About this file
This document contains a self-scoring worksheet and instructions for vendors to complete for the TACCOM II contract opportunity with the Department of Homeland Security Customs and Border Protection. The worksheet includes sections for vendors to provide details on up to three relevant past performance projects, describe their ability to provide products and services across various technical subcategories, and indicate pricing for items listed in templates for equipment, labor categories, and satellite services. Vendors will receive scores in different areas to be compared for validity against their submissions. Technical categories include equipment, services, and general capabilities. Equipment subcategories cover items such as radios and accessories, high frequency systems, satellite communications, and infrastructure. Service subcategories include engineering, operations and maintenance, programming, and project management. The federal agency involved is the Department of Homeland Security Customs and Border Protection for the TACCOM II re-compete requirement.

Procedures
Technical Category 1 Equipment
For vendors wishing to bid on Technical Category 1 - Equipment, please complete the following steps
Step 1:
Vendors should select the category they wish to be scored on from the drop down in B2. This is the category they will need to provide pricing data for in TACCOM II SUBCATEGORY EQUIPMENT PRICING TEMPLATE-2017
Step 2:
Complete Section 1: Project Specific Scoring. For this section, vendors will need to answer questions based on their three approved projects used for past performance. Please note that for any projects referenced, information will be required to validate the self scoring completed by the vendors.
Step 2-1: For Project #1, provide the Project/Award Title and Award ID (Award Number).
Step 2-2: For Project #1, review and answer the questions #1-7 as they pertain the project. In the Answer section, you should select the appropriate response from the drop down. The Points column will auto calculate based on the response. The Maximum Points column indicates the maximum points available for that question.
Please note the following details:
For question, 3. Place(s) of Performance (Delivery/Service Locations). Select the answer of "Locally provided service/delivery" if the service or delivery area is confined to 1 region. The D.C. metro area (Virginia, Washington D.C., and Maryland) will be considered local. Select the answer of "Regionally provided service/delivery" if the support extends to two or more regions. Select the answer of "Nationally provided service/delivery" if the support extends to three or more regions. Regions are designated by the different colors in the map below. Each region is one color. There are eight regions based on the CBP sector map.
For question, 4. Past performance (CPARS) rating (average). Select a response of N/A if the category was not scored on your past performance review or survey
For question, 5. Relevant technical sub-category areas of delivery. The sub-categories will populate based on the category selected from the drop-down in B2. If a row indicates "Do Not Complete", then vendors are not to select yes or no and to leave the drop down blank.
NOTE: Users that indicate (YES) for Satellite Services*, will be required to complete the SAT Services pricing sheet in the TACCOM II SUBCATEGORY EQUIPMENT PRICING TEMPLATE.
For question, 6. Number of technical sub-category areas of delivery supported in #5. Depending on the number of "yes" selections in question 5, select the appropriate answer.
Step 2-3: For Project #2, provide the Project/Award Title and Award Number.
Step 2-4: For Project #2, review and answer the questions #1-7 as they pertain the project. In the Answer section, you should select the appropriate response from the drop down. The Points column will auto calculate based on the response. The Maximum Points column indicates the maximum points available for that question. Refer to Step 2-2 for additional details on how to answer the questions.
Step 2-5: For Project #3, provide the Project/Award Title and Award Number.
Step 2-6: For Project #3, review and answer the questions #1-8 as they pertain the project. In the Answer section, you should select the appropriate response from the drop down. The Points column will auto calculate based on the response. The Maximum Points column indicates the maximum points available for that question. Refer to Step 2-2 for additional details on how to answer the questions.
Step 3:
Complete Section 2: Technical Category Scoring. For this section, vendors will answer the question based on all projects listed above.
Step 3-1: Across all three projects listed in Section 1, indicate the number of unique Agencies/Components within Government Departments that have been supported. For example, if Project #1 supported DHS, Customs and Border Protection, Project #2 supported DHS, Immigration and Customs Service, and Project #3 supported DOJ Marshalls, then the vendor should select 3 from the dropdown.
Step 4:
Complete Section 3: TACCOM II SUBCATEGORY EQUIPMENT PRICING TEMPLATE Category Scoring. This section references the TACCOM II SUBCATEGORY EQUIPMENT PRICING TEMPLATE-2017.
Step 4-1: For question, 1. Indicate the number of associated subcategory items (Column A) in the TACCOM II SUBCATEGORY EQUIPMENT PRICING TEMPLATE that vendors have provided an item that meets or exceeds government specifications and pricing on. Vendors must price the matching sub-category to the one selected at the top of this sheet from the drop down.
| Step 4-2: For question, 2.
