About this file
This is Amendment No. Three to RFP 2024-1600-0249/1624-020 issued by the State of Alaska Department of Health, Division of Finance and Management Services for the National Electronic Disease Surveillance System Base System (NBS) Interface, Application, and Development Support. The amendment, dated November 7, 2024, revises Section 3.05 regarding Intent to Propose and Nondisclosure Agreement, changing the requirement from obtaining a DOH HIPAA Security Assessment Controls/Assessment Questions List to obtaining a NIST CSF Assessment Questions List. The amendment emphasizes that any proposal submitted without a signed NDA will be considered non-responsive.
The amendment also addresses two inquiries from potential offerors. It clarifies that the current vendor contract ends approximately April 2025, and confirms that a CDC Contractor Performance Assessment Reporting System (CPARS) assessment would be acceptable for one of the two required reference letters that must address performance of deliverables on time and within budget. The amendment requires offerors to sign and return the amendment document with their proposal to avoid rejection.
