Rehabilitate auto shop (PMIS 228422) Olympic NP Attachment 9: Site visit notes and initial clarifications
Pre-Proposal Site Visit for Solicitation #140P8321R0001
January 19, 2021
Mr. Rod Roberson, Contracting Officer, thanked the group for their interest in the project and for attending the site visit. After introducing Ms. Sarah Welch, Contract Specialist and Administrative Contracting Officer, and Mr. Cody Manzer, Contracting Officer’s Representative, Ms. Welch stated:
• Nothing said today changes the terms, conditions, requirements, or specifications of the solicitation and eventual contract. All changes will be formalized and incorporated by formal written amendment(s) to the RFP and posted at beta.SAM.gov.
• The solicitation (SF1442 with associated clauses and provisions) is the file named “sol_140P8321R0001” which is the bottom file attached at beta.SAM. Make sure you are viewing the posting that is of type “solicitation” rather than “updated presolicitation”. All amendments will be posted here; it is your responsibility to monitor the site. You can also register and use the “follow” feature.
• This acquisition is set aside for WOSB concerns. I encourage you to review pertinent sections of the solicitation and regulations.
• As Rod mentioned, we will take only limited questions during this site visit. Submit all questions to me, ideally referencing the particular section of the specifications or drawings.
We will answer all questions submitted up to seven days prior to the closing date in amendments to the solicitation.
• Send proposals and supporting documents, etc. to Sarah’s email address (at the bottom of the announcement at beta.SAM and in Section G.4 of the solicitation). Due to system and bandwidth capacities, we recommend sending the proposal at least an hour prior to the time it is due.
• Remember to review the information in Sections L (Instructions to Offerors) and M (Evaluation) before submitting the proposal.
• Due date is Feb. 12 at 3:00 pm PT unless extended by amendment.
The group then toured the building and surrounding areas with brief orienting and introductory remarks from COR Manzer. The following clarifications are provided.
1. What size are the two existing above ground tanks?
a. The two existing fuel ASTs indicated for removal on C1.0, AD1.1, and PD1.1 are
2,000 gallon and 1,000 gallon respectively.
2. What product is stored in each tank?
a. Diesel in each. One is dyed Off-Highway and the other clear Highway.
3. Sheet PD1.1 Keynote P5 states “Test existing soils and remediate soil in accordance with
EPA regulations for all contaminated areas”. How much soil is to be remediated? How contaminated is it?
a. The contractor shall perform testing to determine if soil is contaminated; refer to sheet C1.0, Demolition Note 2. Because the level and extent of contamination are unknown, include transport and disposal of one 10-cy truck load (approximately 13 tons) of non-hazardous, contaminated soil to an appropriate offsite disposal facility in CLIN 0002. If additional soil needs to be removed, we will add the work via contract modification.
4. Are there any electrical indications for the fueling?
a. Refer to electrical sheets.
5. Where will the staging area be?
a. To the east of the project site, along the inside of the fence.
6. Will the NPS clear out some of the material in the auto shop?
a. NPS will clear out their operations from the shop. There are specific items/furnishings in the shop that are indicated as remove and dispose or remove and salvage on Sheet AD1.1 as well.
7. Is there an existing fire alarm or fire suppression system?
a. There is not a fire alarm or suppression system in the building. A new fire alarm system is to be provided per sheet E3.1, Key Note E6. The reference to existing “ON SITE” refers to a system currently in an adjacent facility, which is a FIRE-
LITE MS-5210UD.
8. How thick is the asphalt in the parking lot?
a. Based on previous work in the area, the asphalt is typically 3-4” deep.
9. Where will the monitoring for the fuel system go?
a. Refer to E3.1 Key Note E40 and P2.1 Key Note P27.
10. Any there any requirements not stated in the specifications or drawings related to the historical district?
a. Refer to specification section 01 35 91. Historic preservation requirements pertain primarily to the exterior of the building and building envelope.
11. Will there be a new hoist?
a. No new hoist; just demolish the old hoist system.
12. We noted that NPS operations will still be active while construction is underway and there will be equipment and traffic in the area.
13. Where does the Civil Work get incorporated into the CLINs, as nothing is listed on the Price Schedule?
a. Civil work is incorporated into the CLINs where it is applicable to that CLIN.
Refer to Section 01 27 00, Definition of Line Items, in Attachment 1.
14. Please provide a detailed list of owner-supplied equipment for the fuel management system.

15. Do you want remote fill boxes? Or does the tank have overspill integral to the tank? The drawing reflects a remote fill box.
a. The tanks come with 7-gallon overspill integral to the tank. Remote fill boxes are part of the project per sheet P2.1, Key Note P24.
16. The tanks would be 5’6” tall. Do you want stairs for these? Also, please confirm you will need remote fills.
a. Stairs are not included in the project. Remote fill boxes are indicated on P2.1, Key
Note P24.
17. Do you want standard 12’ of fuel hose or 25’ hose or more? If >25’, a hose reel will be required.
a. The hose should be 16’ long; no hose reel is required. Refer to P2.1, Key Note
P23.
18. Specification section 22.12.13 calls for submersible pumps, but then also includes information for suction lift and vacuum gauges, as well as a fuel oil recirculation system. Can you provide more details on what is expected?
a. Specification section 22 12 13 has been revised and is provided as Attachment 10.
The changes are that Paragraphs 3.04 G and 3.05 A and B have been deleted.
The new specification section retains original Paragraphs 3.06, 3.07, and 3.08, but they are renumbered as 3.05, 3.06, and 3.07.
19. The specification also discusses underground piping and sumps, which do not seem to be needed. Drawing P2.1 of the drawing appears to show the intent, a system with submersible pumps piped to a twin product dispenser. Please confirm.
a. Refer to sheet P2.1, Key Note P23.
20. There appears to be a conflict between drawings. Sheet C2.0, Key Note #2 indicates the concrete sidewalk between the building and the fuel island is per detail 1/C6.0 – 4” concrete sidewalk over 3” sub base course. Sheet S1.10, fuel canopy foundation shows this as a 5” concrete slab with #5 @ 9” on center. References the Civil drawing only for spot elevations.
a. The fuel canopy foundation and slab have separate requirements than the sidewalk, as indicated on the sheets referenced.
21. What lubrication products and viscosities are being dispensed from the lubrication tanks through the reels? Reference drawings # P2.1, Key Notes P12 & P13.
a. SAE 15-40 (Motor Oil), ISO 32 (Hydraulic), ISO 46 (Hydraulic), SAE 30 (Hydraulic/Transmission).
22. What is the voltage and phase on the air compressor? Reference P0.2, air compressor schedule. Voltage and phase is recorded as 69. Please confirm 208/230-460 VAC 3 phase.
a. 208V/3-Phase.
23. Are the existing tanks single wall or double wall?
a. Double wall.
24. Will all fuel be removed by NPS, or will contractor need to store or dispose of existing fuel?
a. Contractor will need to dispose/clean of residual diesel fuel/sludge at bottom prior to recycling.
25. If existing fuel needs to be stored or disposed of, approximately how much fuel will that be?
a. NPS estimates this will be less than 100 gallons in total between both tanks.
26. Will NPS be updating the existing SPCC Plan or will contractor be required to submit a new Plan?
a. There is no requirement for the contractor to make any updates to the plan per the drawings and specifications.
27. There are slight differences between the contract price schedule (Page 4 of the solicitation) and the price schedule shown in the “forms to return with proposal – mandatory”.
a. The price schedule in “forms to return with proposal – mandatory” is correct and should be used. Options A and B align with the definition of line items in Attachment 1, Specifications. The form includes additional information below the schedule that is an important part of the proposal submission. See file "Revised clauses and provisions, 140P8321R0001” hyperlinked at beta.SAM.gov.
28. How many projects would you like submitted for past performance/relevant experience?
a. The answer is stated in the optional template for Relevant Experience, “READ
CAREFULLY: The purpose of this form is for the offeror to list construction projects (preferably performed during the past five (5) years) that are similar to the work described in this solicitation and from whom the government may gather past performance information. The number of projects listed shall not exceed ten (10) and shall be numbered consecutively, beginning with the most recent project. …”
29. Who attended the site visit?
a. A list of attendees is provided on the next pages.
