About this file

This is a Lobbying Certificate document from the Arizona Department of Transportation (ADOT) for Solicitation No. BPM006797 related to On Call Acquisition and Relocation Services. The certificate establishes federal compliance requirements for all prospective bidders, contractors, consultants, and lower-tier sub-contractors participating in this federal-aid contract. Bidders must certify that no federal appropriated funds have been or will be paid to influence officers or employees of federal agencies, members of Congress, or congressional staff in connection with the award of the federal contract. The document outlines the certification requirements as mandated by Section 1352, Title 31, U.S. Code, and specifies that the language of the certification must be included in all lower-tier subcontracts exceeding $100,000. The proposal submission deadline was April 25, 2025, with the certification signed by Mornith Clark Hochstein, Real Estate Services Division Manager - Vice President.

The document includes both a mandatory Lobbying Certification form and a Standard Form-LLL (SF-LLL), Disclosure of Lobbying Activities, which must be completed if any funds other than federal appropriated funds have been or will be paid to influence federal action. Failure to file the required certification subjects parties to civil penalties of not less than $10,000 and not more than $100,000 for each failure. The SF-LLL form requires detailed disclosure of lobbying entity names, individuals performing services, payment amounts and forms, and a description of services performed or to be performed. The document provides comprehensive instructions for completing the disclosure form and emphasizes that the information will be reported to Congress semi-annually and made available for public inspection.
