About this file
This is a price increase attachment document for a term contract solicitation issued by the Arizona Department of Transportation (ADOT) for Used Automotive Fluid Collection and Removal Services (IFB BPM007067). The contract covers routine and emergency collection services for automotive fluids including motor oils, transmission fluids, antifreeze, contaminated fuels, sump materials, lubricants, oil filters, and oily rags across multiple ADOT, Department of Public Safety, and Arizona Department of Corrections shop locations statewide. Service delivery and pickup must occur Monday through Friday between 8:00 a.m. and 3:00 p.m., with non-routine services required within three business days and emergency services within 24-48 hours when possible. The solicitation was posted on September 17, 2025, with proposals due on October 9, 2025, through Arizona's eProcurement Portal. The initial contract term is 12 months from the award date, with four optional renewal periods available for a maximum total contract duration of 48 months.
The price increase attachment establishes a framework for potential price adjustments during contract renewals. Offerors may propose maximum price increase percentages for each renewal period, calculated against the original contract price rather than cumulative increases: the first renewal period allows up to 3 percent, the second up to 6 percent, the third up to 9 percent, and the fourth up to 12 percent. If no increase percentages are specified, contract prices will remain unchanged at renewal. The state reserves the right to deny any requested increase and requires documentation of the need for increases at the time of renewal. Additionally, an administrative fee of 1.5 percent (increasing to 2 percent on January 1, 2025) applies to all contract sales made to cooperative purchasing members, and the contractor must provide comprehensive insurance coverage including commercial general liability ($2,000,000) and pollution legal liability ($1,000,000 per occurrence).
