Rehabilitate auto shop (PMIS 228422) Olympic NP Attachment 18: Clarifications #4 with Amendment 5

Clarifications #4 for Solicitation #140P8321R0001

Amendment 5 posted February 9, 2021

Questions/clarifications #1 through #29 are in Attachment 9.

Questions/clarifications #30 through #51 are in Attachment 11.

Questions/clarifications #52 through #70 are in Attachment 14.

71. The demo plan shows the substrate prep/diamond grinding will be done by the demo contractor. We would prefer that the coatings contractor perform the substrate prep. Please confirm this to be acceptable.

a. Yes, this is acceptable.

72. Fluid-Applied Flooring spec 096700, 3.2, A. It references removing "subfloor ridges, bumps, and protruding floor elements" along w/filling, patching, and repairing to provide 1/4" per foot of slope. The way it's written, it’s hard to determine if the spec is requiring 1/4" slope to drain or if 1/4" per foot is the max slope/substrate variation. Please clarify.

a. The floor currently has approximately 1/8” per foot slope to drain. The intent is to remove ridges and bumps in preparation of resinous floor coating.

73. Is there a reference or requirement for moisture testing and/or mitigation for the interior concrete floor?

a. No. Any new concrete or filler will need to meet manufacturer installation requirements for the fluid-applied flooring per 09 65 00 – 1.02B.

74. Is there a spec section for Above Ground Fuel Storage Tanks?

a. Yes, Section 22 11 02 to be attached with this Amendment.

75. Will professional engineers be required to review product/material submittals?

a. Only when a requirement in the specifications or drawings indicate.

76. Do Division 1 submittals require review time over and above the 7 days required before the Preconstruction conference?

a. Division 1 submittals are Informational, thus allow 10 days for review per 01 33 23 – 1.3D2.

77. Drawing E5.1 is referenced on Drawing E1.1, but is not included in the drawing package, nor on the list of drawings on the coversheet. Is there a missing sheet E5.1?

a. No, that is a typo. The drawing intended to be referenced is E3.0. See response to #54 in Attachment 14.

78. The specs reference an “Olympic National Park campus fire alarm system”. Will the replacement fire alarm system include a mass notification system or will it just be a standalone fire alarm system with communication to a central monitoring station that is designed with similar devices and features as other fire alarm systems within Olympic National Park?

a. Stand-alone system.

79. Please clarify the “Coordination Drawing” requirements per Section 01 31 00 – 1.4. This section appears to require Revit modeling of all trades and is intended for when “limited space availability necessitates maximum utilization of space for efficient installation of different components.” It does not appear that this project warrants that level of coordination and would require significant effort. Please confirm whether or not these “Coordination Drawings” are required.

a. Coordination Drawings will be required to clearly demonstrate the spatial and operational separation of different building systems at multiple locations throughout the building, both for functional and long-term maintenance requirements. Revit (3D modeling) is not required to produce coordination drawings, but different drawing types (floor plans, ceiling plans, sections, etc.)

indicated in 01 31 00 – 1.4B are expected to fully illustrate coordination of systems.

80. Please confirm that a QFPE is not required. Section 28 31 00 does not appear to require QFPE witness of fire alarm testing.

a. Refer to 28 31 00 – 1.03C for requirement. With regard to testing, the contractor or subcontractor that installs the system shall provide instruction, written test report and final testing in the presence of the government.

81. Please confirm that contractor provided engineering (PE) review of shop drawings is not required.

a. If a specification section or element requires engineering review, then it is required. Example: Section 23 05 20 – 1.05B

82. There is a note on Sheet P2.1 which states (P23) that the contractor is required to provide “an engineered fuel system”. The question is: is this fuel system not designed as shown on the drawings? Do we need to include stamped drawings for the design of this system? (the specs merely state delegated design on the restraint system and etc, and not the entire fuel system).

Please clarify the extent of the design required and are we to include in our proposal what is shown on the drawings, and then will a modification be issued if items changed from this additional design effort?

a. The entire fuel system shall be designed to coordinate integration of all the components per the drawings and specifications to provide a complete “turn-key” system. The intent is not to provide “stamped” drawings, unless components of the system require per the specifications.

83. Has the window putty been tested for hazardous materials?

a. Hazardous materials testing report is Attachment 5. The existence of any window putty is unknown, as glass units appear to be retained by wood stops only.

Contractor shall field verify conditions per A0.1, General Note 7.

84. Section 09 67 00, Fluid-Applied Flooring, may have a typo in 2.01 A. Clarify desired thickness.

a. Revision 1 to this section is provided in Attachment 19. The thickness should be ¼” (250 mils).

85. Attachment 1, Section 01 35 91, Historic Preservation Treatment Procedures 1.4 A, Qualifications: Do the “Specialist Qualifications” include that the staff meet Secretary of the Interior’s Professional Qualifications as an Historic Architect, per Code of Federal Regulations, 36 CFR Part 61?

a. No, the firm does not need to have a Historic Architect.

86. Attachment 1, Section 01 35 91, Historic Preservation Treatment Procedures 1.5 A, Salvaged

Materials: The scope for salvaged materials is unclear. Given that the building is not historic and the roof, siding, and windows are being replaced, as well as other building components, please list any historic building materials that are to be salvaged.

a. The building is a contributing structure to a historic district. Although the original roof material has changed and glass window units have been previously replaced, it does have original fabric to include the board over batten siding, fascia, and window casings. See AD1.4 for estimated quantities of repair/restoration. The Government has not identified any exterior materials for salvage.

87. Attachment 1, Section 01 35 91, Historic Preservation Treatment Procedures 1.5 B, Removed and Reinstalled Historic Materials: Similar to question 85, clarify what historic materials are being removed and reinstalled.

a. Sheet AD1.4 gives specific percentages for estimation purposes. The intent is that if the exterior fabric can be repaired or repurposed in another location, that is the preference.

88. Attachment 1, Section 01 35 91, Historic Preservation Treatment Procedures 3.1 A, Preservation Treatment Plan:

a. The response to Addendum #1, Question 67 indicates that the building is still applicable. Given that the building is not historic and the roof, siding, and windows are being replaced, as well as other building components, it appears that all historic building components are either not present or would be removed.

Please list the parts of the project for which a preservation plan is required.

i. Same as above, the exterior fabric.

b. Has the Architect completed an Historic Preservation Plan as part of the Section

106 submittal process/documentation? If so, it will guide the contracting team as to recommended treatments and approaches for the 01 35 91 Historic Preservation Treatment Procedures submittal. Please distribute the Architect’s Historic Preservation Treatment plan, if available.

i. This plan does not exist.

89. Attachment 1, Section 01 35 91, Historic Preservation Treatment Procedures 3.2 C, Temporary Protection: Similar to the questions above, if the exterior of the building is being removed and replaced, please list remaining historic materials and site features on the project that require temporary protection.

a. Same as above, the exterior fabric. To clarify, the exterior of the building is not being removed. There are localized areas where removal due to alterations, damage or rot necessitate reinstallation, replacement or repair. Restoration is always the first option in historic preservation. Again, estimated percentages are provided on AD1.4 for the components in question.

90. Is there a page limit for Volume 1?

a. No.

91. Can we expand the projects and personnel forms as necessary?

a. Yes.

92. Are we to use the PDF version of the Contract Price Schedule (in Amendment 0001), or the Word document (main solicitation) for L.3, Part II, #3, Section B, Contract Price Schedule, or both? Should we revise the Word Document to match the PDF?

a. Complete and submit the Price Schedule in the Word document named “forms to return with proposal – mandatory”. You may revise it to include the word “Additional” in Option A, e.g. “OPTION A, Additional Asphalt paving at north elevation” if desired. You may save it as a PDF for inclusion with your proposal;

it does not need to be submitted as a Word document.

93. Updates to Question 51 regarding the Limitations on Subcontracting requirements:

a. Paragraph L.4, #7 in Part II of the proposal contents is deleted; there is no requirement to submit a worksheet with the proposal.

b. Paragraph H.5 of the solicitation is revised to read:

H.5 Limitations on Subcontracting Requirements In accordance with Paragraph (d)(3) of FAR clause 52.219-30, Notice of Set- Aside for, or Sole Source Award to, Women-Owned Small Business Concerns Eligible under the Women-Owned Small Business Program (MAR 2020), the women-owned small business (WOSB) prime contractor is required to self-perform at least 15% of the cost of the contract, excluding materials. Prior to submitting the final invoice, the contractor shall complete and submit a report demonstrating compliance with the clause. The reporting form will be provided after contract award. Any non-compliance with the limitations on subcontracting requirements will be noted in the final CPARS evaluation (see G.3).

94. Do you anticipate extending the bid date?

a. No, proposals are due by 3:00 pm PT on February 12, 2021.
