This notice provides revisions to the Tactical Communications II (TacCom II) request for proposals (RFP) for the U.S. Customs and Border Protection. The U.S. Customs and Border Protection (CBP) issues this notice related to the Tactical Communications II (TacCom II) re-compete requirement to:
· Provide TACCOM II RFP Questions and Responses
· Provide revised RFP and corresponding documents
TACCOM II RFP
· Proposals must be received by or before Tuesday, December 12, 2017, 16:00 P.M. Eastern Standard Time See RFP for all instructions TACCOM II RFP Changes The Government has marked substantial changes in red, however the Offeror must fully review the RFP. The Government is not responsible if the Offeror missed an aspect of the RFP that changes and affects its proposal. Responsibility is on the Offeror to review ALL aspects of the RFP, including attachments. Notable changes are identified as follows:
Major Changes to RFP:
· TACCOM II DISCOUNT AND SERVICES PRICING
· Equipment pricing – Separate discount tables have been removed
· Services pricing - Specify positions subject to SCA and corresponding Occupational Classification Code (OCC)
· Services pricing - Updated Column C in Government/Contractor Site Rates to include “other”
· Renamed to TACCOM II SERVICES PRICING
· TACCOM II SUBCATEGORY EQUIPMENT PRICING TEMPLATE
· Standardized item features
· Added new items
· Added additional information pertaining to SAT and SAT services
· Included volume discount pricing within Radios and Accessories tab
· TACCOM II SELF SCORING WORKSHEET
· Updated instructions for identifying number of unique agencies/components in Section L7.2.4 of RFP
· Relevant Experience Project(s) with past performance ratings below satisfactory for over 50% of the ratings not considered
· Clarification provided if combining multiple orders under a single relevant experience project
· Established minimum number of equipment items and labor categories for technical acceptability. Added points for submitting equipment/labor categories beyond the minimums

· Requirements for sales data are clarified
· Set-aside changed to reserve
NOTE TO INDUSTRY
DHS thanks prospective offerors for the feedback provided on the TacCom RFP. The feedback was taken seriously and considered while making changes to this RFP release. Responses and revisions were made to be as clear and comprehensive as possible. Therefore, any additional questions in response to this RFP must be received by 16:00 PM November 28, 2017, and questions will only be accepted where changes have been provided in the RFP.
