REQUEST FOR INFORMATION / Q&A

2 AUG 2010

1. Please identify all SCIF, secure and/or controlled areas in the project areas that will require escort?

A: Escorts will be provided by government where needed.

2. Per 4.5.4 of the SOW if escort is required, who is responsible to provide the required escort? Please identify the duties and clearance requirements of the escorts.

A: Because of the level of clearance needed, the facility will be providing these escorts when needed.

3. Are there restricted work hours for any areas of the project?

A: Normal duty hours will apply 0730 - 1630 Monday thru Friday

4. Is photo documentation allowed in all areas of the project site?

A: If not, please identify areas that photo documentation is not allowed. Areas requiring escorts will prohibit the use of cameras. Other areas inside the building, besides plenum spaces and mechanical and electrical rooms, will require occupant coordination prior to photos being taken.

5. Please provide calculations for the existing boiler. Per 3.3 of the SOW, what is the date of the relevant Asbestos Report(s) for this building?

A: Existing boiler is 1,200,000 Btu/h input capacity,160psi max, Natural gas boiler manufactured by Teledyne Laars, Model # HH1200IN09K. Bioenvironmental performed three samples – all negative for asbestos – on July of 1996.

6. Will the base provide asbestos reports for planning and estimating the job?

A: 1996 report can be made available. Yes.

7. Per 2.2.1 of the SOW, during construction will the project construction areas referred to as ‘closed’ per the ‘phasing plan’ be vacated of building personnel; or will the construction take place in occupied work areas?

A: We’ll make every attempt to vacate ‘closed’ areas of construction per the phasing plan proposed. Should this prove to conflict with the mission, close coordination with the contractor, PM and facility personnel will occur to safely complete construction.

8. What is the PM or the facility POC’s level of responsibility, to coordinate relocation of personnel per the phasing plan, if areas are to be cleared?

A:PM in concert with facility POC will coordinate the agreed upon relocation schedule with the building occupants. Contractor will have limited interaction with occupants only through the PM and facility POC.

9. Per 4.2 of the SOW, will the CE identified laydown area be provided by the base with electrical and comm. for the length of the project?

A: Yes.

10. Construction hours were not defined. What are the first shift working hours for B8290?

A:Normal duty hours will apply 0730 - 1630 Monday thru Friday

11. Can work be scheduled after first shift hours, (Over Time), if scheduling is required either on the part of the contractor or building occupant?

A: Yes. This should be possible depending on the specifics of the request.

12. Referencing 4.1 of the SOW will the AF Form 332 for this job, with all pertinent notes and base requirements be made available in electronic or hard copy?

A: Yes. The 332 can be delivered as electronic or hard copy. Upon request, either can be provided.

13. The plans call for us to route (N) chilled water lines to the mechanical room underneath the building's footing. Is it acceptable to run up the exterior wall and penetrate up high into the mechanical room? If not what is the depth of the footing?

A: In the interest of time and consistency please use design direction for the waterlines. Historical documents show the below grade footing depth at a minimum of 3 feet.

14. Does the new control wiring need to be in conduit above the drop ceiling?

A: Excerpt from Guide Specs 23 09 23.13 20: “Provide complete electrical wiring for the DDC System, including wiring to transformer primaries. Unless indicated otherwise, provide all normally visible or otherwise exposed wiring in conduit. Where conduit is required, control circuit wiring shall not run in the same conduit as power wiring over 100 volts. Run all circuits over 100 volts in conduit, metallic tubing, covered metal raceways, or armored cable. Use plenum-rated cable for circuits under 100 volts in enclosed spaces. Examples of these spaces include HVAC plenums, within walls, above suspended ceilings, in attics, and within ductwork.”

15. SOW and sheet M603 state that the new EMS will need to be connected to an existing controller in Room 171. Room 171 is not identified on the drawings provided please confirm the location of this controller.

A: Room 171 is located behind the auditorium. It doesn't show on the drawings, but we can provide graphic clarification if needed.

16. Existing Main Switchboard "MS" will need to be shutdown to install new feeder conductors to new distribution panel "DH". Will this work be able to be performed during normal hours?

A: All building shutdowns will have to be coordinated at the time of shutdown. Answer to this question depends on construction needs and facility needs at the time of required shutdown.

17. Note 9 on Drawing M001 (CONSTRUCTION CONTRACTOR IS RESPONSIBLE FOR FULL HVAC COMMISSIONING PLAN TO BE DEVELOPED BY A COMMISSIONING AGENT). This needs clarification. Are we responsible for just a plan or is Commissioning of the system part of the scope?

A: Commissioning of the system is part of the scope. A third party commissioning agent shall be procured by the contractor for these services.

18. Is there a specifications book associated with this project?

A: Yes. Specifications are retrievable via 30 CONS.

19. The bid form does not account for the two bid add alternates that are on the drawings. Should we include them in the base bid?

A: Yes.

20. Please indicate how the "Add Alternate" items shown on sheets M-201 and M-401. Are these optional bid items? If so, they are not shown on the provided bid sheet.

A: Include in base bid.

21. The site visit agenda distributed on July 29th indicates that the due date for the proposal is 12 AUG 2010. Is this correct?

A: Yes. An amendment to the RFP extending the due date was issued 4 Aug.

22. Existing equipment (Fan Coils 17 through 41) are on an old control system. Is the existing equipment to remain on the old control system? Or, should the existing equipment be transferred to the new DDC control system?

A: The existing equipment is to be connected to the New DDC system.

23. Keynote 2 on Sheet M401 directs the contractor to connect wiring from Room 171. Where is Room 171 located?

A: Room 171 is located behind the auditorium. It doesn't show on the drawings, but we can provide graphic clarification if needed.

24. Detail 2 (Fan Coil Unit Control Diagram) on Sheet M603 shows a three-phase contactor for the blower. The detail also indicates that the voltage 120/60 which is single-phase. Please clarify.

A: The fan coil units are either 120/1 ph or 208/1 ph.

25. The existing gas line appears to be very close the footing of the new wall enclosing the new chiller. This may not meet the requirements of the Uniform Plumbing Code. Please clarify.

A: If the existing gas piping is in conflict with the footing, the gas piping will need to be relocated to avoid the footing.

26. The Amended RFP and the Site Visit Agenda indicate that the technical proposal should include a Quality Control Plan. Is this to be the Quality Control Plan that would then become part of the project? If yes, then this document will be 15-30 pages. Would the QCP then be excluded from the 10 page limit for the technical proposal?

A: Yes, the QCP will become part of the project. The Technical Proposal page limitation has been increased to 25 pages to accommodate the QCP.

27. The Amended RFP and the Site Visit Agenda state “3. Relevant experience is similar work (For SATOC Only)”. Does this mean we are only to submit other SATOC HVAC task orders?

A: Yes, past performance will be limited to other SATOC task orders. “Relevancy,” as defined by Air Force FAR Supplment IG 5315.101-1 is:

Para. 4.4.2 Relevancy “Relevant” means the performance being considered must have a logical connection to the work described in the solicitation. Normally, relevance would include such aspects as the product or service similarity, product or service complexity, contract type, program or lifecycle phase, contract environment, division of company proposing, subcontractor interaction and magnitude.

The amended RFP will further define “relevant.”

28. The Site Visit Agenda omitted “d. Past Performance on SATOC projects” from the list of required proposal elements found in the Amended RFP. Is this correct?

A: Past Performance on SATOC projects will remain as an evalution factor for this project. The RFP remains the official solicitation document for this project.

29. At the site visit, contractors were informed that any access to the #131 corridor or any of the rooms that are accessed through this corridor would require approved escorts (line of site). Will the government be providing this service, if so how many escorts can be provided and for how long can they be provided?

A: Yes. Government will make every attempt to provide escorts for all the times needed during construction. Of course these times will need to be coordinated.

30. Sheet M-401 Keynotes #2 states to connect (E) EMS panel wiring from Mechanical Room #171 to (N) panel. Should this Mechanical Room be referred to as Mechanical Room #164?

A: No. Room 171 is located behind the auditorium. It doesn't show on the drawings, but we can provide graphic clarification if needed.

31. Request For Proposal states in section 2.2.1 to install a new boiler. Is a new boiler required for this project?

A: Replacing the boiler is restated as an option bid for this project in the Statement of Work and the Bid Sheet.

32. Would it be acceptable to perform another brief site visit so as to take a few measurements of existing conditions.

A: PM is amenable to this. Please coordinate with Jeremy Belton this request.

33. Is there an existing lead paint/asbestos survey of this bldg?

A:No.

34. Regarding the spec 01000 General Requirements, page 1, para. 1.01.B, it is stated that the existing chiller, boiler, pumps, and auditorium AHU are controlled by an existing Alerton EMS. At the site visit, it appeared that these components were on pneumatics (minus the auditorium AHU which was not visited or shown on the plans). Please confirm the location of the Alerton panel and which components it controls.

A: Existing system is pneumatic which is to be demolished and replaced with new direct digital control system.

This same spec requires installation of Alerton controls. Per the FAR, should this read "or approved equal" so long as it can communicate with the existing Alerton modules?

A: The government is not requesting brand name products. Equal products may be proposed by the contractor for government consideration.

35. Are we to replace the specs distributed on the CD's with these specs?

A: Yes. The entire Request for Information Package is also found on FBO.gov, https://www.fbo.gov/spg/USAF/AFSC/30CONS/081387C/listing.html.

36. What objectives of should the contractor's phasing plan consider? What is the operational goal that will necessitate phasing?

A: The contractor should consider times not allowed to work in areas due to escort availability and/or mission operations. Operational goal is to train students and this may lead to classrooms being off limits to construction for a period of time.
