About this file

This is a technical specification document for basic mechanical materials and methods at Tinker Air Force Base, Oklahoma, effective April 2019.

The specification establishes mandatory standards and requirements applicable to Divisions 21 (Fire Suppression), 22 (Plumbing), and 23 (Heating, Ventilating, and Air Conditioning) work. Materials and equipment must be standard products from manufacturers with at least two years of satisfactory commercial or industrial use in similar applications, or alternatively, products with a certified record of 6,000 hours of field operation. All equipment requires manufacturer nameplates with name, address, model number, and serial number. Contractors must submit product data and certifications for government approval and provide qualified permanent service organizations reasonably convenient to the installation. Motors, controllers, disconnects, and contactors must be furnished with equipment and conform to IEEE C2 and NFPA 70 electrical standards. Single-phase motors must meet high-efficiency standards per NEMA MG 11, and polyphase motors must meet high-efficiency characteristics per NEMA MG 10 and Table 12-6C of NEMA MG 1. Controllers for motors rated one horsepower and larger must include electronic phase-voltage monitors for protection against phase-loss, undervoltage, and overvoltage conditions.

Painting requirements vary by application and temperature exposure. Factory painting systems must withstand 125 hours of salt-spray fog testing per ASTM B117 for indoor equipment or 500 hours for outdoor equipment, with no blistering, wrinkling, cracking, or rust creepage beyond 0.125 inch. Shop-applied systems for metal surfaces require pretreatment and primer applications with specific dry film thicknesses depending on temperature exposure: surfaces below 120°F require pretreatment primer (0.3 mil minimum), primer (1 mil minimum), and two enamel coats (1 mil per coat); surfaces between 120-400°F require two heat-resisting enamel coats (2 mils total); surfaces above 400°F require two 600°F heat-resisting paint coats (2 mils total). All work must be installed for accessibility of components requiring periodic inspection, operation, maintenance, and repair.
