INTRODUCTION:
The Department of the Treasury has a requirement for a new CommScope SYSTIMAX SCS telecommunications cable plant installation at 701 Madison Place, Washington DC, NW.
Qualified bidders shall be and/or utilize CommScope Certified Value Added Resellers(VAR’s).
CommScope Certified Installation technicians shall be required to perform the work.
OVERVIEW:
The Department of the Treasury is going to be renovating their 2nd floor space located at 701 Madison Place NW, Washington DC. This renovation is limited to the 2nd floor. Treasury is requesting the implementation of a “Structured Connectivity Solution”, which will herein be referred to as the SCS. The purpose of the SCS is to integrate all of the Voice over Internet Protocol (VoIP), Digital voice, Analog voice and Network LAN Data signals, both unclassified (DO-LAN), classified (TSDN-TFIN) and CCTV System onto a common cable distribution platform utilizing open office architecture. The designed SCS will consist of homerun and zoned horizontal cabling.

Common Cabling Platform
Coverage Area Subsystem, The Coverage Area Subsystem is the Information Outlet (IO). It’s terminated on the end of the horizontal cable that provides modular connectivity to a single point device The SCS design will provide this interface in close proximity to any device. 701 Madison Place v1 Page 3 of 10 addition, the SCS design will consider the length of the modular cords from the Coverage Area to the device in calculating the 90-meter distance limitation as specified in the TIA/TIA-568B standard
Horizontal Subsystem, The Horizontal Subsystem connects the Coverage Area to the Telecommunications Closets (TC). One LAN Closet per floor – Room 2004. Horizontal cabling incorporated in the SCS design for this building will consist of Green CAT6a 24 AWG unshielded twisted copper cable for DO LAN data, Blue CAT6 AWG unshielded twisted copper cable for telephony/CCTV, Yellow Cat6a 24 AWG unshielded twisted copper cable for the TFIN LAN data and Red 50m OM4 fiber optic cable supporting the TSDN LAN data.
They shall be wired in a star/zoned configuration where the cabling connects from the TC to a ceiling mounted zone box for each of the three networks. From the ceiling mounted zone boxes manufactured RJ 45 single ended solid patch cords and fiber optic patch cords will connect to the IO at each work outlet location. The SCS design will not only be in compliance with all communications industry standards but also in compliance with all local codes and standards. The SCS design will also create a fully operational system without restrictions, and should provide maximum flexibility for future utilization by the Department of the Treasury.
Administration Subsystem
The Administration Subsystem links all of the subsystems together at the TC and will consist of, 360 GS6-2U 48 port patch panels and copper patch cords for the DO LAN and TFIN LAN; 1000G2-4U-IP-DS fiber optic shelves and fiber patch cords for the TSDN LAN. The SCS design will include a comprehensive labeling plan for all terminating hardware and information outlets. The labeling plan will be in accordance with TIA/EIA-606, the Administration Standard for the “Telecommunications Infrastructure of Commercial Buildings” and the Department of the Treasury requirements.
Riser Backbone Subsystem
The SCS fiber optic cabling design utilizes 50/125 um multimode armored cable to provide connectivity, via the Administration Subsystem, from the LAN data Equipment Rooms, Main Cross connect hardware to the Horizontal Subsystem in the Telecommunication Closet
SCOPE-OF-WORK:
This furnish and install request covers the installation of CAT6a horizontal four (4) pair data cabling, CAT6 horizontal four(4) pair data, 48 strand 50/125m multimode fiber optic cable, 24 strand 50/125m multimode armored fiber optic backbone cable and RG11 coax backbone cable with associated terminating & support hardware and telecommunications information workstation outlets as described herein and attachments.

UNCLASSIFIED (DO LAN- TELEPHONY/CCTV) HORIZONTAL CABLING:
(Tri-plex – Dual Green Cat6a – Single Blue Cat6)
1. The Information Outlet ends of the CAT6a DO LAN data horizontal cabling shall be terminated on MGS600-226 Green Information Outlets in wall or furniture mounted faceplates.
2. The Information Outlet ends of the Cat6 Telephony/CCTV horizontal cabling shall be terminated on MGS400-318 Blue Information Outlets in wall or furniture mounted faceplates.
3. The zone box end of the DO LAN and Telephony/CCTV horizontal cabling shall be terminated on 360-PM-GS6-2U 48 Port Panels in a ceiling mounted zone box.

4. The TC end of the CAT6a DO LAN Data cabling shall be terminated on 360-PM-
GS6-2U 48 Port Panels mounted in Chatsworth Standard 19” Wide, 7Ft High open
Relay Racks
5. The TC end of the CAT6 Telephony/CCTV cabling terminates on 110 hardware on the wall board in LAN room 2004.
6. Provide all appropriate labeling for horizontal cabling at the TC and workstations according to industry standards (EIA/TIA 606) and Treasury instructions.
7. The horizontal cabling from the TC to the zone box and IO shall be routed on the unclassified cable tray and J-hooks installed above the access ceiling.
UNCLASSIFIED (DO LAN) FIBER RISER CABLING: (LazrSPEED® - 50/125m)
(TC- LAN room 2004 to MC- SB DO LAN Core)
1. Fiber Optic Riser Cable for the Treasury DO LAN Data shall be terminated in 600G2-1U
Fiber Optic Shelves with LC connectors at the MC and 600G2-2U Fiber Optic Shelves with LC connectors at the TC. These shelves shall be mounted in open relay racks.
2. The Fiber Optic Riser Cabling Pathways consists of ladder type Cable Tray and vertical floor sleeves.
3. Provide all appropriate labeling for the riser cabling in compliance with EIA/TIA 606 standards and Treasury instructions at both the MC & TC.
4. Provide fire stop in compliance with EIA/TIA 569.
5. Installation contractor prior to ordering cable shall verify the riser cable lengths.
LazrSPEED-50m 1 Cable Run 300 Ft. 24 Fibers 48 Terminations
CLASSIFIED(TSDN) FIBER HORIZONTAL CABLING: (LazrSPEED® - 50/125m – 48 strand)
1. The Information Outlet end of the TSDN LAN data horizontal 4 strand fiber optic cabling shall be terminated on SC connectors in a surfaced mounted box.
2. The zone box end of the TSDN LAN data horizontal 48 and 24 strand fiber optic cables(one each per zone box)shall be terminated on LC connectors in a ceiling mounted zone box.

3. The TC end of the TSDN LAN data horizontal 48 and 24 strand fiber optic cables shall be terminated on LC connectors in 1000G2-4U-IP-SD fiber optic shelves in a
Chatsworth Standard 19” Wide, 7Ft High open Relay Racks
4. Provide all appropriate labeling for horizontal fiber cabling at the TC and workstations according to industry standards (EIA/TIA 606) and Treasury instructions.
5. The horizontal fiber optic cabling from the TC to the zone box and IO shall be routed on the classified cable tray and J-hooks installed above the access ceiling.
CLASSIFIED(TSDN) FIBER RISER CABLING: (LazrSPEED® - 50/125m)
(TC LAN room 2004 to MC- SB31)
1. Fiber Optic Riser Cable for Treasury TSDN LAN Data should terminated in 600G2-1U
Fiber Optic Shelves with LC connectors at the MC and 600G2 – 1U Fiber Optic Shelves with LC connectors at the LC. These shelves shall be mounted in open relay racks.
2. The Fiber Optic Riser Cabling Pathways consists of ladder type Cable Tray and vertical floor sleeves.
3. Provide all appropriate labeling for riser cabling in compliance with EIA/TIA 606 standards at both the MC & TC.
4. Provide fire stop in compliance with EIA/TIA 569.
5. Installation contractor prior to ordering cable shall verify the riser cable lengths.

Terminations
CLASSIFIED (TFIN LAN) HORIZONTAL CABLING: (Dual Yellow Cat6a)
1. The Information Outlet end of the CAT6a TFIN LAN data horizontal cabling shall be terminated on MGS600-226 Yellow Information Outlets in surface mounted boxes.
2. The TC end of the CAT6a TFIN LAN data cabling terminates on 360-PM-GS6-2U
48 Port Panels mounted in Chatsworth Standard 19” Wide, 7Ft High open Relay
Racks
3. The zone box end of the CAT6a TFIN LAN data cabling shall be terminated on 360-
PM-GS6-2U 48 Port Panels in a ceiling mounted zone box.

4. Provide all appropriate labeling for horizontal cabling at the TC and workstations according to industry standards (EIA/TIA 606) and Treasury instructions.
5. The horizontal cabling from the TC to the zone box and IO shall be routed on the classified cable tray and J-hooks installed above the access ceiling
CLASSIFIED(TFIN) FIBER RISER CABLING: (LazrSPEED® - 50/125m)
(TC-LAN room 2004 to MC -Main Treasury Vault 9)
1. Fiber Optic Riser Cable for Treasury TFIN LAN Data shall be terminated on LC connectors in 600G2-1U Fiber Optic Shelves at the MC and 600G2 – 1U Fiber Optic
Shelves with LC connectors at the TC. These shelves shall be mounted in open relay racks.
2. The Fiber Optic Riser Cabling Pathways consists of ladder type Cable Tray and vertical floor sleeves.
3. Provide all appropriate labeling for riser cabling in compliance with EIA/TIA 606 standards and Treasury instructions at both the MC & TC.
4. Provide fire stop in compliance with EIA/TIA 569.
LazrSpeed 50/125um 1 Cable Run 1000 Ft. 24 Fibers 48 Terminations
CABLE TELEVISION: (Coax RG 11)
(TC LAN room 2004 to TC LAN room 4004)
1. RG11 Coax Riser Cable for the Treasury CCTV system shall be terminated in Coax
Taps in TC 2004. The RG 11 Coax Riser Cable shall connect to TC 4004 wall board.
2. The Coax Riser Cabling Pathways consists of ladder type Cable Tray and vertical floor sleeves.
3. The installation contractor shall install amps, indoor taps, etc. as required to connect the
Annex 2nd floor CCTV system to the Annex 4th floor CCTV feed.
4. Provide all appropriate labeling for riser cabling in compliance with EIA/TIA 606 standards and Treasury instructions at both the MC & TC.
5. Provide fire stop in compliance with EIA/TIA 569.
6. Installation contractor prior to ordering cable shall verify the riser cable lengths.
RG11 1 Cable Run 1000 Ft.
TELEPHONY RISER CABLING: (Four pulls of Cat3 24 AWG 25 pair)

(TC-LAN room 2004 to 2nd floor Telecommunications riser stack)
1. Cat3 24 AWG 25 pair(four pulls) shall be on terminated on 110 hardware at the TC and on existing 66 blocks at the Telecommunications riser stack.
2. The Cat3 Riser Cabling Pathway consists of basket type Cable Tray and vertical floor sleeves.
3. Provide all appropriate labeling for riser cabling in compliance with EIA/TIA 606 standards and Treasury instructions at both the MC & TC.
4. Provide fire stop in compliance with EIA/TIA 569.
Cat3 24 AWG 25 Pair 4 Cable Runs 100 Ft. each
CROSS-CONNECTS:
• Treasury will install all patch cord administration for the required applications on this project at both the MC and TC.
STATION CABLE PATHWAYS:
• The IT cabling contractor shall provide cable pathways consisting of cable trays and J-hooks as required per electrical code.
• The General contractor shall provide both the unclassified and classified cable trays.

• Refer to Attachments for design details
• Attachments also contain a list of both major and miscellaneous material components in spreadsheet format for use as a pricing worksheet. Quantities on the material spreadsheet shall be verified by the installation contractor.

TECHNICAL INFORMATION:

1. The installation contractor shall be required to furnish all major components associated with this project such as copper cabling; fiber optic cabling, terminating hardware, equipment racks, J-Hooks and cable support material, jacks, also all miscellaneous materials such as screws, anchors, clamps, grounding and support hardware not specified in this document or attachments in order to successfully complete this project.
2. All changes to the design or substitution of material after contract acceptance shall have Treasury approval.
TERMS AND CONDITIONS:
1. The calculation of material and work effort required to successfully install the cable plant
(SCS) as described in this document and attachments shall be the sole responsibility of the installation contractor.
2. A breakdown of material and labor costs, (spread sheet format) shall accompany the contractor’s proposal.
3. The flow of all Treasury personnel or other contractors throughout work areas shall not be impeded in any way throughout the installation process. Provide protection of sensitive work areas via cones, caution tape etc.
4. All work shall be performed in a neat and professional manner, in accordance with all industry standards, applicable building codes and subject to final inspection by Treasury personnel.
5. Care shall be taken by the contractor not to block access to existing electrical, mechanical and life safety equipment.
6. Bidders are strongly advised to conduct a site survey prior to submitting a proposal.
7. The contractor shall coordinate their work with all other Treasury contractors from other disciplines.
8. All work performed on this project shall be carried out with respect to the occupants on other floors as well as maintaining an appreciation for the building structure.
9. The installation contractor shall be required to provide Treasury with As-Built drawings both hard and two soft formats(CAD and PDF) as part of project close-out and acceptance.
10. The installation contractor shall be required to provide Treasury with cable performance testing in soft format as part of project close-out and acceptance
11. The contractor shall utilize a Systimax Certified Design Engineer
12. The contractor shall utilize Systimax Certified Technicians
13. The contractor shall be a Systimax Value Added Reseller(VAR).

DELIVERABLES:
1. The installation contractor shall be required to provide Treasury with As-Built drawings both hard and two soft formats(CAD and PDF) as part of project close-out and acceptance.
2. The installation contractor shall be required to provide Treasury with cable performance testing in soft format as part of project close-out and acceptance
GOVERNMENT FURNISHED ITEMS:
1. The government will provide access to the work areas required to complete the work as required.
2. The government will provide full size floor plan drawings (to include Work area Outlet locations) both hard and soft format upon request.
3. The government will provide design drawings for this project upon request
