About this file
This BAFO (Best and Final Offer) pricing sheet is submitted by a contractor in response to Arizona Department of Transportation's (ADOT) Request for Proposal for On Call Transit Consultant Services (BPM007068). The proposal establishes hourly rates across fourteen distinct contract roles to support multimodal transit consulting services on an as-needed basis. The pricing sheet reflects an estimated total project value of $2,475,080.00 based on anticipated staffing allocations, including positions such as Administrative/Financial Support, Analysts, Consultants, Developers, GIS/Technical staff, Graphics/Art/Multimedia specialists, Planners, Principals, Project Managers, Marketing and Meeting Specialists, Operations Managers, Purchasing/Procurement Officers, Technical Writers, and Grant Writers. The contract term spans twelve months with potential extension up to forty-eight months total, with work to be assigned through individual task orders. Proposals were due by September 10, 2025, and the contract will be funded through federal transit programs including FTA Sections 5311, 5310, and 5305.
The pricing sheet establishes not-to-exceed, fully burdened hourly rates ranging from $110.00 (Technical Writers) to $398.00 (Principal), with the total hours (10,910 hours) representing estimates only and not guaranteeing any minimum work volume. The contractor confirms that actual project budgets will be quoted at competitive rates on a task-by-task basis, typically as fixed-price or not-to-exceed project awards rather than time-and-materials arrangements, with the exception of other direct costs and travel, which will be reimbursed at actual cost per State Accounting Principles. All project-level quotes remain subject to negotiation. ADOT has established a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities, with the multi-contract structure designed to create a flexible consulting pool addressing diverse rural and small urban transit needs across Arizona.

The hours reflected in this table is based on an estimate only and does not represent any guarantee of work or projects. Pricing per hour will be used as not-to-exceed rates by the contractor in completing a specific project budget / quote. Project budgets shall be quoted with competitve rates relevant to the level of staff being recommended for perform on a project. For example, if two levels of an "analyst" are required for a particular work project, it would be expected that two different prices would be quoted on that project budget, and the highest could not exceed the awarded rate for that role. Though it is possible to award a time-and-materials contract in special circumstances permissible under federal funding, the contractor should not expect such an award for a project. Instead, the contractor's budget / quote will be normally be awarded as a not-to-exceed price established for the project, or as a fixed price by deliverable or task; except that other direct costs and travel must be reimbursed at actual per State Accounting Principles. The method of award will be identified in the task assignment / request for project quote document that explains a specific scope of work. All project-level quote shall be subject to negotiation.
