About this opportunity

The Department of Homeland Security's United States Coast Guard (USCG) Operational Logistics Command (LOG-94) has issued a Special Notice for a sole source purchase order to ECLIPSE GROUP for a vessel rental. The notice announces the intent to award a contract for a pier-side vessel needed for tactical training of the USCG MSRT West in California. The procurement will be conducted using Simplified Acquisition Procedures under Federal Acquisition Regulation (FAR) Part 13.106-1(b), with a total value not exceeding the simplified acquisition threshold of $250,000. The sole source justification is based on 10 U.S.C. 2304(c)(1), indicating that ECLIPSE GROUP is the only responsible source that can satisfy the agency's specific requirements. The contract is classified under NAICS Code 485999 for Transit and Group Passenger Transportation, with a Product Service Code (PSC) of V214 for Transportation/Travel/Relocation.

The primary objective of this Special Notice is to support a specific tactical training exercise for the USCG MSRT West, scheduled for February 19, 2025, from 0800-1600 hours. The training will involve complex maritime operations including hook and climb maneuvers, close quarters combat, and tactical scenarios requiring a very specific vessel configuration. ECLIPSE GROUP's vessel, the BOLD HORIZON, has been identified as the only vessel meeting the precise technical requirements, including a 165-175 foot length, specific deck space, and configuration to support 35 passengers and various tactical training scenarios. The procurement will be a firm-fixed price contract, and the notice explicitly states this is not a competitive solicitation. Potential respondents are instructed that any challenge to the sole source determination must provide clear and compelling evidence that competition would be advantageous to the government. All inquiries must be submitted via email to the Contract Officer, Yvett R. Garcia, with telephone inquiries explicitly prohibited.
