About this file
This is an Evaluation Criteria document for the Broward County Aviation Department's solicitation for Shuttle Bus and Other Transportation Services at Fort Lauderdale-Hollywood International Airport. The contract requires qualified vendors to provide comprehensive shuttle bus, tram, and other vehicle transportation services operating twenty-four hours per day, seven days per week. The evaluation framework comprises five major criteria categories worth a combined 100 points: Ability of Professional Personnel (10 points), Project Approach (40 points across four subcategories addressing operating plans, route planning and emergency response, safety programs, guest experience services, and staffing/continuity), Past Performance (15 points), Location Certification (5 points), and Pricing (20 points). Vendors must submit all required documentation and responses through the BPRO electronic system by the specified closing date and time, with failure to submit information for any evaluation criterion potentially resulting in zero points for that category. The evaluation emphasizes the vendor's experience operating vehicles with twenty or more seats on a 24/7 basis, proximity operations to active aircraft, and accident frequency rates over the preceding five-year period.
The pricing component utilizes a formula-based approach where the lowest proposed price divided by each proposer's price, multiplied by 20, determines the price score. Vendors must provide a minimum of three references for similar past projects, though references cannot be from previous Broward County contracts—the County will instead review its own performance evaluations database for current or prior County work. Location points range from 0 to 5 depending on the vendor's selected option in the Location Certification Form, with variations for joint venture compositions. All responses must comply with living wage requirements, workforce investment program standards, and bonding requirements as specified in the solicitation provisions.
