About this opportunity

The U.S. Coast Guard is seeking vessel rental services for tactical training exercises through a pre-solicitation notice posted on February 25, 2026. The procurement involves contracting a U.S. flagged survey vessel to support Maritime Security Response Team (MSRT) West training in San Diego, California, including Hook & Climb operations, Close Quarter Combat tactics, Tactical Combat Casualty Care (TCCC), and Chemical Biological Radiological and Explosive (CBRNE) training. The vessel must meet specific technical specifications, including a minimum length of 120 feet, at least 12 feet by 12 feet of open deck space, and minimum 15 feet of freeboard, with interior spaces configured to resemble a passenger ferry including bridge, engine room, and machinery areas. Interested parties must submit written capability statements demonstrating clear and convincing evidence of their ability to meet all requirements by February 28, 2026, at 11:00 AM Pacific Time, with no telephone inquiries accepted. Questions and concerns must be directed in writing to Contract Specialist Robin Mayfield at Robin.L.Mayfield@uscg.mil, with no follow-up inquiries accepted after the deadline.

This contract carries a Total Small Business set-aside designation and is expected to be awarded as a firm-fixed-price contract under a simplified acquisition process. Eclipse Group Research Vessel's RV BOLD HORIZON, currently moored at 10th Ave Marine Terminal (1800 Crosby Road, San Diego, California 92101), has been identified as the potential incumbent contractor, and sole-source justification has been filed based on the vessel being the only available source meeting mission-critical requirements. Training operations are scheduled for March 10, 2026, and April 8, 2026, each spanning eight hours (0800-1600), with the vessel required to accommodate approximately 35 personnel as safety observers and evaluators and capable of transiting 10 nautical miles offshore. The specific contract award value or budget range has not been disclosed in the pre-solicitation notice. If no other responsible sources submit adequate responses demonstrating capability, the Coast Guard will proceed with negotiations with the RV BOLD HORIZON under FAR authority 6.302.
