About this file

This document is Exhibit D - Final Draft RFP 2025, which details a fee structure and payment terms for a contract between a District and a Company for maintenance and operational services at water resource facilities. The contract term begins March 1, 2028, and covers various services including sewer televising, cleaning, lawn mowing, snow removal, maintenance activities, and corrective maintenance across multiple facilities such as Jones Island Water Resource Facility (JIWRF) and South Shore Water Resource Facility (SSWRF).

The pricing mechanism includes a complex fee adjustment system based on an annual Base Cost Blended Index (BCBI) that combines the U.S. Department of Labor's Employee Cost Index (55%) and the Consumer Price Index for the Midwest region (45%). The document outlines detailed pricing for specific tasks like sewer televising (ranging from 23-inch to 73-inch sewers), structure inspections, lawn mowing, and snow removal, with rates to be filled in. Additionally, the contract includes provisions for pass-through items, corrective maintenance, and fee adjustments based on differing operational conditions such as daily average flow, BOD (Biochemical Oxygen Demand), and blended sludge volume, with credits and payments calculated based on predetermined thresholds.
