About this file
This document is a technical specification section (Section 02507) from the Pennsylvania Department of Transportation (PennDOT) describing requirements for concrete sidewalk and handicap ramp construction. The specification provides comprehensive guidelines for contractors performing sidewalk and accessibility ramp installations, including detailed requirements for materials, installation methods, subgrade preparation, concrete placement, finishing, and quality standards. The document specifies that contractors must construct four-inch thick plain cement concrete sidewalks and handicap ramps on a six-inch aggregate subbase, with provisions for removing and resetting adjacent facilities like traffic signs, fences, and utility boxes.
The technical specification mandates strict material requirements, including using air-entrained (6%) PennDOT Class AA concrete with a 3,750 p.s.i. strength and a maximum water-cement ratio of 0.47. Contractors must follow PennDOT Publication 408 specifications, use AASHTO No. 57 aggregate subbase, and adhere to specific construction techniques such as proper subgrade preparation, compaction, joint placement, and curing methods. The specification includes precise technical details about aggregate placement, formwork, concrete finishing, and acceptance criteria, with explicit instructions that any defects must be repaired or replaced at the contractor's expense and that sidewalks must meet specific engineering standards for grade, texture, and water drainage.

SECTION 02507
CONCRETE SIDEWALK AND HANDICAP RAMPS
PART 1 GENERAL
1.1 WORK INCLUDED
A. Contractor shall furnish all materials, implements, machinery equipment, tools, supplies, transportation, labor and supervision required to construct a four (4”) inch minimum plain cement concrete sidewalk or handicap ramp on a minimum four (6”) inch aggregate minimum subbase, including removal, adjustment, resetting or replacement of adjacent facilities including but not limited to traffic signs, fences and utility boxes. Every attempt shall be made by the contractor to meet an approved HANDICAP RAMPS as per the attached details.
1.2 RELATED WORK SPECIFIED ELSEWHERE
A. Concrete Curb and Curb Walls - Section 02506
1.3 REFERENCE STANDARDS
A. Pennsylvania Department of Transportation (PennDOT) Publication 408, Specifications, latest edition.
1.4 SUBMITTALS
A. Material Certificates: Provide copies of material certificates signed by material producer and Contractor, certifying that each material item complies with, or exceeds, specified requirements.
02507-2
PART 2 PRODUCTS
2.1 MATERIALS
A. Accessible ramps shall conform to PennDOT publication 408 and design drawings
RC-67M.
B. Concrete sidewalks shall conform to PennDOT publication 408, section 676 and design drawings RC-67M.
A. Concrete:
1. Shall be air entrained (6%), 3,750 p.s.i. PennDOT Class AA concrete in accordance with Section 704 of PennDOT Specifications, Publication 408, latest edition. Maximum water-cement ratio shall not exceed 0.47.
B. Aggregate Subbase:
1. Shall be AASHTO No. 57 (PADOT 2A) material meeting the requirements of Section 703.2, PaDOT Specifications, Publication 408, latest edition.
C. Premolded Expansion Joint Filler:
1. Shall be ½-inch thick fiber expansion joint filler.
D. Curing Materials:
1. Shall be white polyethylene sheeting, burlap, or clear or white liquid membrane-forming curing compound in accordance with PaDOT Specifications, Publication 408, latest edition.
PART 3 EXECUTION
3.1 SUBGRADE PREPARATION
A. The sidewalk area shall be excavated to the proposed subgrade line. The excavation shall include the removal of existing paving or sidewalk, if necessary and the disposal of all excess material.
B. The subgrade line shall be ten (10”) inches below and parallel to the finished grade.
When directed, remove and replace unsuitable material with acceptable material, as approved by the Engineer.
02507-3
C. The subgrade shall be compacted to a firm, even surface and moistened as necessary to prevent absorption of water from the concrete.
D. All sewer vent boxes, gas, and water service valve boxes shall be reset to finished grade.
3.2 AGGREGATE PLACEMENT
A. The aggregate shall be placed on the prepared subgrade to form properly compacted base 6-inches deep.
B. The top surface of the aggregate base shall be four (4”) inches below and parallel to the finished grade which shall have a transverse grade of ¼-inch per foot sloping towards the roadway, unless otherwise directed or indicated.
3.3 FORMWORK
A. Shall be acceptable wood or metal forms extending the full depth of the concrete.
B. The forms shall not be removed until at least twelve (12) hours after placing the concrete.
C. After the removal of forms, honeycombed areas shall be filled with mortar.
D. After the concrete has cured for at least forty-eight (48) hours and the forms have been removed, backfill the spaces adjacent to the sidewalk, using acceptable material.
3.4 JOINTS
A. Expansion joints shall be placed at the following locations: Opposite expansion joints in adjacent curb, between the sidewalk and curb, between the sidewalk and rigid structures, and elsewhere at intervals not exceeding twenty-eight (28’) feet transversely.
B. Contraction joints having a depth of 1-inch and a width of ¼-inch shall be formed by scoring the pavement at intervals not exceeding four (4’) feet both longitudinally and transversely or as directed by the Engineer to give a uniform appearance.
C. All joints shall be neatly edged with a ¼-inch radius edging tool.
02507-4
3.5 PLACING AND FINISHING
A. Concrete shall be placed on the moist aggregate base to a depth of 4-inches, compacted and screeded to the proper grade.
B. When the concrete has firmed to a suitable consistency, the surface shall be finished with a broomed finish.
C. The finish surface shall be granular in texture and all edges shall be rounded to a radius of ¼ inch.
D. In accordance with Section 704 of PaDOT Specifications, Publication 408, latest edition.
E. Carbon copies of all concrete delivery slips, indicating quantity and mix design, shall be given to the engineer, daily, for each delivery.
3.6 PROTECTION AND CURING
A. Traffic shall be excluded and the sidewalk shall be protected and cured for a period of not less than forty-eight (48) hours after completion.
B. If polyethylene sheets of burlap are used for curing they shall be properly weighted down and the concrete shall be kept moist through the curing period.
C. Concrete sidewalk shall not be placed when the air temperature is below 40F unless approved precautions are taken to prevent freezing.
3.7 ACCEPTANCE
A. All defects found shall be repaired or replaced by the Contractor, at his expense, to the full satisfaction of the Engineer prior to acceptance.
B. Concrete sidewalk which ponds water at any location is not acceptable and must be removed and replaced at the Contractor's expense. The extent of replacement will be determined by the Engineer.
