Amendment 3 posted January 29, 2021
Questions/clarifications #1 through #29 are in Attachment 9.
30. Per specification Section 14 46 00 please provide a location for the material lift, we believe it is meant to be located below the wall opening on the mezzanine shown on plan sheet A 6.0 detail 5. This most likely also needs clarification for electrical requirements for the lift in that location.
a. Correct, lift is intended to operate from ground floor to mezzanine opening shown on A3.1 – 4 and A6.0 – 5. Lift is to be fixed to west side of wall along Gridline C.
Anticipated electrical needs for the lift are listed on E0.4, Panel #4A – CKT 5.
See updated Section 14 46 00 in Attachment 13 for basis of design. Changes to this section are in Paragraphs 2.01 B1 (capacity rating changed) and 2.01 B10 (added basis of design).
31. Section 02 41 00 of the specification states in paragraph 3.01 B to be salvaged, the owner may store or require the contractor to store materials to be relocated at the completion of the project. Does the owner have an area to store salvaged materials, if so, what is its location in proximity to the project? Or does the contractor need to provide onsite storage for salvaged materials.
a. NPS will provide details/areas to store items at the time prior to removal. All storage areas will be within the compound at 600 E. Park Ave.
32. What materials/items will the lift be intended for? Will the materials need to be loaded by hand, cart, or pallet jack?
a. The materials will be loaded by hand. Most common items will be truck and heavy equipment filters (air, oil, hydraulic, etc.) and other common fleet maintenance parts/stock items (hardware, air brake canisters, lights, belts, etc.) to be stored on the mezzanine.
33. What type of Carriage walls and Carriage gates would be best suited for the lift? What type of Enclosure Gate?
a. OSHA is prescriptive on areas that need to be enclosed/protected to avoid pinch points. Refer to updated specification 14 46 00 for basis of design.
34. Will the lift have a pit or need a ramp? Is the lift going through a floor or next to the edge of an upper level?
a. No pit or ramp. The lift will be adjacent and connected to wall. Refer to updated specification 14 46 00 for platform requirements and basis of design.
35. Please confirm fluids dispensed from overhead reels is Delo 400 15/40 (from two reels), BioHydraulic fluid and grease.
a. The current existing overhead reels dispense the following: 15-40 Motor Oil, SAE 30W (CAT transmission), AW46 (hydraulic), and grease. Future/new hose reel products answered/clarified by question #21 on Attachment 9.
36. IFH system called out on P2.1 and P4.1 is for storing and manually dispensing fluids only. Is contractor to reuse bulk tanks and air pumps as well as grease pump system or supply all new?
a. Supply new. Existing bulk tanks to be removed per PD1.1, Key Note P4.
Additional specifications for bulk tanks and air pumps for hose reels forthcoming in a future solicitation amendment.
37. If contractor is supplying new bulk tanks and grease pump please specify volume required per product with tank design and pump design.
a. No bulk grease or pump for grease required per contract. Basis of design bulk tanks/totes for fluids from IFH are steel 65-gallon capacity each, with a total quantity of 20 totes configured along the interior of Gridline 2 (between D & C) in Vehicle Repair 101. Additional specifications for bulk tanks and pumps forthcoming in a future solicitation amendment.
38. Sheet AD1.3 keynote 2 indicates there are two (2) layers of sheathing to be removed. What type of sheathing is this? Plywood? Tongue & groove car decking? Please advise.
a. Plywood.
39. Are there any as-built drawings available for the project?
a. The contract drawings were created based off current conditions. The original construction drawings of the facility were provided as Attachment 3 of this solicitation. Additional construction drawing (dwg #60060) for the in-ground lift is provided with Amendment 3 as Attachment 12. Note: Sheet #3 (dwg 60060) best reflects current conditions.
40. Sheet C0.1 – indicates that we are responsible for permitting. Are you able to clarify which permits are going to be required and confirm the list below? NPS response in BLUE
a. Wastewater discharge (GC) – Not Required
b. Stormwater (GC) - Required
c. Clearing & grading (GC) - Required
d. Building permits – Not Required
e. Electrical permits - Required
f. Mechanical (HVAC) permits – Not Required
g. Plumbing permits – Not Required
h. Fire Alarm – Not Required
i. Tank removal from EPA & WA State, not normally issued for above ground tanks. – Not Required
41. Specification Section 01 11 00 1.0 indicates the work restrictions and work hours. Will the
Contracting Officer allow the project to be a 4-day, 10-hour shift in lieu of a 5-day, 8-hour shift?
a. Section 01 11 00 – 1.9 specifies on-site work hours allowed. Anything outside of those hours requires prior written approval. A 10-hour shift falls within the 12-hour time window specified and does not require additional approval.
42. Are BIM drawings required for as-builts or shop drawings on this contract, or will AutoCAD drawings suffice? There is mention of BIM in 22 01 00, Basic Plumbing Requirements – “where the project uses a BIM model…….”, p 326 of 735 in Attachment 1 PDF.
a. PDF. Refer to Section 01 31 00 – 1.4 for project management & coordination of submittals, Section 01 33 23 – 1.4 for submittal procedures, and section 01 77 00
