About this file

This document is the Instructions for Preparing Certified Reports issued by the State of Ohio for prevailing wage compliance in 2024. The file serves as guidance for contractors and construction professionals working on public works projects in Ohio, detailing the requirements and procedures for documenting and certifying prevailing wage payments to workers. The instructions establish the format, content, and submission standards for certified payroll reports that must accompany payment requests on state-funded or state-regulated construction projects. These instructions apply to all contractors and subcontractors engaged in public works activities within Ohio's jurisdiction and are mandatory for project compliance and payment processing.

The certified reports must document worker classifications, hourly wage rates, hours worked, and fringe benefits paid in accordance with Ohio's prevailing wage requirements. Contractors must submit these reports according to specified timelines and formats to verify compliance with prevailing wage laws before payment can be released. The instructions provide detailed procedures for record-keeping, calculation methodologies, and documentation standards to ensure transparency and accountability in wage compliance. Failure to submit accurate and timely certified reports can result in payment delays, penalties, and potential disqualification from future public works projects in Ohio. These requirements apply to the Rockefeller Greenhouse Campus CM-R Improvements project in Cleveland and any subcontractors or design-build partners engaged in construction activities on this project.
