About this file
This is Amendment Nine to RFP 2024-1600-0249/1624-020 issued by the State of Alaska Department of Health, Division of Public Health for the National Electronic Disease Surveillance System Base System (NBS) Interface, Application, and Development Support. The amendment extends the proposal submission deadline to January 17, 2025 at 2 p.m. Alaska Time and makes several key changes to the RFP. Most significantly, the amendment clarifies that the state is seeking a vendor-hosted solution, with the CDC Azure cloud being a potential future option rather than an immediate requirement. The amendment consolidates previous Q&A into one spreadsheet and updates answers related to the CDC Azure cloud option. Additionally, offerors no longer need to sign and return amendments but can simply acknowledge them in Submittal Form A.
The amendment includes four specific changes: updating Section 3.02 Scope of Work to reflect the vendor-hosted solution requirement, adding Section 3.19 regarding future handling of CDC Azure cloud via contract amendment, updating Submittal Form I (Cost Proposal) to align with Sections 3.02 and 3.03, and updating Sections 1.03 and 1.11 to reflect the new proposal deadline. The budget outlined in Section 1.02 remains unchanged. Submittal Form I has been renamed from A3 to A2 and must be used by all offerors in their proposals.

RFP 2024-1600-0249/1624-020
Amendment No. Nine
December 27, 2024
This amendment is being issued to extend the deadline for receipt of proposals, consolidate potential offeror questions and answers from the State into one document and clarify some of those answers, and make changes to the RFP.
The new deadline for receipt of proposals is 2 p.m. Alaska Time on January 17, 2025.
Important: Previous RFP amendments directed offerors to sign the amendment and return it with the proposal. However, offerors may now simply acknowledge each amendment with the Addenda
Acknowledgement section of Submittal Form A. In addition:
• For clarity, the changes made by this amendment center around a vendor-hosted cloud solution and the CDC Azure cloud solution detailed in previous versions of the RFP. The solution the State is seeking is a vendor-hosted solution, with the CDC Azure cloud a potential option in the future. Accordingly, Submittal Form I has been updated and all the previous Q&A has not only been consolidated into one spreadsheet, some answers related to the CDC Azure cloud option have been updated.

Changes to the RFP
Change 1: RFP Section 3.02 – Scope of Work has been updated to reflect that the state is seeking a vendor-hosted solution, and the centrally hosted CDC Azure cloud may be an option in the future. Please review Section 3.02.
Note: Section 3.03 Deliverables originally aligned with the vendor-hosted solution, so it remains unchanged.
Change 2: RFP Section 3.19 – Anticipated Amendments has been added to clarify how the CDC Azure cloud may be handled in the future via contract amendment.
Note: The previous Section 3.19 – Unanticipated Amendments is now Section 3.20 and is standard State language intended for “unanticipated” additional work that may arise in the future.
Change 3: A3 – 2024-1600-0249-1624-020 Submittal Form I – Cost Proposal has been updated to align with
Section 3.02 and 3.03 (particularly the latter) and is now titled A2 – 2024-1600-0249-1624-020 Submittal Form I –
Cost Proposal v2 (emphasis mine); this is the version that must be used by offerors with their proposal.
Note: The budget listed in RFP Section 1.02 remains unchanged.
Change 4: RFP Sections 1.03 and 1.11 have been updated accordingly based on the new deadline for receipt of proposals.
