles with lead positions in various departments, such as Powerhouse Maintenance Mechanics, Machinists, and Instrument Technicians. Notably, the plan requires cross-training for positions with only one allocated staff member and mandates that staffing shortages must never cause service disruptions, with any such disruption considered a Company Event of Default subject to fee reductions. The plan also includes provisions for workforce development, with positions for operators and technicians in training, and skilled trade apprenticeships to ensure ongoing professional development and succession planning.

EXHIBIT E
MINIMUM STAFFING PLAN
General Provisions
A. Per Section 3.02 of the Service Agreement, a fee reduction will be taken for Required Positions that are vacant past the 90-day grace period. However, the Required Positions do not represent all positions necessary to complete the Scope of Services. Certain functions may be staffed at the Company’s discretion, including: assistant general management, human resources, accounting, general administrative support and legal services. Housekeeping may be contracted out or performed by staff outside of the Minimum Staffing Plan. In addition, there are several items in the Scope of Services that are specifically called to be contracted out, including nitrogen system inspection and maintenance, baghouse inspections, roof inspections, the stack inspection and structural inspections.
B. No fee reduction will be taken for absences protected by the Family and Medical Leave Act, the Wisconsin Family and Medical Leave Act, or Military Leave for members of the National Guard or Reserves.
C. One individual cannot hold multiple roles under the Minimum Staffing Plan, except on a temporary basis to provide coverage for vacations or illness.
D. Key Positions must have someone in the role and are not allowed to be vacant for any length of time, or a Fee Reduction will be applied. Other staff may be temporarily assigned to fill a Key Position role; however, persons in other Key Positions are not eligible. Key Positions are italicized below.
E. For positions where only one position is included in the Minimum Staffing Plan, the Company must ensure other positions are cross-trained and able to provide coverage in instances of absences, unexpected or otherwise.
F. The Company shall determine how to structure staff, shifts and working hours to provide the coverage required by the Scope of Services. Lack of staffing must never be the cause of a service disruption. A service disruption due to lack of staffing is a Company Event of Default and will subject the Company, at a minimum, to Fee Reductions as set forth in Exhibit C.
