About this file
This document is a technical specification section (02513) for Superpave Performing Asphalt Pavement, prepared in accordance with Pennsylvania Department of Transportation (PennDOT) Publication 408 specifications. The specification covers asphalt concrete paving work, including restoration of road and shoulder subbase, base course, binder course, and wearing course, with the goal of rendering disturbed areas equal to or better than their original condition. The document provides comprehensive guidelines for materials, construction methods, and quality assurance, specifying that contractors performing roadway surface restoration within PennDOT right-of-way must be prequalified by PennDOT.
The technical specification details material requirements, including the use of PennDOT 2A Modified Course Aggregate for trench backfill and roadway base course, and mandates that Superpave base, binder, and wearing courses conform to specific PennDOT sections. Weather limitations are strictly defined, with minimum temperature requirements for applying prime and tack coats and constructing surface courses. The specification also outlines detailed execution requirements, such as subgrade preparation, proof rolling, aggregate base construction, and maintenance obligations, emphasizing that the contractor must maintain pavements in "like new" condition throughout the contract duration and replace any damaged paving at their own expense.

B. Superpave Asphalt Mixture Design, HMA Base Course - Section 02545.
C. Superpave Asphalt Mixture Design, HMA Binder and Wearing Course – Section 02547.
1.1 REFERENCE STANDARDS
A. Pennsylvania Department of Transportation (PennDOT) Publication 408, Specifications latest edition. Note that PennDOT uses the term "Superpave" for Superpave Performing Asphalt Concrete. Detail specification reference to "Superpave" is provided for consistency with PennDOT terminology.
1.2 SUBMITTALS
A. Material Certificates: Provide copies of materials certificates signed by material producer and Contractor, certifying that each material item complies with, or exceeds, specified requirements.
1.3 QUALITY ASSURANCE
A. Comply with PennDOT specifications.
B. Contractors performing roadway surface restoration or shoulder restoration within PennDOT right-of-way shall be prequalified by PennDOT to perform such work.
02513-2
1.4 SITE CONDITIONS
A. Weather Limitations:
1. Where specifications require prime and tack coats, apply when ambient temperature is above 50oF, and when temperature has not been below 36oF for twelve (12) hours immediately prior to application. Do not apply when base is wet or contains an excess of moisture.
2. Construct Superpave surface course when atmospheric temperature is above 40oF, and when base is dry. Base course may be placed when air temperature is above 35oF and rising.
B. Grade Control: Establish and maintain required lines and elevations.
PART 2 - PRODUCTS
2.1 MATERIALS
A. General: Use locally available materials and gradations which exhibit a satisfactory record in previous installations.
B. Trench backfill within all Municipality and PennDOT roadways shall be PennDOT 2A Modified Course Aggregate as specified in Section 703 of PennDOT Publication 408.
C. Roadway Base Course for all Municipality roads shall be PennDOT 2A, Modified Course Aggregate as specified in Section 703 of PennDOT Publication 408.
D. Superpave base course shall conform to PennDOT Section 309.2.
E. Superpave binder course shall conform to PennDOT Section 409.2.
F. Superpave wearing course shall conform to PennDOT Section 409.2.
G. Bituminous tack coat shall conform to PennDOT Section 460.2.
H. High Early Strength Concrete Pavement and Reinforcement shall conform to PennDOT Standard Drawing RC-26 "Concrete Pavement Maintenance".
PART 3 - EXECUTION
3.1 SUBGRADE PREPARATION
A. Maintain conditions suitable for construction by removal of damaged pavement, base or subbase. Replace damaged pavements with a new section of Asphaltic or Portland Cement concrete pavement meeting the requirements of this
02513-3 specification. Subgrade shall be defined as the soil base, backfill or fill upon which the project's stone, concrete, masonry, or bituminous pavements are constructed.
B. Proof roll prepared subgrade, in accordance with Specification to check surface for unstable areas and areas requiring additional compaction.
C. All proof rolling will be performed by the Contractor and observed by the Engineer and/or his/her representative.
D. Notify the Engineer of unsatisfactory conditions. Do not begin paving work until deficient subgrade areas have been corrected and are ready to receive paving.
3.2 PROOF ROLLING
A. Equipment used for proof rolling shall be self-propelled vibratory steel drum roller imparting a total static and dynamic force of at least 300 pounds per inch of drum width.
B. Proof roll area before filling begins, to detect soft or yielding soils. Correct soft or yielding areas by scarifying and drying or moistening as conditions warrant.
C. Recompact and proof roll area again to verify soil stability.
D. If, in the opinion of the Owner or Engineer the unstable areas require undercutting, undercut the area as directed and refill with satisfactory material.
3.3 AGGREGATE BASE CONSTRUCTION
A. Aggregate base courses shall be placed at the thicknesses, elevations, and locations required for restoration to the original condition and as indicated on the plans. All construction shall conform to Section 350.3 of the PennDOT specifications.
3.4 SUPERPAVE
A. Superpave shall be placed to the thicknesses, elevations, and locations shown on the drawings. All construction shall conform to PennDOT Publication 408.
B. All paving and pavement markings removed or damaged by construction operations, shall be replaced in kind and/or repaired as specified herein and as shown on the drawings. All paving damaged beyond limits herein specified, shall be replaced with new paving at the Contractor's expense.

If the adjustments are not made by the owners of such facilities, the Contractor shall make the adjustments at his expense and it shall be considered that he has checked this with the utilities and made allowance for same in his bid.
E. All openings or holes cut through any paving for test holes, borings, well points or for any reason shall be replaced in accordance with these specifications at Contractor's expense.
F. An application of asphalt, suitable to the surface course, shall be provided at all locations where new bituminous paving joins existing bituminous paving and other structures. At required locations a paving notch, a minimum of five (5) foot in width, shall be cut to feather the new paving into the old paving.
