This Request for Information pertains to field office support services for the Pension Benefit Guaranty Corporation. The RFI seeks market research and feedback on a potential solicitation for benefits administration, document management, records management, administrative support, database building support, data analytics, process improvement, customer contact center services, and an enhanced participant locator. The RFI also includes instructions for an Advisory Multi-Step process to allow contractors to submit qualifications in order to receive guidance on viability for the field office support services acquisition. No solicitation is currently available and requests will not receive a response. The Government will not be responsible for any costs incurred in furnishing information in response to this RFI.

Glossary of Systems, Applications, and Tools
Spectrum 1 Spectrum is OBA's web-based participant database and benefit administration system. 3 Spectrum allows users to: 4
• Manage payments. 5
• Manage customer data. 6
• Perform data loads of all plan members. 7
• View and update customer information. 8
• Manually add and bulk-load data. 9
• Create, edit, suspend, resume, terminate, and reinstate payments. 10
• View ledger information. 11
• Change payee status. 12
• Make standard data fixes. 13
Spectrum integrates with other PBGC applications and services, including (AWA), CCS, CRM, 14 IPS, and infrastructure elements. 15
Image Processing System (IPS) 17 System primarily used for imaging all plan and participant related documents. Documents in IPS 19 are available online for review as part of the electronic file. 20 Customer Relations Management System (CRM) 23 The Customer Relationship Management system is the central repository for all participant 25 communication. The system tracks the following customer interaction types: phone, email, 26 paper correspondence (IPS), web (MyPBA), Appeals Memos, and OBA Referrals (ARTIS). 27

Database Tool used for Building Participant Databases 32 Actuarial Calculation Toolkit (ACT) 35 Actuarial Calculation Toolkit (ACT) is used by actuaries to define how a plan must be valued 37 and how benefit statements for that plan should be generated. ACT also allows the actuary to 38 define how a plan benefit estimation calculation is to be conducted, prior to final valuation. 39
Case Management System (CMS) 45 The computerized system for tracking events and inquiries that affect the viability of a pension 47 plan. Each event/inquiry which opens a case is tracked to closure. Contains pension plan data 48 and information submitted by plan administrators. At each step in the case, PBGC employees 49 make inputs to the status of the case, milestones, and actions affecting the case. 50 Oracle Primavera P6 53 Oracle Primavera P6 is the system used to construct and maintain the case work plan. 55 Additionally, can be used for time tracking. 56 Approval Worklist Application (AWA) 59 Approval Worklist Application used for submitting payment authorizations for approval/rejection 61 of customer transactions. 62 Pension and Lump Sum System (PLUS) 65 Pension and Lump Sum System. A disbursement system used only by State Street Corporation 67 (SSC) to handle check writing and tax reporting for annuity and lump sum payments. 68 Customer Correspondence System (CCS) 71 Automated Letter Generation System that allows users to communicate quickly and efficiently 73 with PBGC customers via automated, standardized letter templates, which may also be 74 customized as-needed. 75 Participant Locator 78 A desktop application tool used to locate customer addresses. The application permits staff to 80 send queries to a commercial database for an individual's addresses. The participant's name, 81 SSN and PBGC case number are required to enter a query. Participant Locator stores PBGC 82 search results in a database, and first checks the existing database for the participant 83 information before sending the search off to the external agent. 84 PDF to Excel Software 87 Software tool used to easily convert PDF documents to editable Excel format 89
SharePoint 92 SharePoint is a web-based, collaborative platform that integrates with Microsoft Office and used 94 to create websites and primarily used for a document management and storage system. 95 SharePoint can be used as a secure place to store, organize, share, and access information 96 from almost any device. 97 Payment Adjustment Calculation System (PACS) 100 This system is accessible through PBGC's Intranet and calculates: 102
• Benefit adjustments arising from underpayments and/or overpayments resulting in back 104 payments or recoupment. 105

Is a software program that allows participants to submit certain forms and update their personal 112 data via the PBGC Web site instead of by mail or phone. Using MyPBA, participants may 113 conduct such transactions as: 114
• Apply for benefits 115
• Request a Benefit Estimate 116
• Submit the Payee Information Form (PIF) 117
• Designate a beneficiary 118
• Apply for Electronic Direct Deposit 119
• Designate or edit Federal Tax Withholding information 120
Archive Access 123
The Archive system stores all the historical data for a case including as applicable, electronic 124 payment data from a plan's prior paying agent, the electronic source data used to build the 125 participant database, the sampled participant database and the finalized participant database 126 and the finalized plan valuations. The Archive system allows you to select a case and then view 127 or copy any file associated with that case. Users can also access more than one case at a time. 128
