About this file
This document is a request for information notice issued by the Pension Benefit Guaranty Corporation for a future field office support services contract. The notice seeks market research feedback on a draft performance work statement for benefit administration, document management, records management, administrative support, database building support, data analytics, process improvement, automation, and customer contact center services. An advisory multi-step process will allow potential prime contractors to submit qualifications for the single-award, multi-year indefinite delivery/indefinite quantity contract anticipated for award in March 2019. The estimated value includes benefit administration at locations in Richmond Heights, Miami, Delaware, and Washington D.C., document intake and records management in Washington D.C., and database support and data analytics. Incumbent contracts in these areas will be consolidated under the new award. Interested parties are requested to review attached documentation and provide any recommendations to improve the potential solicitation using an attached response spreadsheet. The notice does not constitute a procurement commitment and the government assumes no costs from respondent information.

Sheet1
| IDIQ / Task Order | Section | Document | Line Number | Feedback or Question | PBGC Response |
| IDIQ | B | Cost Tables | There are no Bilingual Supervisors or Quality Assurance Managers in the cost tables nor in Section H. Given the bilingual requirement, will the Government consider adding these labor categories? | See updated Labor Cost Tables and Section H. | |
| IDIQ | B | Cost Tables | The B table for the CCC does not include any bilingual level 1 agents. Would it be appropriate to include this labor category in the requirement? | See updated Labor Cost Tables and Section H. | |
| IDIQ | B | Cost Tables | It appears that pricing for task 5.1 and 5.3 are assigned to the IDIQ Cost Table Labor Hour CLINs. Additionally, it appears that pricing for tasks 5.2, 5.4 and 5.6 are assigned to CLINs 0052001, 0054001 and 0056001. However, task 5.5 (Customer Contact Center) does not appear to be assigned to any of the CLINs with the Task Order Cost table. Are all of the statements above correct? If so, what is the pricing mechanism for task 5.5? | Yes, task 5.5 is not a part of the task order. The pricing mechanism is labor hour starts on page 13 of the IDIQ RFP - CLINS X0055001OH - X0055008OH | |
| IDIQ | B | Cost Tables | N/A | The call center is added to the work hours for DC, but there are no surge hours. The call center typically requires surge support during certain events, such as during tax periods. Does the Government intend to include surge support hours in the final RFP? | No, surge hours for the call center will not be included in DC. |
| IDIQ | B | Cost Tables | The B table for Richmond Heights and for Washington DC both appear to include labor categories and hours for the CCC. At which location does the Government intend to staff the CCC? | Alternative locations for the CCC will be addressed at the task order level. | |
| IDIQ | B | Cost Tables | The Quality Assurance Specialist category listed under the Surge CLIN is not specified for the CCC; however, the labor category description suggests that it would be. Does the Quality Assurance Specialist category in the surge CLIN pertain to the CCC? | Yes, the Quality Assurance Specialist only pertains to the CCC. | |
| IDIQ | B | Cost Tables | Is it correct that all contractors are expected to bid the NTE amounts shown for CLINs XX52001, XX54001, XX56001, and XXODC? | The cost table at the IDIQ level has been updated to reflect that CLINs XX52001 are fixed price. XXODCs should not be bid upon; instead, the ceiling for the ODC CLINs has been set by the Agency. | |
| IDIQ | B | Cost Tables | How will work be awarded under the Firm Fixed Price CLINs XX52001, XX54001, and XX56001 since the amounts shown are NTE amounts, but these items are identified as Fixed Price? | Section xx52001 is included in Task Order 1, which will be firm-fixed price. Task Orders for xx54001 and xx56001 may be awarded in the future and will be firm-fixed price. | |
| IDIQ | B | Cost Tables | Under section 1.2, it states, “PBGC intends to make a single award indefinite-delivery indefinite-quantity (IDIQ) contract with Firm Fixed Price, Time-and-Materials, or Labor Hour task orders.” |
a. Which parts of the FOSS may be fixed price?
| b. How will task orders be issued? | a. Any task order may be issued as firm fixed-price. Task Order 1 contains both firm fixed-price and T&M components. Please refer to pricing schedule in section B; b. Task order ordering procedures will be in section G of the final RFP. | |||||
| IDIQ | B | Cost Tables | On the incumbent FBA and PVA contracts, there have been separate labor categories for Supervisors and Team Leaders. Will the Government consider establishing seperate labor categories for these two positions? | In order to become more efficient and facilitate the consolidation of many contracts into one, the Government has consolidated similar labor categories. See the Introduction section of the RFP. Accordingly, we will not be adding a team leader category. | ||
| IDIQ | B | Cost Tables | The labor categories in the Cost Tables do not align with the breadth of work performed under the Defined Benefit Support Services contract. What labor categories in the Cost Tables are anticipated to be used for this work when it transfers under the FOSS contract? | In order to become more efficient and facilitate the consolidation of many contracts into one, the Government has consolidated similar labor categories. See the Introduction section of the RFP. | ||
| IDIQ | B | Cost Tables | The B table labor category for the CCC includes two Supervisors. Based on the size and complexity of the staff, would the Government consider adding a Supervisor in place of a Lead Agent 3? | Alternative stafffing approaches may be addressed at the task order level. | ||
| IDIQ | B | Cost Tables | The cost tables do not include labor categories that are consistent with the categories that are currently used on the various incumbent contracts. Can the Government please provide a cross-walk from the existing categories to those shown in Section B and described in PWS Attachment H? | See labor category requirements in Section H. | ||
| IDIQ | B | Cost Tables | The Cost Tables and associated Labor Category Descriptions (PWS Attachment H) do not provide for multiple levels of Benefit Administrators, which is customary on this type of contract. Will the Government consider creating a Junior, Mid, and Senior Level for this labor category? | See updated Labor Cost Tables and Section H. | ||
| IDIQ | B | Cost Tables | Section B has specific labor category requirements per location. Is PBGC flexible as to the assigned location if market research determines limited labor availability in the proposed locations (ex: bilingual call center requirement)? | Because space is provided by the governnment, we have limited flexibility. However, we will consider alternative staffing plans if feasible. | ||
| IDIQ | B | Cost Tables | NA | Can PBGC provide some clarification and/or additional information related to the site locations and hours as they related to Task Order 1 and the schedule for assuming work at various locations, such as: |
Richmond Heights, OH - assume work at this location upon Task Order award and transition of Coraopolis to Richmond Heights within 3 months of Task Order award and assume select tasks performed at Washington, DC and Kingstowne, VA within 6 months of award- does the Base Year cost table for Richmond Heights reflect both the initial staffing and the relocation of staff from Coraopilis and from Washington and Kingstowne? Can PBGC provide the initial staffing allocations at both locations in order to better understand the staff transitioning from Coraopolis and Washington and Kingstowne?
Miami, FL - assume work by September 2019 - does the Base Year cost table for Miami reflect the work beginning after this transition?
Washington, DC - assume work in October 2019 and December 2019 - does the Base Year cost table for Washington, DC reflect the work beginning after this transition?
In addition, the cost tables for these locations in Task Order 1 do not match those from the IDIQ. Presumably because it reflects these transition activities but there is some ambiguity between the two cost models and the schedule of work transition that would be beneficial to the vendor if PBGC could clarify the relationship between staff at a location and the assumption/transition of work either at that location or two another location. See Task Order 1, Attachment - A.
Miami:Yes.
Washington DC: Yes, the cost table for Washington DC (0052001) reflects the fixed price work that will be transitioned, as described in 5.2 of the IDIQ and Task Order 1 section C.2.3.
The cost tables in the IDIQ and Task Order are not intended to match. The IDIQ includes all services across all potential task orders. Task Order 1 is only reflective of the services required under task areas 5.1 and 5.2.
| IDIQ | B | Cost Tables | 153 - 161 | All Labor Category descriptions are not reflected in the pricing tables. What would be the location for the Consultant and Senior Consultant LC's? | Any task order will define the location. Task area 1 does not include the Consultant and Senior Consultant (that work is under task area 5.4). Vendors will need to submit pricing for all positions for each period of performance, which will be explained in the solicitation. |
| IDIQ | B | Cost Tables | Are costs under CLIN XXODC to be billed on a cost reimbursable basis, including the contractor's normal indirect load for ODCs? | ODCs are to be billed on a cost reimbursable basis, but may not include any indirect load. | |
| IDIQ | B | Cost Tables | Section B - Offers no provisions for overtime . Is it intended that all positions are exempt? | Overtime is not authorized under this contract. | |
| IDIQ | B | Cost Tables | Section B has specific labor category requirements per location. Is PBGC flexible as to the assigned location for critical management? | Cost tables have been updated to remove the Program Manager (critical position.) See new language under the section 12.4.1 along with language added to cost tables. Program Manager will be an indirect bill with an unspecified location. | |
| IDIQ | B | Cost Tables | Per the Cost Tables, the Program Manager will be located at the Richmond Heights facility. Will the PBGC IDIQ and/or TO COR also be located at the Richmond Heights facility? | No. | |
| IDIQ | B | Cost Tables | Since staff will be located at Richmond Heights, Miami, Delaware, and Washington DC, will the Government allow the Program Manager to be assigned to a site such as Washington DC, which is more centrally located to all sites and directly accessible to the PBGC Program Office staff for coordination across all task areas? | Yes. | |
| IDIQ | B | Cost Tables | Since the Program Manager III will be overseeing all task areas, will the Government consider having this labor category allocated across all task areas as an indirect cost, as opposed to just charging to Richmond Heights as a direct billable labor category? Although the Program Manager III would be an indirect allocation, this position would still be required as key personnel. | Cost tables have been updated to remove the Program Manager. See new language under the section 12.4.1 along with language added to cost tables. PM will be an indirect bill with an unspecified location. | |
| IDIQ | B | Cost Tables | There are no Quality Assurance Managers nor Quality Assurance Specialists assigned to Richmond Heights, Miami, or Delaware, yet the PWS at Lines 125-129 and 324-335 requires the contractor to perform quality control and to include a Quality Control Plan as part of its proposal. Will the Government consider adding Quality Assurance Managers and Quality Assurance Specialists to these CLINs? If not, under what current labor categories does the Government expect the Quality Assurance Manager and Quality Assurance Specialists to bill their time? | The Benefits Administrator labor category(s) are considered broad enough to include these functions. The contractor may designate staff to perform these functions as described in the labor categories. | |
| IDIQ | B | Cost Tables | Is PBGC planning to specifically identify all labor categories covered under SCA? | Only the Administrative Assistant is covered under SCA. | |
| IDIQ | B | Cost Tables | For each labor category covered under the SCA, does the offeror need to consider future wage determination increases (wages and H&W) in its pricing of option years' labor hours? | See FAR 52.222-43 incorporated by reference IAW FAR 52.212-5 of the RFP. | |
| IDIQ | B | Cost Tables | To ensure consistency in staffing, pay rates, and compliance with the Service Contract Act (SCA), particularly with respect to the right of first refusal (see FAR 52.222-17), will the Government please identify all labor categories that are currently filled by staff covered under the SCA Wage Determinations and identify the WD category and number of staff currently employed in these labor categories for each geographic area/CLIN? | This information will be provided at the time of award. | |
| IDIQ | B | Cost Tables | The Service Contract Act requires that employers recognize years of service on the contract for all Wage Determination employees. For pricing purposes, will the Government please provide a breakdown of the number of staff by labor category, WD category, and contract hire date or estimated years of service as of the contract award date? | This information will be provided at the time of award. |
| IDIQ | B | Cost Tables | N/A | There are no surge hours for Level 1 agents at Richmond Heights. Is this correct? | See updated Labor Cost Tables and Section H. |
| IDIQ | B | Cost Tables | Is there a reason why only One Technical Support position is required for each location? | We believe the total number of Technical Support positions allocated to the contract are sufficient. We are willing to revisit later if necessary. | |
| IDIQ | B | Cost Tables | There is no apparent pricing mechanism with the IDIQ/Task order Table to address the costs related to FOSS Transition In/Out. | There are sufficient hours available to support in/out transition, although they are not in a separate CLIN. | |
| IDIQ | B | Cost Tables | Base Year | There are no separate CLINs for transition-in activities. Will transition-in costs be billed under the first Task Order? | Yes. There are sufficient hours available to support in/out transition, although they are not in a separate CLIN. |
| IDIQ | B | Cost Tables | N/A | Per the TO PWS, the Delaware FBA will be incorporated into the Richmond Heights location upon mutual agreement with the contractor, but no later than February 2021. The IDIQ cost tables still show hours for Delaware through OY2 (3/2022) and no hours in OY3 and OY4. This appears to be inconsistent with the TO PWS. In addition, there is no corresponding increase in work hours for Richmond Heights to accomodate the transfer of Delaware work. Is this correct? | There is a corresponding increase in Ohio to accommodate the Delaware work in OY1. There are hours in both Ohio and Delaware for OY1 and OY2 to serve as a transition period. |
| IDIQ | C | PWS | Page 16 | Rows 3 and 4 of the table, Grade of Service and Average Speed of Answer, appear to measure the same metric, with different AQLs (one says calls answered in 20 seconds, the other says 30 seconds). Would PBGC please clarify? | See the footnote added to the Performance Requirement Summary table in IDIQ section 11. |
| IDIQ | C | PWS | 209-216 | This section talks to performing the recovery of payments. Will ARES be available to the contractor to process recovery payments? | Yes, system access will be available to staff who need it to perform their work. |
| IDIQ | C | PWS | 105 | Can PBGC provide additional details on the type of calls to Tier 1 that are handled by Tier 1 and those that are forwarded to Tier 2? | Tier 2 calls are described in section 5.1.1.1 of the IDIQ. |
| IDIQ | C | PWS | 296 | Will the vendor be required to assume operational control of the Tier 1 customer contact center upon contract award? Or will this task be required in the later years of the contract period of performance? | No, tasks assigned to task area 5.5 (Customer Contact Center) are not part of Task Order 1. In the IDIQ, we included the potential transition of these services in Option Year 2. |
| IDIQ | C | PWS | 646 | Are security clearances required for staff? | Yes. |
| IDIQ | C | PWS | 74 | Please provide a list of those contact centers which will eventually be consolidated into the system. | See Section C, Attachment A, Incumbent Contract Information table. |
| IDIQ | C | PWS | Under this contract, will there no longer be a need for a COOP? | There is no need for a physical COOP site or any dedicated COOP personnel resources under this contract. | |
| IDIQ | C | PWS | 114 | It is our understanding that PBGC is evaluating CRM products that may result in the implementation of a new CRM product most likely during the period of performance of FOSS. How will PBGC handle this new implementation in terms of contractor training and transition of information into a new solution? | PBGC will provide training for new software and software enhancements. |
| IDIQ | C | PWS | 59 | What technology(ies) are used for the database support? | Please refer to modified IDIQ RFP section 5.3. |
| IDIQ | C | PWS | Are the Data Specialists, Data Analyst and Records Management Analyst positions intended for the Database Building Support listed in the FOSS Scope? | The solicitation has been updated to remove the requirement for Records Management Analyst. The Data Specialist and Data Analyst pertain only to section 5.3, and may be awarded under a separate task order. | |
| IDIQ | C | PWS | 456 | When is the expected award date of the contract? | Projected award date is early Spring 2019. |
| IDIQ | C | PWS | 456 | When is the expected start date of the contract? | Projected award date is early Spring 2019. |
| IDIQ | C | PWS | 140 | When eCARFs are submitted by the CCC/FBA/PVA community, they are forwarded to a processing stage in SharePoint for a quality review prior to submitting the transaction to PLUS (State Street Corporation's paying agent system). Will this requirement be part of the new contract? | Yes. |
| IDIQ | C | PWS | 264 | The PWS calls for the assignment of 3 Supervisors and 17 General Clerk IIIs at Washington DC headquarters to perform incoming mail processing, scan/upload, and administrative support. Please confirm that it is the Government's intent that this work will be proposed as Fixed Price under CLIN0052001? | Yes, this will be fixed price. |
| IDIQ | C | PWS | 264 | The 3 Supervisors and 17 General Clerk III staff do not appear to be included in Section B, or if they are included, what are the labor categories in Section B that correspond with the 3 Supervisors and 17 General Clerk IIIs? Do these number of FTEs correspond with the current support levels being performed today, and if not, what changes are accounting for the expected variance in staffing levels? | See revised IDIQ section 5.2. The work is expected to be firm fixed price. |
| IDIQ | C | PWS | 536 | Other than the Program Manager, are there any other key personnel positions required for this contract? | At the IDIQ level, the Program Manager is the only key personnel. However, for Task Order 1, key personnel are Program Manager, Project Manager, Assistant Project Manager and Technical Support Assistant. Subsequent Task Orders may require additional key personnel. |
| IDIQ | C | PWS | 640 | Is there a facility clearance requirement for this contract? | The work will be performed at government facilities. |
| IDIQ | C | PWS | 403 | Will there be any work permitted on Contractor Owned facility(ies) or will this work be performed on government-site locations? | The work will be performed at government facilities. |
| IDIQ | C | PWS | The draft rfp states the work currently performed in Coraopolis, PA and Wilmington, DE will transition to Richmond Heights, OH and Miami, FL within certain timeframes. To ensure a successful consolidation, it is important to consider certain factors such as personnel resources, cost of resources, availability of additional personnel resources, weather impact, cost of facility, loss of knowledge capital and historic performance. 1. What were the factors used to identify the offices selected for elimination? 2. Would the government entertain alternate suggestions for the two operations? | 1. The main factors used to identify the future offices were: a) availability of affordable real estate; b) availability of personnel; and c) efficiency of current operations. |
2. Because space is provided by the government, we have limited flexibility. However, we will consider alternative locations if feasible.
| IDIQ | C | PWS | 200 | Are the staff hours for assuming this work identified in the IDIQ cost tables or will that be a separate task order with identified LOE near the end of the current Tier 1 contract? | The hours in the IDIQ cost table reflect the hours needed to transition and perform the work. |
| IDIQ | C | PWS | 267 | Does PBGC anticipate receiving and processing incoming mail at the Richmond Heights location, at the Kingstowne location, or both? | Incoming mail will be processed at Kingstowne for a period of time, and them move to DC. |
| IDIQ | C | PWS | 83 | It would be helpful if PBGC can provide the OBA Operations Manual, hard copy or electronically, for bidders to review to provide a more thorough understand of the current requirements for each work activity. | See Attachment B of the RFP. |
| IDIQ | C | PWS | 80 | Will PBGC be providing the OBA Operations Manual as part of the final RFP? | See Attachment B of the RFP. |
| IDIQ | C | PWS | 646 -653 | Will the PBGC provide onsite fingerprinting and badge activation for high volume and surge staffing requirements? | PBGC will provide equipment and training for contractor staff to perfom fingeprinting and PIV card activation. See Section 5.1.5. |
| IDIQ | C | PWS | Plan closing is an activity that has been performed by the FBAs but is not listed in the IDIQ PWS. Will FOSS be responsible for plan closing activities? If so, under which PWS section will this be handled? | It will include some plan closing activities, but not what is currently outlined in Process 22. | |
| IDIQ | C | PWS | 277 | Does the 5.2.3 requirement include the post scan committal verification of scanned documents? | Yes. |
| IDIQ | C | PWS | 21 | What federal contract vehicle will be used for this procure these services? | The RFP is solicited as Full and Open Competition. |
| IDIQ | C | PWS | 99 | Will the contractor be responsible for all costs associated with staff relocating from one location to another, assuming an individual is interested in relocated, or will PBGC reimburse the contractor for those costs? | The contractor will be responsible for all costs associated with staff relocations. |
| IDIQ | C | PWS | 175 | Will remote scanning support be required for Data Collection? | Yes, see revised IDIQ section 5.1.2.1. |
| IDIQ | C | PWS | 125-129 | Is technical proficiency part of the soft skills scoring, or is it measured separately? If measured separately, how will it be monitored by PBGC? | It is measured separately. Government monitoring will measure technical proficiency. Michelle to add monitoring language. See 5.1.1.4 |
| IDIQ | C | PWS | Under the telecommute policy, are there any specific restrictions that a contractor should be aware of? | Yes, the work must be portable and contractors must be aware of the need to protect PII and safeguard PBGC resources. To protect PII, printing outside of a PBGC- or federally-controlled facility is prohibited. See link to PBGC directives that are located on pbgc, gov website. | |
| IDIQ | C | PWS | 391 | Would the customer consider a "Work at Home" model or a "remote support" option? | See Section 9 regarding the Place of Performance. |
| IDIQ | C | PWS | 321 | Can PBGC elaborate more on what third-party services are being provided today and what commercially available service is being used by PBGC? | PBGC currently uses a Commercial Locator Service and a skip locator. The contractor may propose tools not currently in use at PBGC, subject to review and approval by PBGC. |
| IDIQ | C | PWS | 74 | Would it be possible to provide a list of those 3rd party entities / groups, and systems which may be required to communicate with the FOSS team over the span of the contract? | This information will be provided at the time of award. |
| IDIQ | C | PWS | 34-40 | What transition period or overlap is being planned to permit a seamless turnover of work from each of the listed locations to Richmond Heights? With respect to work currently performed at Washington DC and/or Kingstowne, VA, what work will remain at these locations and what work will move to Richmond Heights? | Between 3 and 6 months has been accounted for in the labor cost tables as a transition period for work that is intended to move to a new location. All of the work described in task area 5.1 is expected to transition out of Washington DC to the Ohio location over time. All of the work in task area 5.2 is expected to remain in Washington DC. See revised Task Order 1, Attachment - A. |
| IDIQ | C | PWS | Transition Washington DC/Headquarters Work |
a. Referencing 5.1.1.10 (Missing Participant and 5.1.4 Recovery, Pay Cycle Support, Prepare returned check reconciliation.) This requires access to Lock Box. Will this requirement be relocated to Richmond Hts.?
b. Recovery is involved. Is it expected that the Contractor handle tasks such as i.e. issuing subpoenas, researching joint accounts? a. There are no plans to move the Lock Box at this time.
b. Yes, contractors may be required to draft subpoenas and support the recovery function.
| IDIQ | H | Labor Category Requirements | 72-73 | Is it correct that Benefit Administrators can authorize payment without higher level approval? What are the thresholds for payment authorization? | BA-1s initiate payments, and BA-2s and above authorize payments. Thresholds are identified in the manual. | |
| IDIQ | H | Labor Category Requirements | There is a Bi-Lingual Level 2 Agent listed in Section B, Cost Tables, but there are no labor category requirements in Section H. Will the Government please include a Labor Category requirement for the Bi-Lingual Level 2 Agent, specifically any requirements associated with bi-lingual skills and/or verification of skills? | The government will not include a specific labor category for bilinguial Level 2 Agent. However, the current position requires bilinigual skills. | ||
| IDIQ | H | Labor Category Requirements | 153 | Since the Consultant and Senior Consultant positions are not included in the T&M CLINs on the Cost Tables, are the Consultant and Senior Consultant positions to be billed as Firm Fixed Price under CLIN XX54001? | Yes. | |
| IDIQ | H | Labor Category Requirements | 53 | On the incumbent FBA and PVA contracts, there have been separate labor categories for Supervisors and Team Leaders, with the Team Leaders requiring less education and experience than the Supervisors. The requirements for Team Leaders currently assigned to the incumbent contracts are less than that stated in Section H and, therefore, incumbent staff may not qualify for the more stringent Supervisor requirements. Will the Government consider establishing a Team Leader category? | To streamline contract management, we have decided to consolidate similar labor categories. Accordingly, we will not be adding a team leader category. | |
| IDIQ | H | Labor Category Requirements | Program Manager III – This position requires a Bachelor’s degree. A Master’s degree or higher may be substituted for 2 years of experience. We would recommend i.e., 15 years of progressive experience be substituted for a degree. | See updated Labor Cost Tables and Section H for the Task Order. | ||
| IDIQ | H | Labor Category Requirements | 176, 206 | The quality assurance labor category requirements are specific to the CCC, and no quality assurance staff requirements are provided for FBA operations. Would PBGC please clarify if the FBAs are to provide quality assurance staff? | Yes, the FBA/DMC are required to provide QA staff, but we are not providing a separate labor category. Contractor shall designate taff at the BA-2 level to perform QA functions. | |
| IDIQ | L | Instructions | 222 | What are the page limits (if any) for Volume IV - Small Business Participation? | There are no page limits for Volume IV - Small Business Participation. | |
| IDIQ | L | Instructions | 60-62 | Does PBGC require a separate reference matrix, or is it acceptable to reference the applicable sections of the solicitation in the section heading? If a separate matrix, is this exempt from page limitations? | If a cross reference matrix is included, it is exempt from page limitations | |
| IDIQ | L | Instructions | 126, 217-220 | The Small Business Subcontracting Plan is required in 2 volumes (Vol II and Vol IV). Is this correct? | See the updated instructions for the Small Business Subcontracting Plan and Small Business Participation Factors | |
| IDIQ | L | Instructions | 112 | Does PBGC mean to have a TOC from all four proposal volumes provided in the front of the Cost volume? | No | |
| IDIQ | M | Evaluation Criteria | 76-80 | The QC Plan may require significant page count. Would PBGC allow this to provided as an attachment to the technical proposal and outside of the 40-page limit? | The QC plan is part of the technical approach and will count toward the page limit. | |
| IDIQ | M | Evaluation Factors | 87 | It is expected that the Transition Schedule/Plan as required in Section M will be lengthy. Will the Government allow a detailed transition schedule to be included in the proposal as an appendix or attachment that is not included in the page count? | The Transition Plan is part of the technical approach and will count toward the page limit. | |
| IDIQ | M | Evaluation Factors | Section M states that relevant past performance "is defined as being of the same or similar scope, size, and value." Each of the incumbent contracts being rolled into the FOSS IDIQ contract is substantially smaller than the overall FOSS contract; however, incumbent contract experience would seem to be the most relevant experience for the FOSS contract. How does PBGC intend to evaluate the relevancy of Past Performance with respect to size and value for incumbent contracts with the same or similar scope of work? | Past Performance will be evaluated to determine the government's confidence in the offeror's ability to accomplish the work required by the PWS. Three past performance references that each demonstrate relevancy being similar in scope, size and value will provide the government greater confidence than three past performances that each do not demonstrate all aspects of relevancy. Also, the government will have low confidence in an offeror's ability to performance if each aspect of relevancy are not represented among the three past performance. In other words, if all three past performances are only similiar in scope but none are similar in size and value, the government will have a low confidence in the Offeror's ability to perform. | ||
| IDIQ | M | Evaluation Factors | 87 | Is the Transition Plan intended to cover the initial transition of the task order (start-up at Richmond Heights and transfer of Coraopolis) or should it also address the transition of the additional work (i.e., DC HQ work and Kingstowne work) that is planned to transfer to the Task Order during the first six months of the Base Contract year? | ||
| The Transition Plan should cover all events occurring during the base year of the contract. | ||||||
| Task Order | B | Cost Tables | 28 | Currently, the work performed on the DRMS contract exceeds the hours identified on Section B. Is this correct? | The information provided in Section B is our best estimate of the projected workload after the contracts are consolidated. | |
| Task Order | B | Cost Tables | Project Manager II for Wilmington, DE - 520 hours is allotted for the base year, but Option Year 1 has 2,080 hours. | |||
| a. Why does PBGC drop the hours for the 1st year and then bring back up in the option year? This will have a major impact on institutional knowledge and personnel resources. | Labor Cost Tables and pricing schedules have been updated to reflect the appropriate period of performance for each location during the base year. | |||||
| Task Order | B | Cost Tables | 28 | The table at line 28 includes the Sarasota Field Benefit Administration contract. Per Section C, PWS, Line 32, the Sarasota office is scheduled to close in September 2018. Do the work hours at the other site locations include the hours required to perform the work that is currently performed at the Sarasota FBA? | The information provided in Section B is our best estimate of the projected workload after the contracts are consolidated. | |
| Task Order | B | Cost Tables | In Draft Task Order 1 it discusses the assumptions for FOSS transition effort. Is task order 1 the planned pricing mechanism for FOSS Transition In/Out activities? If not, what is the purpose of draft task order 1 and what will be the mechanism for pricing FOSS Transition activities (if any). | Yes, task order 1 includes the transtion-in effort as well as performance of the work. | ||
