About this file
This document is a Solicitation Inquiries and Answers (Q&A) response for federal contract 1305M326Q0455, an HVAC replacement and upgrade project.
The Government is soliciting a Firm-Fixed-Price quote for comprehensive HVAC work including installation of 23 electric heaters, replacement and upgrade of Variable Air Volume (VAV) units across multiple floors and air handling units (AHU1, AHU5-8, AHU11), repair and refurbishment of the DOAS unit, replacement of FCU4 in the chiller room with like-kind equipment, relocation of the first floor conference room air handler from ceiling to floor-mounted vertical unit, and replacement of Building Automation System (BAS) controllers with Johnson Controls Metasys System integration. The work requires inspection, testing, and verification of existing VAV heaters on the 1st floor (AHU1) and 3rd floor (AHU11), with repairs or replacements limited to inspection findings only. All electrical and mechanical work must be included to provide a complete, functional system tied into the Johnson Controls Metasys System. Spot cooling is required for the 3rd Floor when working on AHU 11 supporting the Data Center; other areas may be worked on individually in phases or zones. The Contractor may request access panels for recurring access locations, subject to facility approval, otherwise must restore ceiling openings to original conditions. Control wiring may require replacement to accommodate VAV and electrical re-heat system control. The quote due date is September 29, 2026, with a second organized site visit scheduled for September 24, 2026 at 10:00 ET. As-built drawings for newly renovated areas are referenced in SOW exhibits, and the Contractor is responsible for verifying all drawings as changes may exist not reflected in provided documentation.

Please provide any available mechanical drawings, equipment schedules, as-built drawings, or other documentation identifying the locations of the existing VAV boxes/VAV heaters throughout the facility.
Government Response: We have as-built drawings for all newly renovated areas which include the Variable Air Volume (VAVs). See SOW Revision 1 and associated exhibits.
1st Floor – AHU1 (VAV with heaters 1-17) See SOW Exhibit 10 1st Floor – AHU1 (VAV with heaters 18-32) See SOW Exhibit 11 1st Floor – AHU1 (VAV 33-35) See SOW Exhibit 4 4th Floor Mechanical Room AHU5 (VAV 48-56) See SOW Exhibit 7 and Exhibit 9 4th Floor Mechanical Room AHU6 (VAV 57-62) See Exhibit 7 and Exhibit 9 4th Floor Mechanical Room AHU7 (VAV 63-64) See Exhibit 7 and Exhibit 9 4th Floor Mechanical Room AHU8 (VAV 65-67) See Exhibit 7 and Exhibit 9 4th Floor Mechanical Room AHU11 (VAV with Heaters 36-47) See Exhibit 7 and Exhibit 9
2) Temporary Air / Backup HVAC Requirements
Please clarify whether temporary air conditioning, temporary ventilation, or backup HVAC units are required to maintain operation of critical areas of the facility during the HVAC replacement and upgrade work.
If temporary or backup HVAC is required, please clarify whether this equipment is to be provided by the Contractor or the Government, and identify any specific critical areas that must remain operational throughout construction.
Government Response: Spot cooling is required for the 3rd Floor when working on AHU 11 that supports the comfort cooling for the Data Center. Spot cooling is not required in other areas of the building as longs these areas are brought down individually and restored in phases or zones limiting the number of units worked on simultaneously during the project. See SOW HVAC Temporary Air / Backup HVAC Requirements line item 1, page 2.
3) Electrical Power for New Electric Heaters
The Statement of Work requires the installation of 23 electric heaters. Please confirm whether the existing electrical infrastructure, including feeders, branch circuits, disconnects, breakers, and associated wiring, is already in place and sized to serve the 31 new electric heaters.
If existing electrical infrastructure is not adequate or does not exist, please provide available electrical drawings, panel schedules, circuit information, or other documentation identifying the required electrical connections and available capacity.
Government Response: The work shall include all required electrical/mechanical work necessary to provide a complete and functional system that is tied into and controlled by the Johnson Control Metasys System. The control wiring may need to be replaced to accommodate both control of the VAV’ and the electrical re-heat system as part of the Work. See SOW HVAC VAV Heaters, line item 1, page 5.
4) Existing VAV Heater Inspection, Repairs, and Replacements
The Statement of Work states: “Ensure all other existing VAV Heaters on the 1st floor (AHU1) and 3rd floor (AHU11) are operating properly and make repairs or replacements as needed.”
Please clarify the intended pricing requirement for this work. Specifically, should the Contractor include in its base proposal inspection, testing, and verification of the existing VAV heaters only, with any repairs or replacement of defective components identified during the inspection to be addressed through a Government-authorized change order?
Alternatively, is the Contractor expected to include an allowance or other pricing mechanism in its base proposal for repairs and/or replacement of existing VAV heaters where deficiencies are discovered? Please also clarify whether the Government has an existing inventory or condition assessment of these VAV heaters that can be provided to prospective offerors.
Government Response: The SOW only requires inspection, testing, and verification of the existing VAV heaters.
1st Floor – AHU1 (VAV with heaters 1-17) See SOW Exhibit 10 1st Floor – AHU1 (VAV with heaters 18-32) See SOW Exhibit 11 4th Floor Mechanical Room AHU11 (VAV with Heaters 36-47) See SOW Exhibit 7 and Exhibit 9
5) Access to Equipment Above Drywall Ceilings
Where access to existing HVAC equipment, controls, ductwork, piping, electrical components, or other systems requires openings to be made in existing drywall ceilings, please clarify the Government’s preferred method of restoration.
Will the Contractor be permitted to install appropriately sized, finished, and coordinated access panels/hatches at locations requiring recurring access?
Alternatively, is the Contractor required to remove and subsequently patch, finish, texture, and paint the drywall ceiling after completing the work?
Please clarify whether access panels are acceptable and, if so, identify any Government requirements regarding the type, size, finish, fire rating, or appearance of the access panels.
Government Response: Restore to like kind conditions. Where contractors request access panels, AOML will allow pending facility approval. Yes, the contractor is required to repair, finish and paint back to original conditions. See SOW HVAC Access to Equipment Above Drywall Ceilings line item 1 and 2, page 6.
6) Will the COR allow the site superintendent, QC manager and SSHO to be one person or must they be independent?
Government Response: This can be one person.
7) Are there any existing plans or drawings showing all existing HVAC equipment locations and schedule?
Government Response: Yes, we have original building HVAC drawings as well as as-builts for all newly remodeled areas. Disclaimer, it is the contractors responsibility to verify drawings as changes could have been made that are not reflected on those drawings. See SOW Exhibits 4, 9, 10, and 11.
8) Is using a different BAS platform such as Schneider Electric acceptable when upgrading the JCI BAS system? The Schneider Electric system is Bacnet and can integrate the existing JCI system into one software platform.
Government Response: No, Because of existing maintenance contacts and existing Metasys System. See SOW BAS (Metasys System) Controller Replacement and Upgrades, line 1, page 6 and the Brand Name Justification.
9) Will a temporary chiller be required during work commencement? If so, who will be responsible for supplying and connecting to building?
