Performance Work Statement (PWS) Task Order 1
SECTION C
DESCRIPTION/SPECIFICATIONS/ PERFORMANCE WORK STATEMENT
C.1 SCOPE
The contractor shall provide all personnel, supervision, and non-personal services, necessary to perform Task Areas 5.1 and 5.2 of the IDIQ. All quality and performance standards and other relevant sections of the IDIQ apply to this Task Order. All work performed under this PWS shall be done using PBGC provided systems, equipment, and facilities, unless otherwise stated.
C.2 TASKS AND TRANSITION SCHEDULE
The contractor shall provide qualified staff to perform the work described in Sections 5.1 and 5.2 of the IDIQ. The contractor shall effectively transition and perform the workload from the existing contracts and locations into this requirement while maintaining customer service standards and performance levels, as required by the Quality Assurance and Surveillance Plan in the IDIQ. The contractor shall assume work in the long-term locations of Euclid, OH and Miami, FL as well as relocate work currently performed in Coraopolis, PA, Wilmington, DE and Alexandria, VA. The transition schedule is shown below and illustrated in Attachment A
C.2.1 Assume Euclid, OH workload and staff (IDIQ Section 5.1) upon Task Order award. No lease term constraint anticipated within the full period of performance.
C.2.2 Transition Coraopolis, PA work (IDIQ Section 5.1) to Euclid, OH within three (3) months of Task Order award. The Coraopolis, PA lease term expires in September 2019 and contractor personnel must vacate that facility no later than June 30, 2019.
C.2.3 Assume Miami (Doral), FL workload and staff (IDIQ Section 5.1) by incumbent contract expiration date in September 2019. No lease term constraint anticipated within the full period of performance.
C.2.4 Assume Washington DC/headquarters work (IDIQ Section 5.2.3) by incumbent contract expiration date in October 2019.
C.2.5 Transition Washington DC/headquarters (IDIQ Section 5.1.1.10 and 5.1.4) to Euclid, OH by incumbent expiration date in October 2019.
C.2.6 Assume Wilmington, DE work (IDIQ Section 5.1) by incumbent contract expiration date in January 2020.
C.2.7 Assume Washington DC/headquarters/Alexandria work (IDIQ Section 5.2.1 and 5.2.2) by incumbent contract expiration date in June 2020.
C.2.8 Transition Alexandria, VA work (IDIQ Sections 5.1.1.4, 5.1.1.9, 5.1.2.1 and 5.1.3) to Euclid, OH by incumbent contract expiration date in June 2020.
C.2.9 Transition Wilmington, DE work (IDIQ Section 5.1) to Euclid, OH by a date to be determined but no later than February 2021. The Wilmington, DE lease term expires in May 2021 and contractor personnel will need to vacate the facility by February 2021.
C.3 QUALITY CONTROL PROGRAM
The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with IDIQ Section 6.
C.4 MEETINGS, DELIVERABLES AND DELIVERY SCHEDULE
The contractor shall deliver the reports in accordance with IDIQ Section 7.
C.5 PLACE(S) OF PERFORMANCE
The work under this contract shall be primarily performed at PBGC provided facilities located as follows:
PBGC Headquarters in Washington, DC, Euclid, OH, Miami, FL, and Wilmington, DE. Visits to Alexandria, VA and Coraopolis, PA will be required as needed to effectively transition work from those locations to Euclid, OH. If required to perform data collection, the contractor shall travel to the plan sponsor/ plan administrator locations.
C.6 PERIOD OF PERFORMANCE
The period of performance shall be a base period of twelve (12) months upon date of award. PBGC may extend the period of performance by exercising as many as four (4) option periods of twelve months each.
C.7 GOVERNMENT QUALITY ASSURANCE AND SURVEILLANCE PLAN
(QASP)
The government will follow the QASP outlined in IDIQ Section 11 for items related to Task Areas contained in Sections 5.1 and 5.2 of the IDIQ.
C.8 KEY PERSONNEL
C.8.1 Project Managers
The contractor shall provide onsite Project Managers at each of the facilities. Project Managers will be responsible for the day-to-day management of the activities performed outlined in the PWS and ensure effective utilization of resources and project schedules.
C.8.2 Assistant Project Managers
The contractor shall provide onsite Assistant Project Managers at each of the facilities. Assistant Project Managers will be responsible for assisting the Project Manager with the day-to-day management of the activities performed outlined in the PWS and ensure effective utilization of resources and project schedules.
C.8.3 Technical Support Assistant
The contractor shall provide (1) Technical Support Assistant in each of the three facilities of Euclid, OH, Miami, FL, and Wilmington, DE in support of task areas 5.1.5.1 – 5.1.5.10 in the IDIQ.
Section H Minimum Labor Category Requirement (Task Order 1)
Contractor Personnel
The education and experience requirements set forth for each labor category below are firm. The Contractor shall be responsible for providing personnel under this contract who meet or exceed the following minimum education/experience requirements in accordance with PBGC Clause PBGC-37-002 at the time of IDIQ or Task Order award. PBGC reserves the right to evaluate the acceptability of all Contractor personnel qualifications as they relate to the minimum qualifications stated below.
The specific job functions for each labor category listed below provide a general understanding of the roles and responsibilities for the related job category. These specific job duties are not intended to be all inclusive, nor are they intended to be restricting. It is PBGC’s intention that the contractor manages their operation in a manner that facilitates the achievement of production goals, quality and customer service standards established by PBGC.
Program Manager III (Key Personnel )
(1) Education: Master’s Degree
(2) General Experience: Fifteen (15) years of progressive experience may be substituted for a degree. Experience must include ten (10) years managing and administering contracts or projects. Working knowledge of Microsoft office products.
(3) Function: Serves as the overall contract point of contact. Responsible for coordinating all activities for the contract. Is the primary point of contact for the PBGC Contracting Officer Representative and the Contracting Officer. Ability to communicate effectively with senior leadership, provide management support for multiple teams of contractors across multiple facilities. Provides reporting and metrics to support contract activities.
Project Manager (II) – (Key Personnel)
(1) Education: A B.A/B. S in business management or equivalent degree in an associated field from an accredited institution.
(2) General Experience: Eight (8) years of project management and supervisory experience. Ten (10) years of progressive supervisory experience may be substituted for a degree. Working knowledge of Microsoft office products.
(3) Function: Represents the contractor on technical and administrative matters described in the contract.
Provides management responsibility for the office, which includes oversight of the administration/operations, facilities and general administrative functions. Supports the Program Manager in planning work assignments and staff hiring. Ensures scheduled tasks are completed timely. Meets and confers with PBGC federal staff on case specific activities. Resolves problems or issues and conflicts that could arise. Provides technical guidance and leadership and is responsible for program direction through successful performance of a variety of technical and management activities.
Assistant Project Manager (Key Personnel)
(1) Education: A Bachelor’s Degree
(2) General Experience: Seven (7) years of progressive supervisory experience. Nine (9) years of progressive supervisory experience may be substituted for a degree. Working knowledge of Microsoft office products.
(3) Function: Provides management support for the Project Manager. Provides responsibility for the for the office which includes oversight of the administration/operations, facilities and general administrative functions.
Supports the Project Manager in planning work assignments and reporting status of contracting activities to the Program Manager. May be involved in hiring, staffing and training. Meets and confers with PBGC federal staff on case specific activities. Resolves problems or issues and conflicts that could arise. Provides technical guidance and leadership to office staff.
Benefit Administrator III- (Supervisor)
(1) Education: A Bachelor’s Degree
(2) General Experience: Five (5) years of progressive experience supervising staff or leading teams. Six (6) years of progressive supervisory experience may be substituted for a degree.
(3) Function: Provides supervisory responsibility over multiple processing teams across a broad spectrum of benefit administration and document management activities. Assigns and reviews work of subordinate staff.
Develops project plans for team assignments. Provides status updates on processing team activities. Resolves sensitive customer complaints and escalates matters to federal staff when needed. Authorizes benefit payments, oversees the plan intake processes and issuance of benefit determination letters, etc. Reports directly to the Project Manager or Assistant Project Manager. Provides technical guidance and assistance to staff members.
Benefit Administrator II
(1) Education: Bachelor’s Degree
(2) General Experience: Three (3) of relevant work experience which can include but not be limited to: employee benefit field, claims processing, billing, payroll, banking, human resources, customer service representative, quality review analysts, etc. Four (4) years of progressive experience may be substituted for a degree.
(3) Function: Reports directly to the Benefit Supervisor. May lead teams on various projects or tasks. Authorizes benefit payments. Handles the most complex or sensitive case processing or customer matters. Processes benefit applications, QDROS, POAS, etc. Processes and/or calculates participant over/underpayments and recoveries. Performs the intake processing and issuance of benefit determination letters. Supports the database building activities. May be required to travel for data collection trips. Conducts quality reviews to ensure work meets quality standards.
Benefit Administrator I
(1) Education: High School Diploma or GED
(2) General Experience: One (1) to Two (2) year(s) of relevant work experience which can include but not be limited to: employee benefit field, claims processing, billing, payroll, banking, human resources, customer service representative, etc. Candidates must have demonstrated the following skills: attention to detail, meeting deadlines, organizational and customer service skills, and an ability to interact in a team environment. A college degree (Associate or higher) may be substituted for 1 year of experience.
(3) Function: Reports directly to the Benefit Supervisor. Performs routine benefit administration and case processing activities to include but not limited to: Initiates benefit payments and data loads for plan intake.
Processes benefit applications. Enters data into PBGC systems of record. Conducts research for participant issues. Supports the payment recovery and benefit payment processing activities. Responds to customer inquiries and telephone calls. Performs the day-to processing of customer interactions. Issuance of benefit determination letters. Performs tasks associated with the document management activities to include plan and participant file maintenance (Scanning, indexing and document preparation). May support database building activities. May be required to travel for data collection trips.
General Clerk III
(2) General Experience: Two years of related experience. Must be able to exercise analysis and experience in selecting documented procedures to follow in searching for, interpreting, selecting, or coding items to be entered from a variety of source documents.
(3) Function: Provides overall clerical support functions for the processing activities. Performs a variety benefit administration and case processing tasks assigned to higher level staff. Enters data into PBGC’s systems of record. Performs tasks associated with the document management activities to include plan and participant file maintenance (Scanning, indexing and document preparation). May be required to travel for data collection trips.
Administrative Assistant
(2) General Experience: One (1) year experience working in an office environment. Proficiency in computer-based word processing and spreadsheet software.
(3) Function: Provides administrative support to the Program Manager. Performs tasks such as but not limited to ordering supplies, coordinating travel arrangements assisting in preparing monthly reports, etc.
Technical Support Assistant (Key Personnel)
(1) Education: Bachelor’s Degree
(2) General Experience: Three years’ experience running database queries, sorting and manipulating data, etc.
Four (4) years of experience may be substituted for a degree.
(3) Function: Runs reports and queries against PBGC’s databases to support the office processing activities.
Provides the following support: (1) installs, moves, adds, and changes IT equipment for end-users located at FBA sites including desktops, laptops, monitors, cabling, IT supported local and network printers, IT supported phone hand and headsets per instruction from ITIOD O&M technical staff. (2) performs basic account and PIV card administration functions for end-users located at FBA sites in accordance with PBGC policy and procedures including, but not limited to PIV Card management such as performing PIN resets using light activation stations, and collecting PIV certificates from new FBA-located staff and providing to ITIOD O&M technical staff; (3) facilitates the onboarding process for new staff at their location in accordance with PBGC policy and procedure including, but not limited to: Prepares the workspace, e.g. ensuring it is free of clutter/debris, ensuring appropriate furniture is available (desk, chair, etc). Ensures the IT equipment is ready for use including re-imaging of desktop and laptop operating systems per instructions from ITIOD O&M staff.
Supports user’s initial login and password change; then proctor mandatory onboarding training and review and acceptance of Rules of Behavior (RoB) ; (4) receives delivery of PBGC’s equipment, parts and supplies shipped to the FBA as well as ship faulty equipment / excess supplies back to PBGC HQ’s location; (5) record any movement and/or updates to asset location or assignments and provide this information via e-mail to the COR and PBGC IT Asset Management Team within 3 business days of any change; (6) re-image desktop and laptop operating systems per instructions from ITIOD O&M staff upon request; (7) assist with operational and performance testing / validating IT infrastructure change by providing input on infrastructure performance upon request and by attending and reporting issues or challenges during the monthly FBA LAN Admin meeting; (8) coordinates with facility personnel for facilities support requirements, e.g. HVAC and power problems; (9) serves as a member of the FBA primary COOP team to assist users in the event of an emergency
(10) reports issues with desktop and networked printers to ITIOD O&M technical staff in accordance with PBGC procedures and serve as the point of contact for vendor supported (leased) printers; (11) Servers as system administrator managing user access for PSD specific MS SharePoint and MS Access based tools; (12) Assists in maintaining and troubleshooting PSD specific tools using knowledge of MS Access, SQL and MS SharePoint, including creation of database tools and producing reports by running SQL queries and sorting/manipulation of data.
