• State project objectives:
o Renovate the Petersburg District Office (PDO) and consolidate the majority of the Forest Service’s Petersburg workforce into the PDO.
Major interior renovation of the PDO to remediate hazardous materials; remove all building systems and components excluding the building shell; provide new structural support; provide all new building components, layout, systems, fixtures and finishes. Most office furniture is excluded.
Minor modifications to the exterior of the PDO including new windows, doors, entry soffit, roof modifications for new HVAC systems.
Other related work to provide a fully functional modern office building.
o Partial renovation of the Harris Building to serve as storage, shop, and overflow office space: Convert office areas to storage, replace columns, reclaim an overhead door, convert a storage room to a vehicle garage, replace telecommunications infrastructure, minor exterior improvements, and minor site improvements.
o Expand parking at the Fram Compound: Excavate and fill to expand a driveway and add approximately six parking spaces.
• Unique aspects of this project include:
o Isolated location: Petersburg is on an island with no road connections to other communities.
o Up to three different sites (depending on which Optional bid items are awarded) mailto:mai.moua@usda.gov o The PDO is a historic building, determined eligible for the National Register of Historic Places. The Section 106 review is complete. The SHPO concurred with our No Adverse Effect determination.
o Coordination with other contractors: Move contractor, and office furniture contractor.
o Harris Building and Fram Compound (if awarded) will remain operational & functional throughout construction. Logistics will need to be coordinated.
o Guiding Principles for Sustainable Federal Buildings are incorporated into the specifications for the PDO, but not relevant to Harris and Fram. We will share the Guiding Principles checklist, as a reference document for proposer convenience, when we post the updated drawings for Harris and Fram.
Questions and Answers:
Question 1. Project fund status?
Answer 1. Funding in the amount of the Independent Government Cost Estimate is expected to be committed by August 9.
Question 2. What do contractors need to do to schedule a in actual site visit?
Answer 2. The Forest Service is not holding official site visits. Contractors are welcome to visit all contract sites at their convenience. Contractors are also welcome to visit the public area in the PDO (the lobby) during business hours. To visit the non-public areas of the PDO and the Harris Building, contractors may schedule unguided (supervised) visits of the buildings. The Forest Service will not receive questions during unguided visits, but contractors may submit questions via the RFI Spreadsheet. Contractors can contact the Petersburg Ranger District at 907-772-3871 to schedule an unguided visit.

Question 4. Substantial completion date was stated as “by November 2026,” and the RFP says to complete now later than 18 – 24 months, but there’s no actual date. Are contractors supposed to propose a date?

The 100% drawings, which the Forest Service anticipates providing on or about July 29, will be more detailed.
