Rehabilitate auto shop (PMIS 228422) Olympic NP Attachment 14: Clarifications #3 with Amendment 4

Clarifications #3 for Solicitation #140P8321R0001

Amendment 4 posted February 5, 2021

Questions/clarifications #1 through #29 are in Attachment 9.

Questions/clarifications #30 through #51 are in Attachment 11.

52. Metal roofing assembly: Substitution - bearing plate in lieu of zee framing and underlayment in lieu of drainage mat. See attached product information.

a. Product substitutions (approved equals) may be pursued by the contractor after award per Section 01 67 00 - Product Requirements of Attachment 1; we do not intend to add new products to our specifications by amendment to the solicitation.

53. Gutters: Drawing A1.3, Keynote #2 indicates aluminum gutters while A5.0 and specifications both indicate 12ga steel gutters. Please clarify.

a. A1.3, Keynote #1 & #2 are typos. A5.0, A5.1, and specifications are the correct intent. A1.3, Keynote #1 & #2 have been revised to indicate “…Painted Metal Gutters…”; see Attachment 15.

54. Drawing E1.1, Notes E25 and E26 reference Drawing E5.1. This drawing was not included in the drawings provided. Please provide this drawing.

a. This is a typo and the site plan sheet referenced was intended to read E3.0 – Electrical Partial Site Plan. Sheet E5.1 does not exist.

55. Drawing E2.1 and E3.1: Rooms 105 and 110 contain potentially hazardous materials. Are there any special restrictions applicable to the lighting or wiring methods in these areas? If so, please provide the NEC classified zones and requirements for wiring and equipment.

a. Hazardous Storage Room 105 will be a NEC Class 1, Division 2 space. Space 110 is an exterior/open space.

56. Drawing E3.1, Note E5 mentions replacement of the receptacles and breakers. The locations for these receptacles are not shown on any of the plans to help us determine the required quantity for replacement. Can a quantity be provided for budgeting purposes? Also, is the contractor to use the existing panel schedules included in the design documents to determine the number of 208V breakers to be replaced with GFCI breakers?

a. The intent is for the contractor to replace all existing receptacles that are scheduled to remain with GFCI type, including associated cover plates, boxes, conduits, wirings as deem necessary. Any circuit breakers feeding 208V rated receptacles will need to be GFCI type. Currently, a quantity of approximately forty-five (45) receptacles (double gang counting as 2) and ten (10) 208V plugs exist.

57. Drawing E3.1, Note E37 seems to indicate that the utility will provide the service disconnect and meter base/CT Can. Please confirm that these should be contractor provided and installed.

a. Contractor to provide and install per E3.1 and E4.1.

58. Drawing E3.1, Note E52 mentions “lighting” protection. Please confirm that this word is misspelled and should read, “lightning” protection instead.

a. Correct, it is a typo and should read “lightning”.

59. Drawing A6.0 Detail 1 shows a grab bar on the North Elevation. A1.10 Detail 2 shows no grab bar on that wall. Please reconcile.

a. Noted. Grab bar is removed from A6.0, Detail 1; see Attachment 15.

60. Regarding the new electrical conduit trench pathing on the west side of project. I'd like to clarify if the intention is to have all 3 trees removed within that work zone or leave all trees and shift pathing to the south through the larger opening between trees. Root damage will be certain of course and tighter bends in the conduit, but is doable in terms of excavation unless there are existing elements underground.

a. Existing route to be reused as applicable per E3.0, Keynote E47. Trees to remain.

61. Questions from Historic Preservation firms: Responses in BLUE

a. Is there an existing Project Preservation Plan or Section 106 Report? If so, please provide. See attached mitigations, NEPA/NHPA review.

b. Provide the Programmatic Agreement. See attached mitigations, NEPA/NHPA review (Attachment 16).

c. Is the intent of the specification section to have a third party review and provide detailed analysis of procedures as currently defined by the plans and specifications? No. NPS will coordinate with their contracted architect-engineering firm.

62. The provider of the mezzanine lift has the following limitations. Please clarify/advise. “We do not offer a unit with removable sides or no sides. The entire unit must be fully enclosed.

The limits are NOT adjustable. We do not offer any sensors that detect obstruction or overload.”

a. The mezzanine lift is not required to have removable sides or no sides. The hoistway frame is infilled with sheet metal to prevent interaction with the hoistway from the exterior of the lift. Limits are set based upon contractor-provided dimensions from field measurements and will not require adjustment after installation. The unit is fully enclosed to prevent fingers or obstructions from entering the hoistway and controls utilize door interlocks that prevent door opening while the carriage is moving. An optional emergency stop switch will be required. Updated Section 14 46 00 is provided as Attachment 17; this has signification revisions to the paragraphs in 2.01 B. Disregard the earlier revised Section 14 46 00 included in Attachment 13.

63. Does the entire underground concrete structure of the hoist lift need to be removed? Would it be acceptable to cut it down below grade and abandon in place for re-covering with a new slab?

a. Yes, the intent of AD1.1, Keynote 26 and A1.1, Keynote 23 is to abandon in place and re-pour once all existing equipment is removed and vault is properly prepared.

64. Your specs call for a general service air compressor package in Section 22 15 19. Summary

1.02 they are asking for oil-free, rotary-screw air compressors. We are curious as why they would need an oil-free compressor being that this is going to be used in an auto shop. These can be very expensive and close to triple the cost compared to a standard oil flooded rotary screw. Normally an oil-free compressor is used in hospitals or big labs. That also brings up another question on System Description 2.01 it is stating that it needs to meet NFPA which is a hospital code. Please clarify/explain. Is an oil-flooded rotary compressor acceptable?

a. Yes, please refer to Air Compressor Schedule on Sheet P0.2. Specification 22 15 19 will be revised and forthcoming.

65. Electrical Drawings E0.2, Panel MDP schedule requires an integral surge protection device.

The specifications do not contain any requirements or ratings in kA for the surge protective device. Please provide this information.

a. The ratings for this device shall be coordinated with the Utility Service Provider.

For pricing/bidding purposes, we assumed 10kA rating.

66. Electrical. If the CT can and meter base are contractor-supplied, who is the specifying utility for this equipment?

a. Refer to Attachment 1, Section 01 73 40 – 3.2.

67. Section 01 35 91 HP Treatment Procedures. The Washington Department of Archaeology and Historic Preservation has indicated they responded with a No Adverse Effect determination on this project and the treatment plan would be held by the National Park.

Advise if Section 01 35 91 is applicable to this project.

a. Yes, referenced section is still applicable.

68. Sheet C4.1 near the top right shows a shut-off valve, GV-01, near an oil water separator and refers to Detail 5 on Sheet C6.1. Plans call for a new shut-off valve, but no size is given in the plans or specifications, nor does it say what is flowing through this valve. Is it sewage or petroleum mixtures flowing through this valve?

a. It is 6”, although contractor shall field verify per C0.1, General Note 10.

Currently, only process water from the adjacent wash rack passes through the oil water separator. This project will add additional connection per C4.1 of process water from trench drains and new fueling station area drains.

69. Who attended the open house on 2/5/21?

a. See following pages for a list.

70. Solicitation L.3, Part 1, #4 calls for Prime contractors to “identify the project team (including key personnel and proposed subcontractors) and use their roles/responsibilities on a one-page org chart or list”. Can this information be submitted as second supporting document after the solicitation closes? If not, are there any options to relieve this potential bottleneck of proposal development?

a. The intent of the organizational chart is to understand which aspects of the project will be performed by the prime contractor and which by subcontractors. The chart should be submitted with the proposal; late submissions will not be accepted or evaluated. It is acceptable to identify the subcontractors’ trades without including their company names.
