This document is a technical specification section for Storm Sewer Pipe installation, likely for a municipal or transportation infrastructure project. The specification details the requirements for furnishing and installing High-Density Polyethylene (HDPE) storm sewer pipes, including comprehensive guidelines for excavation, pipe handling, bedding, jointing, and testing. The work encompasses installing storm sewer piping at specified depths, including all necessary excavation, removal of excess materials, connecting to existing structures, backfilling, compaction, restoration, and testing. The specification mandates that all HDPE pipe shall be manufactured according to ASTM F2648 standards, with smooth interior and annular exterior corrugations, and shall include storm sewer piping, manholes, inlets, endwalls, and associated structures.
The technical specification provides detailed requirements for pipe materials, including specific standards from ASTM, PennDOT, and other engineering organizations. The contractor is required to submit comprehensive product data, shop drawings, and guarantee certificates from the pipe manufacturer. Testing procedures include a Mirror Test to check alignment and potential television inspection of installed lines by the owner. The specification emphasizes strict quality control, with all defects to be repaired or replaced at the contractor's expense and to the full satisfaction of the owner. Pipe installation must follow precise guidelines for excavation, bedding, alignment, and jointing, with careful attention to preventing water infiltration and maintaining proper grade and positioning.

PART 9 EXECUTION
10.7 EXCAVATION AND BACKFILL
O. Excavation shall include the removal of material of whatever nature encountered within the limits of excavation, from the top of existing grade, or from the pavement subgrade line when existing paving is to be removed, to the pipe subgrade.
P. All slides, cave-ins, or unauthorized excess excavation shall be at the cost of the
Contractor and he shall backfill, without compensation, any cavities so caused with suitable satisfactory material including concrete or masonry if the Engineer determines such material necessary.
Q. Pipe failure may result if the design trench width is exceeded. If the trench width exceeds the width used for design, a better class of bedding or stronger pipe, or both must be provided, if directed by the Engineer.
R. Open no more trench in advance of pipe laying than is necessary to expedite the work.
334100-5
S. Excavate trenches to a width that will provide adequate working space, but not more than the maximum design width. Do not undercut trench walls.
T. Excavate trenches below the pipe invert a sufficient distance to provide space for the pipe bedding. Carry trenches in ledge rock, compact rocky or gravelly soil, or other unyielding materials below the bottom of the pipe at least one fourth of the outside diameter of the pipe, or in 4 in., whichever is greater. Refill the space beneath the pipe with specified pipe bedding material.
U. Excavate holes at each bell to provide full-length barrel support of the pipe and to prevent point loading at the bells or couplings.
V. Sheathing and shoring shall be used along the trenches, and shall be placed as required and necessary. It shall be left in place and shall be of sufficient strength to withstand all external pressures.
W. Additional requirements for pipe trench excavation, backfill and compaction shall be as specified herein for the appropriate conditions.
11.8 PIPE HANDLING
X. Protect pipe during handling against impact shocks and free fall.
Y. After delivery alongside the trench, the inspector will carefully examine each section of pipe for soundness and specification compliance. Unacceptable pipe will be marked with paint or other permanent marking material so that the marks would be plainly visible if the pipe was placed in the trench. The inspectors presence or lack thereof, does not relieve the contractor of any responsibility. No defective pipe is to be installed.
12.9 CLOSING ABANDONED UTILITIES
A. Close open ends of abandoned underground utilities which are indicated to remain in place. Provide sufficiently strong closures to withstand hydrostatic or earth pressure which may result after ends of abandoned utilities have been closed.
B. Close open ends of concrete or masonry pipe with not less than three (3) feet of flowable concrete fill and 8" thick brick masonry bulkheads.
STORM SEWER PIPE 02723-6
C. Close open ends of piping with threaded metal caps, plastic plugs, or other acceptable methods suitable for size and type of material being closed. Wood plugs are not acceptable.
D. Close manhole openings with not less than twelve (12) inches of brick masonry and parging.
3.4 PIPE BEDDING AND SUBGRADE PREPARATION
Z. Surface grade fill material or trench subgrade beneath the pipe to provide a uniform, firm and continuous support beneath the pipe at all points between bell holes or pipe joints. Densify fill material beneath the pipe.
AA. Carefully prepare bedding so that the pipe after installation will be true to line and grade.
BB. After each pipe has been brought to grade, aligned, and placed in final position, deposit and densify sufficient bedding material under the pipe haunches and on each side of the pipe to hold the pipe in proper position during subsequent pipe jointing, bedding, and backfilling operations. Deposit bedding material uniformly and simultaneously on each side of the pipe to prevent lateral displacement.
CC. The excavation into which the pipe is being laid shall be kept free from water and no joints shall be made underwater. Water shall not be allowed to rise in excavation until joint is complete. Care shall be used to secure watertightness and to prevent damage to joints during backfilling. All pipe joints shall be watertight within allowances established by these specifications.
13.5 PIPE LAYING
DD. Pipe laying shall be in accordance with ASTM D 2321 and per the manufacturer’s recommendations.
B. Pipe laying shall be accomplished only in the presence of the Engineer, or an authorized representative. Adequate and suitable equipment and appliances for safe and convenient handling and laying of pipes shall be used.
C. No pipe shall be placed upon a foundation into which frost has penetrated, nor at any time when the Engineer shall deem that there is a danger of formation of ice or penetration of frost at the bottom of excavation. Where the foundation is
334100-7 unsuitable, as determined by the Engineer, a stone or gravel foundation shall be placed and tamped to form an acceptable bed for the pipe.
D. Pipe shall be laid so that when completed, the interior bore will conform accurately to grades and alignment indicated by the contract documents or directed by the Engineer.
E. Pipes shall be thoroughly cleaned before they are laid and shall be kept clean until acceptance of completed work. Open ends shall be provided with a stopper carefully fitted so as to keep dirt and other substances from entering the pipe.
Unless approved otherwise by the Engineer, a stopper shall be kept in the end of the line when work is not in progress.
F. Whenever practicable, start pipe laying at the lowest point and install the pipe so that the spigot ends point in the direction of flow.
G. Unless otherwise required, lay all pipe straight between changes in alignment and at uniform grade between changes in grade.
H. Before joints are made, each pipe shall be well bedded and no pipe shall be brought into position until the preceding length has been thoroughly secured in place.
I. Clean joint contact surfaces immediately prior to jointing. Use lubricants, primers, or adhesives as recommended by the pipe or joint manufacturer.
14.6 TESTING AND ACCEPTANCE
EE. The Contractor shall cooperate and furnish all equipment, labor, and assistance necessary to perform testing required by the Engineer unless otherwise specified.
B. Upon completion and after backfill, the Engineer shall conduct a Mirror Test. The test will be accomplished by flashing a light from one end upon a mirror on the other end to check for poor alignment, misplaced pipe or other defects.
C. The Owner reserves the right to perform an internal television inspection of the lines installed under this contract. Television inspection equipment will be supplied by the Owner.
STORM SEWER PIPE 02723-8
