The Coast Guard intends to solicit, negotiate and award a sole-source procurement (under FAR authority 6.302) to Seaward Services Inc, 222 Pearl St FL 3, New Albany, Indiana 47150-3468.

MSRT WEST has made various solicitations to other vessels and researched into other options has not yielded alternatives.
No other USCG, NAVY, NOAA or civilian vessels in the area are available to conduct this same type of training.
M/V SEAWARD EXPLORER ship type meets all requirements for length, width and open deck space. Captains and crews have experience in hosting similar exercise conducted by the USCG, USN and USMC. The ship is capable of readying the vessel to specifications needed on short notice, making it safe for hook and climb, fast roping, close quarters combat with simmunitions, and simulated CBRNE challenges.
