RFI Questions and Answers
RFI-005 The security and secured window package area indicated on the drawings do not have an exterior windows. The scope of work listed says for all exterior windows to perform the following. Does this mean that all windows on the second floor are to receive this treatment? Please clarify and provide elevations of the windows to receive this treatment. This applies to the third floor as well.
RESPONSE – Revising this answer to the following.

RFI 006 Please confirm who supplies all the systems furniture, FF&E, tables, chairs, desks, and other furnishings. Please clarify the contractor’s role.
RESPONSE The furniture will be removed by and disposed of by the contractor bidding this project for both floors. The furniture will be re-installed by the Treasury. The contractor bidding this project is required to provide the power and data changes outlined under Solicitation Section Project A, Package 1, item r and for the 3rd floor Project B, Package 1 item r.
Are we required to submit Attachment c-2nd and 3rd Floor unit price list with the designated quantities?We are having trouble printing the Excel spreadsheets.
RESPONSE Yes, Attachment C is required. New excel spreadsheet uploaded.
Please clarify 2nd and 3rd Floor Contingencies (Price Schedule – CLIN 0007 and 0013) RESPONSE It is $50,000.00 contingency for abatement per floor which is to be included in CLIN 0001 for the 2nd floor and CLIN 0008 for the 3rd floor. CLIN 0007 is 10% of the total amount for the 2nd floor renovation. CLIN 0013 is 10% of the total amount for the 3rd floor renovation.
Why is the Treasury Annex specs address different from the place of performance?
RESPONSE The mailing address for Treasury Annex is 1500 Pennsylvania Avenue, NW, Washington, DC 20220 and the Street Address for the Treasury Annex Building is 701 Madison Place, NW, Washington, DC 20220.
There’s a set of duplicate drawings for the 2nd floor interior. Both are dated 3-29-19 on the drawings with 4-4-2019 on the title. Please advise.
RESPONSE The drawing title should be dated 3/29/19 for the 2nd Floor 100% drawings. The Solicitation mentions under Project A, Package 5, Documents: 1) Drawing A-106: Security / Secured Windows Package revised drawings dated 4/4/19. The drawing title was re-dated to separate/ distinguish this package.
RFI- 007 The Schedule(s) show certain elements of construction, their start dates, finish dates and implicitly their relation to each other. No critical path is indicated.
A number of important elements of the contractor’s work package are missing. Is it the intention of the Government to restrict the contractor to these schedules and their inherent costs and inefficiencies, or is the contractor free to submit its own schedule providing it meets the Government determined occupancy date as indicated in 0131100 Para. 1.5?
RESPONSE As state in the Solicitation” “The offeror shall provide a detailed schedule showing how the work will be performed in order to meet the completion date.” The completion date for the General Contractor for the 2nd floor is 7/31/2020 and the 3rd floor is 7/31/2021
The bathrooms are separately priced, should they be scheduled separately?
RESPONSE The bathroom renovation will happen during the construction period of 9/30/2019 to 7/31/2020 for the 2nd floor and 7/31/2021 for the 3rd floor.
Specifications and plans are labeled 100%. Are they approved for construction?
RESPONSE Specifications and drawings are approved for construction.
RFI 008 Is testing and inspection part of the scope of work?
RESPONSE Yes
Is this project tax-exempt?
RESPONSE NO
For Section V – Scope of Work:
a. Please confirm to include a 10% construction contingency for the total value of the contract for both project A and B.
included in CLIN 0001 for the 2nd floor and CLIN 0008 for the 3rd floor. CLIN 0007 is 10% of the total amount for the 2nd floor renovation. CLIN 0013 is 10% of the total amount for the 3rd floor renovation.
b. Package 1 requests to include $100,000 contingencies for all of the asbestos abatements on the 2nd and 3rd floor. Are the contingencies also containing the hazmat survey/reports? Are the abatement works supposed to complete with the given period of performance. Please clarify and confirm.
RESPONSE Yes the abatement contingency includes the survey, reports and DC permit. Yes the abatement is within the given time frames for the General Contractor portion of the work.
c. Package 1 indicates to include removal of all existing furniture, but drawing AD101 notes the furniture/equipment to be removed by the government. Which is correct?
RESPONSE The furniture will be removed by and disposed of by the contractor bidding this project for both floors. The furniture will be re-installed by the Treasury. The contractor bidding this project is required to provide the power and data changes outlined under Solicitation Section Project A, Package 1, item . r and for the 3rd floor Project B, Package 1 item r.
d. Where are 140 cell phone lockers will be installed on the drawings for the 2nd and 3rd floor?
RESPONSE 140 cell phone lockers will be installed on the 2nd floor Elevator Lobby wall and another 140 cell phone lockers will be installed on the 3nd floor Elevator Lobby wall.
e. Package 5 (Security and Secured Window Packages) for 2nd and 3rd floor; and package 6 (Historic Restoration) only have schematic floor plans and narratives of the work. Please provide the appropriate construction drawings with details and wall sections, which define the scope of work. If drawings are not available, do we need to include the design cost to complete the design drawing, since this is not a design-build project?
RESPONSE All windows on the 2nd floor and 3rd floor are to receive the secured window package (window inserts).

Package 6, Historic Restoration: Document “Treasury Annex 2nd Floor ET101 Revised” & Attachment D: Information Outlet Layout (Ignore the NIC on the drawings) should have been referenced again under this section too. The rooms that get repainted and new carpeted are clearly listed. The electrical and data/voice outlets are shown on this drawings. The count of location of those devices will remain the same. You are removing all the old wiring/ cabling and installing new wire/ cabling for both the electrical and voice/data. The old Electrical Room and old LAN Room were shown to everyone at the walkthrough. The new Electrical Room and new LAN Rm are shown on the contract drawings. This is sufficient information to price this Package.
f. Do the work narratives in the section v – scope of work shown on the drawing/spec?
RESPONSE No the work narrative in the Section V are not on the drawings and specifications.
Are the building control and fire alarm systems tie-in to the existing systems? If so, please provide the name of the existing systems.
RESPONSE Yes. Here are the names of the existing contractors for the building systems:

Key note #5 on drawing A101 requests for the exterior glazing to be treated with film precluding visual surveillance and operable blinds. What are the dimension of these exterior windows? Please provide specification sections and details for the work involved.
RESPONSE The film is attached to the window inserts. Reference Item 3e above for how to address the window inserts
Detail B-4/A605 show the office door head detail with wood casing. Which doors is this detail referring to?
RESPONSE This detail applies to all the doors except the STC 50 doors.
Please provide plumbing drawing for plumbing work in the breakrooms, unisex restrooms, and janitor closets.
RESPONSE The Breakroom, Unisex Restroom and Janitor Closets all tie on 2nd and 3rd floor into the new plumbing and drain lines that were just installed from the 4th floor down to the basement. In addition the Specification requires coordinated drawings.
Where can we setup for the temporary office, staging, and dumpsters?
RESPONSE Your temporary office and staging will be on the floor you are renovating. We can you two choices for the dumpster location at the walk through. The FBB loading dock or the alley next to the loading dock.
Optional Form 336, option 0008 indicates Project B as the 2nd floor renovation. Is this correct?
RESPONSE Optional Form 336, option 0008 should read “Project B as the 3rd Floor Renovation” not the 2nd Floor.
Key note #7 on drawing A101 states that all demolition holes left on the ceiling are to be filled with closed cell non-expanding fireproofing form and smooth with trowel. Is this fireproofing or insulation? There is no such material called “fireproof foam”. Can you define the product to be used and provide a specification for clarity? In addition, if holes are to be filled, how do you quantify the number of voids to be filled? Are new holes and penetration on the ceiling need to be filled as well?
RESPONSE You can you any 3M product – 1.5 or 2 hour spray fireproofing foam/ or spray or recommend an or equal doing the submittal process. On the walkthrough we show all the contractors what the situation on the 4th floor so would understand the situation would be on the 2nd and 3rd floor. You are to fill all existing holes and any new holes you create doing your renovation.
RFI 009 1. The original RFI date was July 25, 2019 and proposal due date was August 8th. With the extension of the RFI date, can the proposal date be extended to August 22, 2019 to allow for RFI answers and for subcontractors to incorporate any changes due to the RFI answers.
RESPONSE No extension. The Proposal date stands at 8/8/19.
The CLIN’s are listed as one number. In the Scope of work, it states that prices are have a breakout per RS Means. Please clarify that pricing breakout by RS Means is not needed since a single price per CLIN is shown.
RESPONSE This is a firm fix price contract with contingencies for three items.
We are only using the division of trades in RS Means so we can show how to lump the pricing for which trades into each CLIN line.
Please confirm that the proposal submission is to be electronically only.
RESPONSE Yes the proposal will be submitted electronically.
Please confirm that a $50,000.00 for abatement per floor is to be added for pricing.
included in CLIN 0001 for the 2nd floor and CLIN 0008 for the 3rd floor. CLIN 0007 is 10% of the total amount for the 2nd floor renovation. CLIN 0013 is 10% of the total amount for the 3rd floor renovation.
The Specifications for the 2nd floor states in the Project Description that work on the 4th Floor is included. Is this an error or is 4th floor work included?
RESPONSE There is an error the 4th floor is not included.
Are BIM shop drawings required for this project?
RESPONSE No Building Information Modeling drawings are not required for this project.
Will a lay down location be provided for field office and trash dumpster?
RESPONSE The lay down location is on the floor you are renovating. We showed the contractors two trash dumpster possible locations during the walkthrough, one at the loading dock area or the second option was in the alley next to the loading dock on the east side of the Annex Building.
Schedule – is the start date of 9/23/19 a hard date or is this subject to change if project award is later than anticipated? If the timeframe of 10 months per floor is achievable however a start date of 9/23/19 is not would it be acceptable to keep the duration but adjust the schedule accordingly? If unforeseen conditions are found, ie Hazardous materials will the IRS acxcept a Time Impact Analysis that may lengthen the duration onsite if the work affects the critical path?
RESPONSE The schedule will have a 9/30/2019 start date per the Solicitation Schedule. The 10 month is achievable even with hazardous materials and impacts. The 4th Floor renovation of the Annex was just completed with a larger scope of work under the 10 month scheduled.
2nd and 3rd Bathroom Plans – Please clarify the scope of work with the water heaters, expansion tanks, and pumps. P-001 on both sets identifies 6 water heaters, 6 pumps, 6 expansion tanks on what appears to be new equipment schedules however plans are not provided for all of these locations. Are all of these items intended to be furnished and installed in this locations as part of this project, if so please provide drawings.
RESPONSE You are only to provide 1 water heater, 1 pump and 1 expansion tank for the 2nd floor and you are only to provide 1 water heater, 1 pump and 1 expansion tank for the 3rd floor. A new plumbing riser and drain lines were just installed from the 4th floor down to the basement. You will tie back to those new risers. Attached are plumbing drawings “Treasury 2nd Floor Plumbing”.
2nd and 3rd Bathroom Plans – Mechanical Sheet M-101 shows only new work, with no notes. Is there any demolition intended to be included in this scope? Are there any notes that need to be added to clarify any scope on these plans?
RESPONSE 2nd Floor 100% drawings, MD 101 shows the demolition for the ductwork scope. 3rd Floor 100% drawings, MD 101 shows the demolition for the ductwork scope.
2nd and 3rd Bathroom Plans – Sheet E101 on both sets shows new work and demolition with notes and there are notes on the page but they are not identified by the symbol (circle or hexagon) to identify which notes these belong to.
RESPONSE Detail 1 is the 2nd Floor Demolition Plan on Drawing E101. The circled items in Detail 1 reference back to the “Notes”. The “General Notes” are for the entire 2nd Floor Renovation.
2nd and 3rd Interior Renovation Plans – each set has a single bathroom being revised but there are no plumbing sheets provided with this set. Please advise.
RESPONSE A new plumbing riser and drain line were just installed from the 4th floor down to the basement. You will tie back to those new risers for the Unisex Bathroom.
2nd and 3rd Interior Renovation Plans – E-001 locates power for P6 which is integral to equipment, please identify which equipment this is for and where it is located.
RESPONSE P6 is located on the first floor (Mezzanine) behind the loading dock entrance security area.
2nd and 3rd Interior Renovation Plans – the reflected ceiling plans do not show diffusers, returns, lights, etc.
RESPONSE Reference the Mechanical and Electrical drawings for this information. This is part of the coordination drawings required in the submittal process.
2nd and 3rd Interior Renovation Plans – Fan coil units are shown on the mechanical sheets but there is no schedule for this equipment. Please advise if there is any other information required other than that shown on note4 on M-101.
RESPONSE The 2nd and 3rd floor just had new fan coil units installed. They are to remain in place and be protected during the renovation.
2nd and 3rd Interior Renovation Plans – M-101 show arrows pointing in rooms what which eludes to ductwork (Supply and /or return) being run to these points but no grills or actual drop locations are shown. Please advise of the intent or provide additional drawings detailing and duct/grill sizing for the mechanical SOW.
RESPONSE Assume a 12x2 transfer grille in the wall similar to the existing grilles in the Historic Area on the 2nd floor. Assume a 12x2 transfer grille in the wall similar for the 3rd floor if it is not noted next to the arrow.
2nd and 3rd Plans –Section V scope of work – Package 1 letter L states that toilet exhaust permanent solution must be included but the existing exhaust fans may be adequate. Is there a design portion of this project that is expected? What information is required from the contractor to complete this design as this is a bid-build project. Please provide all design build requirements if we are to design this.
RESPONSE Install the exhaust fans as shown on the Mechanical drawings. Any changes to the exhaust fan design if required will be issued by the Architect doing the submittal phase. If it requires additional work it will be addressed through the change order process as outlined in the Specifications.
2nd and 3rd Interior Renovation Plans – Mechanical Scope – M101– there are only a limited number of diffusers shown with CFMs and in most cases only a supply air symbol is shown entering rooms but no ductwork or diffusers are shown in these locations. Are these expected in these areas or what is the intent of this design? There also does not appear to be any return ductwork indicated. Please clarify.
RESPONSE Assume a 12x2 transfer grille in the wall similar to the existing grilles in the Historic Area on the 2nd floor. Assume a 12x2 transfer grille in the wall similar for the 3rd floor if it is not noted next to the arrow. Just price what is shown on the drawings or covered in the specifications.
